RFP No. DTFH61-10-R-00019 Attachment No. 7: Labor Categories and Position Descriptions

Overview of the Labor Categories and Position Descriptions – Below are the labor categories, including general position descriptions, being requested for the Intelligent Transportation Systems (ITS) Technical Support Services Contract. It is important to recognize that personnel with many different and varied skills will be required to support the ITS JPO over the life of the contract. The personnel types needed range from senior program managers, policy experts, planners, engineers, scientists, systems engineers, information technology experts, communications technology and standards experts, enterprise architects, human factors specialists, regulatory and standards specialists, financial specialists, security experts, business planners, market researchers, technology specialists, governance specialists, traffic and crash analysis specialists, right-of-way/utility specialists, climatology/meteorology experts, environmental scientists, legal counsel --- to name a few. The broad labor categories provided below will naturally have some flexibility with regard to the specialty expertise required and how the expertise fits into the labor categories. While some of the specialty skills needed are identified in the position descriptions, these skills are not all inclusive and are given merely as representative examples.

As personnel are selected to fill the labor categories listed below, the offeror should think in terms of providing the most capable team to support the ITS program over the life of the contract. The offeror’s personnel, including any subcontractors, should be capable of addressing all of the competencies and task areas, including the specialized expertise that will be necessary during the conduct of the research, demonstration, and implementation program. Evaluation of offeror’s proposals will consider both the experience and skills of the proposed individuals as well as the comprehensiveness of the overall project team in its ability to support the ITS program.
