# Question Answer

The Solicitation identifies a 60 month period of performance. Attachment J-001 does not identify the actual annual dates of performance, while Attachment J-003 provides for specific anniversary dates (November 22) for CBA salary changes. Please identify the Start and End Calendar Dates for each Contract Year of Performance to ensure we can correctly price labor for each Contract Year.

The contract years will be one year in length and the first year will begin on the date of contract award. The FAA expects this contract to begin on or about 11/22/2016.

Paragraph B.4 states that “Other Direct Costs are not anticipated under this contract”, but paragraph C.6.1 requires the contractor to provide personnel protective equipment;

paragraph C.6.4 requires the contractor to “provide uniforms, coats, jackets, and rain gear”; and the CBA has similar requirements for the contractor to provide equipment / uniforms to contractor employees. By not providing either a “Plug” Number for Contractor ODCs or a separate Cost Line for ODCs, the Offeror has to build those costs into the individual labor rates. The result is additional costs and fee placed on what should be ODC lines. This results in a higher cost to the Government than using an ODC line. Recommend the FAA Modify Attachment J-001 to provide an ODC Line for each Contract Performance Year.

The FAA has considered this request and determined to take no action. These associated costs must be included in the T&M rates.

Solicitation Paragraph B.5 and Attachment J-001 do not identify a requirement for one or more “Aircraft Inspectors”. The CBA identifies an “Aircraft Inspector” labor classification, which is mapped to the FAA Aircraft Mechanic Contract Title, but has a different (higher) labor rate than the CBA Aircraft Mechanic/Technician Position (also mapped to the FAA Aircraft Mechanic). Please identify the number of man-hours associated with Aircraft Inspector requirements that are within the 15,360 man-hours identified in Attachment J-001. Recommend the FAA consider adding a separate line on Attachment J-001 for the “Aircraft Inspector” positions to ensure consistency of pricing.

There are no hours for the "Aircraft Inspector" labor classification included in the FAA's estimate. Aircraft Inspectors, as defined by the FAA Flight Program (QA), have always been and will continue to remain Federal Employees.

Solicitation Paragraph B.5 and Attachment J-001 identify the Labor Category of “Project Manager/Aircraft Mechanic” as being covered under the CBA. The CBA, however, has a “Lead Aircraft Mechanic/Technician” which is mapped to the FAA Contract Title of Aircraft Mechanic. As per the CBA, the “Lead Aircraft Mechanic/Technician” is paid significantly more than either the Aircraft Mechanic / Technician or the Aircraft Inspector labor categories. Please confirm that the “Project Manager/Aircraft Mechanic” identified in Solicitation Paragraph B.5 and Attachment J-001 is the same Labor Category/Position the CBA identifies as “Lead Aircraft Mechanic/Technician”. If the “Project Manager/Aircraft Mechanic” is in addition to the positions identified in the CBA, please identify how many of the eight (8) Aircraft Mechanic positions are associated with the “Lead Aircraft Mechanic/Technician”. Recommend the FAA consider adding a separate line on Attachment J-001 for the “Lead Aircraft Mechanic/Technician” position to ensure consistency of pricing.

The FAA confirms that the "Project Manager/Aircraft Mechanic" as defined in the SOW and Attachment J-001 is the same labor category as the "Lead Aircraft Mechanic/Technician" as identified in the CBA.

The CBA requires the Contractor to provide a “Stipend of $0.50/hours” for “Any duty that requires specialized training, to include life vest shop, paint shop, and battery shop”.

Please identify the positions and number of personnel filling each position that require specialized training, including life vest shop, paint shop, and battery shop requirements.

A redacted seniority list is attached which outlines the number of personnel filling each position that requires the specialized training.

Employees are authorized different numbers of vacation days based on the number of years consecutive support of the FAA Contract. Please identify the average number of consecutive years a current employee has worked on the FAA Aviation Maintenance Services Contract. A redacted seniority list is attached.

The seniority list was not included in the Collective Bargaining Agreement, would you please provide this information to us. We cannot accurately determine PTO, vacation without that Information. A redacted seniority list is attached.

The Solicitation lists the awarded contract price. Would you please provide the current value of this contract?

The Solicitation does not list the awarded contract price of the current contract, and the FAA will not be providing the current value of the current contract.
