This document is Addendum 1 for Delaware State University's Request for Proposal (RFP) for Online Learning Consortium Support (eHBCU), Contract Number DSU250302-ONLINEHBCU. The addendum provides a comprehensive set of questions and answers regarding the RFP, focusing on the Online Program Manager (OPM) services for a consortium of six Historically Black Colleges and Universities (HBCUs). The RFP seeks a vendor to provide performance marketing, lead generation, and support services for up to 25 existing online degree and non-degree programs, with an additional focus on developing 2-3 new certificate and certification programs each year. The consortium aims to enroll 5,000-10,000 students across all programs by the 2029-2030 academic year, with a planned launch of non-degree programs in Fall 2025 and degree programs in Spring 2026.
The addendum reveals that the consortium is open to various pricing models, including revenue-sharing and fee-for-service structures, with an emphasis on transparency and alignment with the consortium's goals. The selected vendor will be expected to provide comprehensive services including centralized LMS integration, course development, performance marketing, and support tailored to each institution's enrollment goals. Data governance, cybersecurity compliance, and privacy regulations will be critical, with vendors required to adhere to standards such as FERPA, GDPR, and Delaware Department of Technology and Information (DTI) security requirements. The consortium maintains institutional autonomy while seeking a centralized approach to program development, marketing, and student support, with Delaware State University serving as the lead institution for a collaborative governance model.
