HI STP SR99(1) ROOSEVELT (KIPAPA STREAM) BRIDGE Updated on: 12/01/2016

QUESTION #1:

Sheet T21 of the project plans details wooden posts for the signs to be installed. Would it be acceptable to install the signs with square tube or flange posts with a drive in anchor instead?

RESPONSE: See sheet T.21, note 7.

QUESTION #2:

Will this project require advisory signs and construction work zone signs as required in Hawaii state standard specifications 645.03(G) and 645.03(B) respectively? See below.

RESPONSE: See the project plans Sheets T13-T20, section 635 of the “The Standard Specifications for Construction of Roads and Bridges on Federal Projects” FP-14, and the Special Contract requirements, for the project requirements.

QUESTION #3

I have reviewed the attached solicitation and did not see anything regarding if one the prime contractor and all subs needed to be licensed contractors or do they need to have a active and current Hawaii State contractors license?

RESPONSE: See FAR Clause 52.236-7 Permits and Responsibilities.

QUESTION #4:

Looking to supply materials from SIka US on this project but need to know if I can invite more qualified contractor from the mainland US to bid on this project because of the size.

RESPONSE:

See sheet C-14 of the solicitation, 52.222-54, for Employment Eligibility Verification requirements.

See sheet A-11 of the solicitation, BUY AMERICAN ACT- CONSTRUCTION MATERIALS

UNDER TRADE AGREEMENTS

QUESTION #5:

Please confirm if the job has been drawn in square yards because bid sheet ask for FRP Strengthening in square feet.

RESPONSE: The Fiber Reinforcing Polymer will be paid per the square foot, not per square yard.

QUESTION #6:

Section 601 - Will the design team (engineer and/or architect) waive the air entrainment requirement.

RESPONSE: See forthcoming Amendment 003. Air entrained concrete is not required.

QUESTION #7:

Section 703 - Will the design team accept C1293 for aggregate ASR qualification in place of C1260 for this project?

RESPONSE: Subsection 703.01 (b)(4) of the FP-14. C1293 is acceptable.

QUESTION #8:

In regards to the new bridge railing, can we have the blockouts (rail openings) perpendicular to the road surface rather than keeping it plumb (vertically) to the road?

RESPONSE: The block outs need to be plumb to the road in both directions.

QUESTION #9:

What methods are accepted to attach to existing bridge structure for scaffolding required to support the heavy loads required for demolition and reconstruction.

Examples would be Expansion Bolts, Cored Access, Epoxy. Please advise.

RESPONSE: See section 562.02 - Material Requirements and section 562.03 - Design Requirements for Temporary Works requirements. The contractor will provide design calculations and drawings for approval.

QUESTION #10:

Bid Item 20302-2200 and plan sheets S3.2, S3.3, and S3.4 call out for removing an abandoned 12" sewer line on the Mauka side of the bridge. Examination of the site also indicates that the line is an abandoned sewer line. However on plan sheet S16.1, construction sequence 4 calls out for removing a water line on the Mauka side of the bridge; and plan sheets T5, T6, and T7 show installing a new 12" water line. Please clarify if the pipe to be removed from the Mauka side of the bridge is a sewer line or a water line.

RESPONSE: The existing 12” ductile iron pipe is an abandoned sewer line that will be removed and replaced with a 12” ductile iron pipe. The utility will be repurposed in the future from a sewer line to a water line.

QUESTION #11:

If the abandoned pipe on the Mauka side of the bridge is a sewer line, please clarify if the new water line is to be connected to the existing sewer line, as this appears to be the only point of connection.

RESPONSE: The new water line will be connected to the existing sewer line, as shown on sheet T7.

QUESTION #12:

SCR Section 611 - WATER SYSTEMS, paragraph 611.03 states to "Provide expansion couplings for conduits at bridge expansion joints. Provide expansion and deflection couplings for conduits at abutments. Couplings shall be incidental to the waterline and gas line work." Please provide specifications and details for the expansion and deflection couplings.

RESPONSE: See Section 611.02 for material requirements.

QUESTION #13:

The "Pipe Support Detail at Structure Expansion Joints" on plan sheet T6 calls out to "Install pipe roll support both sides". Please provide specification and detail for pipe roll support.

RESPONSE: See Section 611.02 for material requirements.

QUESTION #14:

On page E-13 of SCR Section 108 - PROSECUTION AND PROGRESS, the third paragraph on page E-14 states that "A Notice to Proceed is estimated to be issued on December 5, 2016." Considering that this Contract is A+B, to level the field for all competitors, please provide a specific NTP date so all bidders can accurately bid the schedule component of this project. Also due to the postponed bid date and complexity of this project, please consider issuing this NTP date 60 calendar days after the offer due date.

RESPONSE: The NTP date is an “estimated” date. The revised estimated NTP date is January 12, 2017.

QUESTION #15:

In the event that existing hazardous and/or contaminated materials are discovered, please confirm that the Contractor will not be named as the generator and that the Owner will sign all waste manifests for the disposal of the materials.

RESPONSE: For the purposes of bidding on this contract, it is assumed hazardous waste material will not be generated. Please refer to FAR 52.243-4 changes.

11/25/2016

QUESTION #16:

On plan sheet S1.3, Construction Note Y states that "Live loads shall be limited to the regulated posted load on the bridge of 16 tons." However in SCR Section 203.04 (e), an exception is made stating that "Do not exceed 84,000 pounds for the weight of the individual machinery used for AC removal." Can similar exceptions be made for other equipment on the bridge for hauling and placing concrete barriers on to deck, support equipment (crane), and concrete mixer trucks. This will shorten the construction schedule and have less impact to traffic.

RESPONSE: Exceptions to the live load limit of 16 tons listed on Sheet S1.3 Construction Note Y may be considered through RFI during construction, but are not guaranteed. The current load posting on the bridge is 16 tons. The load posting is based on a calculated load rating for the structure considering public traffic, structure dead load, and bridge capacity and physical condition. The limitations listed in the plans for the asphalt removal equipment are based on a specific construction load case during a public traffic closure without additional construction loads on the bridge. During construction, any variation from the posted load limit would need to be evaluated on a case-by-case basis considering the loads associated with the contractor’s construction phase, other loads on the structure, size and axle configuration of the construction equipment, etc.
