About this file

This is Addendum #1 to an Invitation for Bid issued by the Hawaii Department of Law Enforcement for the fabrication and delivery of drone platforms. The addendum modifies the question submission and answer publication timeline for the solicitation. The original question due date of July 17, 2026 at 2:00 p.m. Hawaii Standard Time has been accelerated to July 15, 2026 at 2:00 p.m. HST, with answers now scheduled for publication on July 17, 2026 at 2:00 p.m. HST instead of July 22, 2026. The project requires six reinforced concrete platforms (40 inches by 36 inches by 4 inches) to support Skydio X10 drone docking stations at two Oahu locations: Moana Surfrider Hotel at 2365 Kalakaua Avenue and 830 Punchbowl Street, Honolulu, with three platforms per location. All platforms must be fabricated, delivered, and installed on building roofs with minimum 5-foot spacing between platforms and 3-foot clearance from building edges. Site assessments are tentatively scheduled for July 14, 2026 at Moana Surfrider Hotel and July 20-21, 2026 at both locations. Sealed bids are due July 28, 2026 at 2:00 p.m. HST, with all work to be completed by August 30, 2026.

Award will be made under the Lowest Price Technically Acceptable (LPTA) evaluation methodology to the lowest priced, responsive, and responsible bidder. Bidders must hold a current State of Hawaii contractor license (Classification B General Building Contractor, C-31a Cement Concrete Contractor, or equivalent) and demonstrate compliance with Hawaii tax clearance, unemployment insurance, and workers' compensation requirements. Pricing must be all-inclusive and firm fixed with no escalation, covering materials, labor, equipment, transportation, permitting, and delivery. Bidders may submit bids for individual line items or both locations, and the Department reserves the right to make partial awards or reject all bids. The contract term begins July 28, 2026 or upon issuance of Notice to Proceed, with an option to extend for one additional six-month period. A one-year warranty is required, and liquidated damages of $200 per calendar day apply for delays beyond August 30, 2026. Contractors must maintain Commercial General/Product Liability insurance of $1 million per occurrence and $2 million aggregate, plus Comprehensive Automobile Liability coverage.
