About this file
This is a Questions & Answers document from a state or local procurement (DQ1 2016_0797) regarding a trade-in equipment evaluation for what appears to be heavy machinery or construction equipment. The document addresses concerns raised by a bidder who physically inspected a 690 model trade-in unit and identified significant mechanical issues requiring repair. The bidder notes that competitors did not conduct in-person inspections and may be unaware of the equipment's condition, creating a competitive disadvantage for their bid submission. The document indicates that the contracting entity (CPW) did not elect to perform a diagnostic test on the trade-in equipment, limiting detailed technical information about required repairs.
The key issue centers on the trade-in value assessment of the equipment, with repairs estimated between $23,000 and $25,000 needed to address a failed swing bearing that prevents full rotation. The bidder's concern is that this significant repair requirement will substantially reduce the trade-in credit value they can offer compared to competitors who may submit bids without knowledge of these defects. The swing bearing failure has been confirmed by both the equipment operator and the bidder's estimator, with the repair cost estimate aligned with an initial assessment received when the equipment was evaluated by an outside party. The document reflects the bidder's request for CPW to provide more detailed condition information to ensure accurate valuation in their bid submission.

DQ1 2016*0797 Q&A
Questions & Answers:
1. We went down to inspect the 690 trade in on Tuesday and there is a concern that the swing bearing may have failed (according to the operator who brought it to our attention and confirmed with our estimator). Parts and labor for the repair run 23-25k as an estimate. Our concern is that our trade value will be very low against the competition, since our company apparently was the only company to actually physically inspect the machine. My understanding is that our competitors only called in and requested pictures and will not be aware of the repair. If there is more detailed information regarding the machine condition please let me know so we can provide an accurate estimate of value.
Repairs are in fact needed on the trade. The swing bearing is out and will not rotate all the way around. CPW did not opt for a diagnostic test on the trade so specific/detailed information regarding the repairs is not available. The estimate provided to CPW ($23-$25K) is in the ballpark of the estimate we originally received when we took it in to be looked at.
