About this file

This is a draft technical specifications document for a parking lot pavement preservation project at the Bureau of Land Management's Fillmore Field Office in Millard County, Utah. The specifications detail requirements for three main components: pavement joint sealants, asphalt surface treatments, and pavement markings.

The work includes cleaning and routing existing cracks, applying hot polymer modified asphalt crack sealant or mastic, applying one prime coat and two seal coats of bituminous surface treatment, and repainting pavement markings. Key technical requirements include: crack sealant must meet ASTM D 6690 Type II standards and be heated to 350-400°F; seal coat applications require 0.2 gallons per square yard for the first coat and 0.15 gallons per square yard for the second coat; and pavement marking paint must be acrylic waterborne emulsion meeting FS TT-P-1952F Type II standards with less than three-minute drying time. The work must be performed in temperatures between 50-95°F and dry conditions. Payment will be made on a lump sum basis for each component. The specifications are dated December 2024 and marked as DRAFT.

4. The sealant and repair products shall be delivered to the job site in the manufacturer's sealed containers. Each container shall be legibly marked with the manufacturer's name and the trade name of the material.

5. Material from different manufacturers or different types of material shall not be intermixed.

2.3 EQUIPMENT: The following equipment or its equivalent shall be furnished:

A. Router. A power rotary impact router or vertical spindle router that can create a reservoir to the required depth and width without damaging adjacent pavement.

B. Hot air lance. A hot compressed air lance that can provide clean, oil free compressed air at a volume of 100 cubic feet per minute, a pressure of 120 pounds per square inch, and a temperature of 2000 degrees F.

C. Application Wand. A wand attached to a heated hose attached to a heated material chamber that maintains material temperature within the manufacturer’s tolerances. Provide proper wand tips for the desired application.

D. Heating Kettle. An indirect-heating double boiler that can provide constant and effective agitation.

Fill the space between the inner and outer shells with oil or other heat transfer medium. Provide an accurate and calibrated thermometer with a range from 200 to 600 degrees F in 5-degree graduations located so the material temperature can be safely checked.

E. Squeegee or screed. A hand-held squeegee or screed of appropriate configuration for filling cracks and joints flush with the surface, underfilling cracks and joints to recess below the surface, or overfilling cracks and joints to an overband shape.

F. Compressor. A compressor that can produce oil and water free air at a rate of at least 100 cubic feet per minute with a continuous line pressure of at least 125 pounds per square inch.

3.1 PREPARATION:

A. Preparation of Surface: Prior to the application of hot asphalt-rubber sealant or mastic, joints and cracks shall be cleaned to remove dust, dirt, moisture, old crack seal material and foreign materials.

Clean and route all cracks 1/8” to 1/4”, cleaning shall be accomplished with an air compressor producing a minimum of 100 CFM output, and equipped with a maximum 3/4 inch nozzle. No backpack blowers will be allowed. If compressed air does not sufficiently remove all debris, additional cleaning procedures such as sweeping with a stiff or wire bristle broom, sandblasting, or routing are recommended.

B. Surface Conditions: Crack sealer and mastic shall be applied only when the surface to be treated is dry, and when the weather is not foggy or rainy.

C. For cracks that have been previously treated, a heat lance may be used to help remove old material and to ensure that the cracks are sufficiently dry. Keep the hot air lance moving to prevent burning the pavement surface.

3.2 CRACK SEALANT APPLICATION:

02764-3

A. General: Comply with joint-sealant manufacturer's written installation instructions for products and applications indicated unless more stringent requirements apply.

B. Do not seal cracks and joints when the pavement surface temperatures are below 35 degrees F or weather conditions include precipitation or fog.

C. Applying Asphalt-Rubber Sealant Material: Asphalt-rubber sealant materials shall be heated to a minimum temperature of 350oF and a maximum temperature of 400oF. The material shall be held in the mixing tank at application temperature so that when a bead of sealant material is placed on the pavement, very little separation of the rubber and asphalt occurs.

D. Sealant material may be added to the mix as long as the minimum temperature of 350oF is maintained.

E. The sealant shall be applied with a pressure type applicator.

F. The sealant shall be applied to the crack from the bottom up, until it is slightly above the pavement surface. Then the sealant shall be smoothed tightly against the pavement surface with a U-shaped squeegee or other similar device, approved by the Contracting Officer’s Representative, to provide a film of sealant on the roadway surface one to two inches on both sides of the reservoir. Crack sealant shall not protrude above the height of the adjacent pavement.

G. The sealant shall not be tracked or pulled out by traffic. If tracking occurs, blotter material may be applied to cracks to minimize damage to the sealant. Blotter material shall be clean sand or other material approved by the Contracting Officer. Sealant damaged by tracking shall be replaced at no additional expense to the Government. Blotter shall also be used if sealant runs or flows from the crack.

H. Small pot holes, and small areas exhibiting fatigue or "alligator" cracking, shall be repaired by applying a thin (3/16-inch to 1/4-inch) uniform layer of hot asphalt-rubber over the pavement surface followed immediately by the application of cover material. Traffic shall not be allowed on the repaired areas until they have cured, or until they have been sanded to prevent tracking.

I. The distributor, when not spreading, shall be parked so that it will not drip bituminous material on the surface of the traveled way.

3.2 CRACK REPAIR MASTIC APPLICATION

A. General: Comply with joint-mastic manufacturer's written installation instructions for products and applications indicated unless more stringent requirements apply.

B. Do not apply crack repair mastic when the surface temperatures are below 40 degrees F or weather conditions include precipitation or fog.

C. Applying crack repair mastic material: Mastic materials shall be heated to a minimum temperature of 375 degrees but not to exceed 400 degrees F. Heating and agitation shall continue in the mixer until all material has been thoroughly mixed. Follow the manufacturer’s instructions for minimum application temperatures.

02764-4

D. Joint mastic material shall be poured into an appropriate bucket or shoebox applicator prior to being applied to the pavement area.

E. Immediately following application to the pavement surface, the repair mastic shall be leveled and smoothed to the desired level using a straight metal or rubber squeegee.

F. Where skid resistance is required, the top layer of mastic shall be covered with a Manufacturer approved surfacing aggregate. The application rate for surface aggregate shall be 2 pounds per square foot.

4.1 METHOD OF MEASUREMENT:

A. Units: The work described in this section will be measured and paid for at a lump sum rate for the quantity and width of cracks identified in the bid schedule

4.2 BASIS OF PAYMENT:

A. Payment: Payment shall be made at the contract price per unit of measurement shown in the bid schedule. Such payment shall be full compensation for furnishing and placing asphalt-rubber material, asphalt mastic repair material, placing cover materials, including all labor, equipment, tools, and incidentals necessary to complete the work described in the contract.
