Draft Solicitation Questions: H9224023R0004

Q1: 1. Is it a two-year contract in which the craft will be used daily and maintained by the USG constantly? Is it a two-year contract in which the boat will be delivered to a different location as required for USG work and then returned to the owners until the next time it is needed?

R1: Procurement action is for an indefinite delivery, indefinite quantity type contract. The Government will not be utilizing a vessel for the entire two-year period. The Government will issue task order when a firm requirement for a vessel lease is established.

Q2: What is the anticipated annual use? I.E. (2-4) ten-to-thirty-day task orders?

R2: The Government’s non-binding estimate for number of leases are two leases for the first ordering period and three leases per ordering period. The length varies based upon the needs of the requiring activity but is anticipated to range no less than five days and no longer than thirty.

Q3: Due to the high operational cost of vessels, can a minimum task order day use be set. For example, a vessel will potentially loose money under a (5) day task order. So consider a (10) day minimum to reduce the financial risk to vendor.

R3: Minimum established at five days.

Q4: Is this a single award or MAC IDIQ?

R4: Single award IDIQ.

Q5: Due to a two-year commitment, and due to annual haul outs for maintenance, will a substitute vessel that meets the PWS be authorized with prior approval?

R5: Substitute vessels are permitted, please review work statement paragraphs 1.2.4 and 5.5.

Q6: NSW has had bareboat situations where the vessel did not meet the PWS once it was visited causing a disruption to training. Can the final solicitation state proposed vessel must have recent NSW bareboat charter past performance?

R6: Draft solicitation addresses selection criteria, inclusive of past performance. Please review draft solicitation, Federal Acquisition Regulation (FAR) 52.212-1, paragraphs (m) and (n).

Q7: This reads as if it would function similar to the BPA we are under in which a day rate is set, and an email from WARCOM to vendor asking availability initiates the task order?

R7: As a single award IDIQ, the Government would confirm vessel availability and issue a task order to the successful awardee no later than thirty (30) days before a lease is required. Please see work statement paragraph 1.2.2 for minor variations and paragraphs 1.2.4 and 5.5 for vessel substitution.

Q8: Suggest this be a best value opportunity (section M), as a vendor may have a minimum standard vessel, win, and greatly degrade training. This lets the end users have more influence on the vessel they feel is best.

R8: Selection criteria remains unchanged from draft solicitation.

Q9: Suggest this stay a small business set-aside, and if the SDVOSB quota has not been met, publish as such.

R9: Action is fully set-aside for small business.
