About this file

This Addendum #2 modifies the solicitation issued by the Hawaii Department of Law Enforcement for drone platform fabrication and delivery to two Oahu locations. The addendum extends the offer due date from July 28, 2026 at 2:00 p.m. (HST) to July 31, 2026 at 2:00 p.m. (HST), providing bidders with additional time to prepare sealed bids. The scope requires contractors to fabricate and install six reinforced concrete platforms (40 inches by 36 inches by 4 inches)—three platforms each at the Moana Surfrider Hotel (2365 Kalakaua Avenue, Honolulu) and 830 Punchbowl Street, Honolulu—to support Skydio X10 drone docking stations. All platforms must be delivered and placed by August 30, 2026, with liquidated damages assessed at $200 per calendar day for delays beyond this deadline. The contract allows for flexibility on delivery and end dates to accommodate the currently undetermined engineering assessment schedule for roof evaluations at both locations, and DLE will provide the engineer assessment specifying concrete slab placement locations prior to contract execution.

The addendum establishes detailed technical specifications requiring contractors to use Roofing Thermoplastic Olefin (TPO) material (minimum 60 mil thickness) as the first protective layer, followed by weather-resistant rubber mats (minimum ½ inch to maximum 1 inch thickness) sized to the concrete slab dimensions with no more than 3 inches of excess material protruding on all sides. Contractors must ensure the finished concrete slab top surface remains level in all directions to provide a stable mounting surface, with responsibility for shimming or contouring the slab at the 830 Punchbowl Street location due to its slight grade. On-site concrete pouring is permitted with an additional isolation membrane layer to prevent adhesion. Contractors must provide their own electricity, water, and utilities; assume responsibility for all permitting, traffic control measures, safety signage, and temporary road closure requirements; and arrange for tree trimming at 830 Punchbowl Street by July 31, 2026. DLE will coordinate pedestrian traffic control and freight forwarding for drone station delivery on the contract execution date, with the contractor bearing rescheduling costs if delays result from contractor negligence. All Skydio Drone Crates must remain unopened in original shipping configuration upon roof placement.

ADDENDUM #2

The purpose of this Addendum is to change the following:

Previous Offer Due Date: July 28, 2026 at 2pm (HST)

Change to:

New Offer Due Date: July 31, 2026 at 2pm (HST)

The below information is to provide clarification of requirements and other special considerations for all Line Items under this solicitation.

1. Due to the currently undetermined schedule for the engineering assessment of the roofs at both locations, the Moana Surfrider and 830 Punchbowl Street, the Department of Law Enforcement will allow flexibility on the Contract Delivery Date and Contract End Date to accommodate required permitting, equipment coordination, and related project activities. The Contractor shall diligently pursue all required permits and coordination activities and shall commence and complete requirements within this solicitation at the earliest practicable time once the necessary permits and approvals have been obtained.

2. Contractors must use the following protective material to protect the roof at both locations. Roofing Thermoplastic Olefin (TPO) material will be used as a first layer that contacts the roof and must be self adhering, withstands severe climates and at a minimum 60 mil thick. The TPO must cover the entire area the concrete pad will be placed on. The second layer will be the weather resistant rubber mats the concrete slab will be placed on. The following are specifications for the rubber mat: At a minimum the rubber mat must be at a minimum ¾ inch think and no more than 1 inch in thickness, cover the dimensions of the concrete slab (40 in x 36 in) and must have no more than 3 inches of excess rubber material protruding under the concrete slab on all sides.

3. The finished top surface of the concrete slab shall be level in all directions relative to the horizontal plane and provide a stable, mounting surface suitable for installation of the drone dock. The Moana Surfrider roof has a generally flat surface with small imperfections and the roof on at the 830 Punchbowl Street location has a slight grade which may require additional material to contour/ shim the slab to allow the top surface of the concrete slab to remain level. It will be the contractor’s responsibility to provide an acceptable plan to keep the surface of the slab level that does not conflict with restrictions stated in the solicitation.

4. Concrete pouring is allowed on site for both locations if the contractor determines it as a most feasible solution. The contractor must use a Roofing Thermoplastic Olefin (TPO) material as a first layer that contacts the roof and a second layer an isolation membrane/ liner made of weather resistant material to separate the concrete from the roof and TPO to prevent any adhesion. The membrane/ liner material must be capable of having concrete or other self leveling compound not affect the durability or longevity of the membrane or liner. Additionally the protective rubber mat specified in bullet 1 of this Addendum must be placed on top of the self-leveling compound to further protect the roof and mitigate vibration.

5. The Contractor will be responsible for providing their own source of electricity, water and other utilities needed for this solicitation.

6. Tree trimming of trees at the 830 Punch Bowl location will be completed no later than July 31, 2026 to allow for crane or other lift/ hoist options prior to date of execution. DLE will notify the contractor once tree trimming is completed.

7. The Department of Law Enforcement (DLE) will coordinate for traffic control measures for pedestrians only on the side walk for both locations. The Contractor will be responsible for all other permitting needs for temporary road closures, other safety measures, cones, caution/ warning signs, etc…; necessary for placement of the concrete slabs and drone dock stations at both locations.

8. DLE will have the freight forwarder deliver the required amount of drone stations on site on the date of execution. In the event the freight forwarder fails to deliver during the designated time, DLE will pay for the additional cost for rescheduling of any equipment or other required services. If the freight forwarder is required to change the planned and agreed to delivery date due to contractor negligence or the contractor’s failure to meet the designated timeline, it will be at the contractors expense to reschedule delivery and cover all other necessary costs for requirements under this solicitation.

9. It is DLE’s requirement to keep the Skydio Drone Crates in shipping configuration of the singular crate (unopened) upon placement on the roof. The contractor is not allowed to open or separate the contents of the shipping crate.

10. DLE will provide the contractor prior to date of execution the engineer assessment for both locations of the specific location of placement of the concrete slabs on the roof.

All other terms and conditions for this solicitation remain unchanged.
