RFP No. DTFH61-10-R-00019 Attachment No. 9: Pre-proposal Webinar Anticipated
Questions and Answers
Question 1: If my company is awarded this contract, what impact will there be on existing contracts?
Answer 1: There should be no impact. The awarded contractors will not be required to terminate existing business with FHWA. There will be limits to how the awarded contractor can provide program advice to the ITS program related to pre-existing work.
Question 2: How many awards are anticipated?
Answer 2: That is undetermined at this time. There is a likelihood that more than one award will be made. Because of limited federal resources to manage a large contract such as this, it may not be likely that many awards will be made.
Question 3: The RFP indicates that there will be Non-Disclosure Agreements. How will this affect our companies’ pursuit of other work with FHWA or USDOT?
Answer 3: The ITS Technical Services Support Contractors will be exposed to pre-competitive work as they provide support to the ITS Program. The ITS Technical Services Support Contractors thus will not be allowed to compete for such work activities.
Question 4: What is the intent of having an office near the DOT HQ? Does my company need to relocate to DC?
Answer 4: No companies are expected to relocate their corporate headquarters to DC.
However, the ITS Program depends heavily on coordination with various stakeholder partners and other modal agencies. A local physical presence with the technical support staff is essential for the ITS Program to succeed.
