MN ERFO 1(1), Fond du Lac Reservation 2012 Pre‐proposal Meeting March 21, 2013
Discussions were held about including alternative designs in the proposals. If one of the perspective proposers has an innovative way to accelerate the project delivery or save money, they should discuss these alternatives in their proposal. The use of CON/SPAN was discussed as an example. There is concern that the RFP did not address the possibility of alternative designs and there should be more clarification in the RFP.
The intent of the RFP is evaluate perspective proposers on their experience and methodology for the current proposed design in addition to innovative designs to help accelerate the project delivery or help incur cost savings. Discussions regarding the use of the innovative design in comparison with the current design will receive a higher ranking. The Government reserves the right to choose which design will be used for construction but is looking for motivated contractors to help deliver this project successfully.
Discussions were held concerning the Stormwater protection permit and the 30‐day requirement for public review. The Government will ensure this is completed before notice to proceed and will not delay the construction of the project.
Each on the evaluation factors from the RFP was read aloud to ensure everyone was aware of them.
There was a question regarding the performance bond percentage required for this proposal. The questions was asked if the bonds would be 5% or 20%. There will be a clarification posted to the website with this information.
ANSWER: The amount of the bid guarantee shall be Twenty (20%) of the bid price or $3 million, whichever is less.
The different options of the contract were discussed. To clarify:
Schedule A – This is the design support section of the contract. The table included in the RFP is to be completed by each perspective proposer to show how each how many hours each employee is tasked with this work. The actual bid item for each task will be the lump sum amount. To repeat, this is not a per hour bid item but a lump sum bid item for each task. Hours will not be adjusted for time over or under the proposed amounts. Schedule A will be awarded to the successful proposer.
Option X – The intent of Option X is to award the acquisition of any and all precast members/materials or items with significant led time that will be required for the construction of the project. This bid item does not include delivery but is meant for storage of the materials at the manufacturing yard until Option Y is awarded. At that time transportation is to be included in Option Y pricing. If the Government and successful proposer cannot reach an agreement on price, the Government reserves the right to not award Option X.
Option Y – This is for the actual construction of the project. This is to include all work associated with completing the project. The current bid items in the proposal are not all inclusive. As the CM/GC contract moves forward through design, bid items may be added or deleted as needed to reflect the actual construction. These bid items will be used as a starting point to evaluate perspective proposers on their pricing after their qualifications have been evaluated. If the Government and successful proposer cannot reach an agreement on price, the Government reserves the right to not award Option Y.
There is not geotech reports at this time but will be completed before the final design is completed.
Base pricing on the quantities shown in the proposal for the soils in that area knowing that the final geotech report will be available before final pricing.
Any questions regarding the proposal need to be submitted to the Central Federal Land’s Acquisition Office as outlined in the request for proposals.
