Amendment 0004
p. 3 of 3*
Q. Section L.3.1 lists 6 subsystems in which offerors must demonstrate prime experience. The Industry day slides listed 4 PSEMS subsystems and did not specifically reference metal detection or security lighting. Metal detection and Security lighting are not complex ESS subsystems, and are typically subcontracted support services. These should not be part of a go-no go gate criteria for such a large ESS contract focused on technology refresh. Request the Government consider at least two options to address this issue:
a. 1 – Reduce the solicitation requirements of L.3.1, removing Security Area Lighting System and Metal Detector Systems.
b.2 – Allow subcontractor experience to be used for these two subsystems in lieu of prime experience only…. (edited for brevity).
A. Section L.3.1 is amended to delete the reference to the metal detection and security lighting subsystems. See attached change page.
Q. Section L.3.1 requires Offerors to list projects similar to the size, scope, and complexity of the SSDI II contract; however, a maximum contract or ceiling value is not provided with the solicitation. Will the government please provide a value that is considered similar in size?
A. The Government will not be providing a maximum or ceiling value. Dollar value is not the only criteria that will be considered in determining if projects are similar in size, scope and complexity. Offerors are referred to Attachment J-1, which includes a list of sites and their security levels, as a reference point for comparison.
