Bidders Questions & Answers

CA FTNP/NPS YOSE 500(2) & 16(7)

1) Q: Under 636.04A #4 you specify a minimum LED display at least 24” wide and 20” tall. Does that refer to the total sign dimensions? Or specifically to the LED display itself? If the latter, that would be a very large sign for a road posted at 25 MPH.

A: As per 636.04A the LED display panel must be at least 24 inches wide and 20 inches tall.

2) Q: If our radar signs are already painted another color, must they be repainted in Yosemite brown? Or are you just referring to the posts and assorted hardware?

A: Response: As per 636.04A all exposed metal areas are to be painted “Yosemite Brown”.

3) I have a question about Road Striping Paint type D for this project. SECTION 634 PERMANNT PAVEMENT MARKING. Type D Paint IS NOT LONGER USED IN CALIFORNIA and I want see if We can used a Type A instead. Please advise.

A: As per the bid schedule all permanent pavement markings are to be Type D epoxy.

4) Specifications mention attendance by the TCS (Traffic Control Supervisor) is required at certain meetings; however, there is no bid item for TCS included with this project. Is a TCS required for this project?

A: Yes a Traffic and Safety Supervisor is required as per FP-03 Subsection 156.08. Also as per FP-03 Subsection 109.02(b): “Work for which direct payment is not provided is a subsidiary obligation of the Contractor. Payment for such work is indirectly included under other pay items shown in the bid schedule.”

5) Does each phase need to be completed before starting another or can they, or portions of phases, be under construction at the same time?

A: As per note 3 on plan sheets W41-W43 the phasing shown on the construction phasing plan are a suggestion only. See SCR and FP-03 Sections 108 and 156 for road and parking lot closure limitations, restrictions, and temporary traffic control requirements.

6) If we submit our completed and signed bid by mail in its entirety before Bid Date and Time, leave only the Bid Schedule blank (pages A-6 through A-14), then submit a modification by email or fax before the Bid Date and Time completing the blank Bid Schedule pages, will that be acceptable and responsive?

A: Yes. You may modify your bid via fax/email as long as the modification is submitted prior to the bid date and time specified.

7) Can we use grindings as permeable backfill?

A: Grindings may be used if they meet the requirements of Subsection 704.13.

8) Other than the borrow sites on D10 & D11 are there other borrow sites to fill permeable backfill and subexcavation embankment non-pay items.

A: Material generated from the work (including but not limited to roadway excavation) may be reused onsite if it meets the material requirements for the Section of work that it will be incorporated into.

9) On sheet 89 of the plans the Grading Summary chart indicates that with the grading factor and excavation and embankment quantities the project appears to end up being balanced regarding earthwork. However on plans sheet A10 the subexcavation indicates that there is embankment that is a non-pay quantity associated with the subexcavation bid item. Is the non-pay embankment considered in the earthwork chart?? If not is there a source to retrieve embankment onsite to fill this void?

A: Subexcavation volumes are not included in the Grading Summary calculations on Plan Sheet B9. See subsection 204.16 for measurement of excavation and embankment.

10) Are the 24” logs and 36” boulders for the berms (sheet F3) available onsite?

A: Yes. Both materials are available onsite. Boulders are from the salvaged boulders.

Material generated from the work (including but not limited to clearing) may be reused as logs and snags.

11) For the boulder placement item (page E-72) of the special provision, are the boulder to be placed available onsite from the boulder removal item?

A: As per Subsection 251.04A, boulders identified to be removed and reset within close proximity of its original location (within 500-ft) are paid for as Remove and Reset Boulder. Boulders salvaged and placed elsewhere in the project are paid for as Boulder.

12) Bid item 61203-0000, Sanitary Sewer Manhole has a quantity of 10 LNFT. Is that supposed to be EACH?

A: The unit of measurement for pay item 61203-0000, Manhole, Sanitary Sewer will be revised to LNFT and the quantity will be revised accordingly in an upcoming Amendment
