RRCIU Questions
Number Question
Response
I’m just looking to see if you require any installation?
There are site installation requirements under section C.3.8, Engineering
Support Services. If ordered by the FAA, a task order will be drafted to identify the requirement.
The FBO synopsis states it is due on 20 Jun 2016 by 1400ET and should be e-mailed to Dwayne Berry, while the solicitations stat the submission is due Jun 18 2016 by 1700 ET via a sealed bid, however this address to submit our offer is not located in Section 7.0, as instructed in section
8.0. Could you please let me know the correct
Date and time.
Section A and L have been updated to reflect the SIR due date of July 1, 2016 by 1700 EST and shall be emailed to
Dwayne Berry.
The first question I have related to CLIN (C.3.8).
SMD does not have the ability or resources to provide the Engineering Services specified. Does the FAA require sources to meet all the CLIN and Section C requirements or will the FAA accept minus CLIN 011?
The FAA requires Offerors to be able to meet all CLINs specified in the SIR.
Can you please clarify what the actual proposal submittal due date is 5:00 p.m. EST on 6/18/16 or 6/20/16? There is a conflict between the solicitation, award page and Section L
Section A and L have been updated to reflect the SIR due date of July 1, 2016 by 1700 EST and shall be emailed to
Dwayne Berry.
Can you Clarify the meaning of the Asset Identification Report, Section C, paragraph C.3.8.2. Does this mean that the offeror must bar code each RRCIU as well as all LRU's for all units to be shipped on this contract?
The Offeror must use the appropriate bar code as described in the Asset
Identification Specification document.
Attachment J.11, Asset ID Process and
Procedure Guide 2D, is now included in the announcement.
During the process of obtaining basic quote information on the detailed components that make up the RRCIU and the RRCIU Kits, it has been discovered that serval of the items within the blueprint requirements are not COTS (Commercial Off The Shelf), and are custom to this assembly and have lead times that exceed 120 days. The requirement for delivery upon award is within 120 days, how is the FAA planning to deal with this? Will the delivery schedule be extended or at least the first set of 15 RRCIU's and RRCIU Kits?
Yes, the FAA will delay the delivery schedule if proof can be shown that the lead items exceed 120 days.
Does all of the Environmental testing that is called out in specification FAA-E-2663a, section
4.0 (Salt Spray, Sand and dust, Rain, Temperature, etc..?) need to be performed to the RRCIU Production Units? Ref. CLIN 003 or is just Production Acceptance Testing required for these items? Ref. Section C paragraph C.3.6. In addition, if the Environmental Testing items are required, is it for only the First Production units or all 3 Productions units called out in CLIN 003?
The FAA requires production acceptance test.
If Environmental Testing is determined to be required, what is the FAA's position on any failures to these requirements? This is an approved FAA owned and controlled design, the offeror, would be able to make any modifications to the design in an effort to get it to pass these testing requirements.
Environmental Testing is not required by the Offeror.
FAA-E-2663a section 4 List a large amount of environmental tests to be done on the first production unit.
Environmental Testing is not required by the Offeror.
Is environmental testing required on CLIN 001 and CLIN 003?
Environmental Testing is not required by the Offeror.
Since it is a build to print contract, if an environmental test fails, is it the FAA responsibility to remedy the situation?
Environmental Testing is not required by the Offeror.
FAA-E-2663a section 4.3 lists a manual test or a test fixture section. 4.3-1.1.2 and 4.3.1.2.2 are not in the supplied procedure
The FAA requires the Offeror to perform the manual test as described in attachment J.10, RRCIU Production
Acceptance Test Report, which is now included in the announcement.
Section F.6 may be black or missing. Please verify there is no section missing
The sections were mis-numbered.
Section F.5.1, "Systems, Components and Spares" and Section F.5.2, "Documentation Deliverables", have been changed to F.6.1 and F.6.2.
We interpret this SIR to be a "build-to-print" product to a data package and that the supplier is not responsible for the design. Therefore, the supplier is responsible only for building to the requirements listed in the drawing and not for meeting the design specification. The rationale is that the drawing define and describe a component that meets the underlying specifications. Are these interpretations correct?
Yes, your interpretation is correct.
Since this is a build-to-print SIR, is any testing other than production testing required?
No, the only test required is the
Production Acceptance Test.
Is there an updated parts list available for the
RRCIU?
No, we do not have an updated parts list.
In answer to question 3 is no, if any components specified in the RRCIU drawings are obsolete or otherwise unavailable, we will suggest substitute equivalent parts with the proposal
Yes, the Offereor can suggest substitute equivalent parts with the proposal excluding the power supply. Upon contract award, the FAA must approve the suggested parts list.
Will the FAA make available to the supplier electronic Gerber files for the printed circuit boards?
Yes, the FAA will supply the electronic
Gerber files for the printed circuit boards.
19 Will the FAA provide the test fixture (s)?
No, the FAA will not provide test fixtures. The FAA requires the Offeror to perform the manual test as described in attachment J.10, RRCIU Production
Acceptance Test Report, which is now included in the announcement.
Is the FAA open to proposals that include alternate designs, so long as the field-replaceable items for the alternate designs are interchangeable with the current design?
No, the FAA will not consider alternate designs.
What is the National Stock Number (NSN) for this product?
The FAA will provide the National Stock
Number (NSN) after contract award.
