SECTION C- STATEMENT OF WORK

C.1 Introduction The Federal Aviation Administration is in the process of modernizing the National Airspace System (NAS) to meet the needs of the 21st Century. Inherent in this mission is the requirement to provide a safe, cost effective, navigation and timing service. Currently, navigation requirements are largely met with legacy, ground-based navigation and lighting systems. FAA has committed to evolve the NAS to Performance Based Navigation (PBN). During this lengthy transition, FAA has a requirement to support both legacy and modernized navigation systems.

The NAVTAC II support Contractor will assist the Navigation Programs Group and Performance Based Navigation Offices in their joint mission to provide safe, cost effective position, navigation, and timing services to meet the operational needs of current and future aviation customers that operate in the NAS.

C.1.1 Background Through the Next Generation Air Transportation System (NextGen), FAA is addressing the impact of air traffic growth by increasing capacity and efficiency while improving safety, reducing environmental impacts, and increasing user access to the National Airspace System (NAS). PBN is a key element of the NextGen plan to modernize the NAS. To achieve NextGen goals, FAA is implementing new PBN routes and procedures that leverage emerging space-based technologies and enhanced aircraft navigation capabilities.

The FAA Navigation Programs Group and the PBN Office have a requirement for professional services covering areas such as engineering support, logistics, software integration and maintenance, training, operations research and analysis, requirements development and analysis, and business and material management. Examples include technical support services to assist in the planning, research, development, engineering, implementation, sustainment, and decommissioning of various navigation, landing and lighting systems, as well as support for the PBN Instrument Flight Procedure (IFP) process.

C1.2 Scope This statement of work (SOW) provides a description of the support requirements required by the Federal Aviation Administration (FAA) through the NAVTAC II contract. The Contractor, as required and directed by the FAA, performs the tasking identified within this SOW. The Task Orders that will define the specific performance criteria, deliverables and schedules required.

Tasks may include travel to specified facilities across the United States including Hawaii, Alaska and U.S. territories or extended travel to such facilities or locations. Some international travel maybe required.

Due to the close coordination with the program offices in the Washington, DC area, the Program Manager and the staff assigned to the contract and subsequent task orders must be located in the Washington, DC area within 30 minute distance from the of FAA buildings.

C1.3 Relationship and Coordination with Other Organizations The contractor must maintain interfaces with the internal FAA offices, Governmental organizations and Non-Governmental organizations to carry out the specified tasks and responsibilities as a prescribed in the contract and awarded task orders.

C.2 Applicable Documents The Contractor must comply with the requirements set forth in the most current version of the following documents, including those that supersede versions that were current at the time of contract award. The Contractor must also comply with any future legislation, guideline, or policy immediately upon issuance.
