The C-9 canal bisects the Snake Creek WETS property, with approximately 93 acres of the property located to the north of the canal (North Parcel) and 152 acres to the south (South Parcel) of the canal (Please refer to the Exhibit I attached aerial map).

Considering these management responsibilities outlined in the FLARNG Integrated Natural Resource Management Plan (INRMP) for Snake Creek, the FLARNG requires a contract to perform tree trimming, chipping and herbicide treatment of cogon grass (invasive species) and the fence line at Snake Creek WETS. The address of the adjacent Robert O. Harrison

Readiness Center is 5001 Flamingo, Miramar, FL 33015.

The Florida Army National Guard (FLARNG) seeks Contractor support for a One-Year Contract for tree trimming, chipping, general vegetation cleanup and herbicide application to control invasive species and fence line vegetation growth on 245 acres of the entire Training Site Area to include both North & South Posts of Florida Army National Guard Property at the Snake Creek Weekend Training Site, adjacent to the Robert O. Harrison Readiness Center in the Southeast Florida region.

5.2 Scope of Work:

5.2.1 The tree trimming will consist of vertical trimming from the ground up to a height of 20’ in areas of dense vegetation and horizontal trimming back towards the trunk of the tree adjacent to the fence lines to allow the deck mower to pass through and maintain clear 6’ path along the entire fence line.

5.2.2 The Contractor will apply herbicide (glyphosate) to control cogon grass and Brazilian pepper both invasive species; application will consist of twice per year (Fall & Spring). The Contractor will also apply herbicide quarterly to the fence line to control vegetative growth on the fence. The Contractor will also apply herbicide spot treatment of vines on the fence line and spot treatment of invasive species (i.e. Brazilian pepper, etc.) within the tree line that parallels the fence line avoiding damage to the native trees (see attached Exhibits I & II - Maps).

5.2.3 The Contractor shall curtail work during or after rainstorms or when the grounds are soft until such time that damage will not occur. In the event damage does occur, the vendor will repair and reseed the area, at no additional cost to DMA.

5.2.4 Contractor shall have and maintain the appropriate license for herbicide applications. All equipment used to complete the work shall be operated in a safe manner according to OSHA and the manufacturer’s requirements. The Contractor may be authorized to store some equipment used to provide the required service, at the site within a designated area. However, DMA shall not be liable or responsible for any accidents, loss of personal property or any other damages that may arise. The Contractor will not store any herbicides or hazardous materials (i.e. flammable fuels)

5.2.5 The Contractor will protect all fencing, gates and existing building exteriors from any damage during performance of the above stated work.

5.2.6 Contractor shall provide a company point of contact to the Contract Manager to ensure effective communications with the DMA. At a minimum this information shall include a name, business telephone number, cell phone number if applicable and an email address.

5.2.7 Working on Saturdays, Sundays, Holidays, or beyond the workday time limits require prior written consent of the Project Manager to ensure no conflict with Military Training exercises.

5.3 Work Tasks

5.3.1 Task 1: Kick-off Meeting

The Contractor will be required to attend a kick-off meeting via telephone conference call with the CFMO-Environmental Office in St. Augustine. The meeting will be scheduled within ten (10) days of the Contractor receipt of the Notice to Proceed. At this meeting, the FLARNG project managers and the Contractor will agree on expectations, deliverable formats, and project deadlines. This meeting will serve as an opportunity for the Contractor to obtain FLARNG specific information necessary to the project. Following the kick-off meeting, the Contractor will submit a schedule/timeline of the tasks to be performed within the project.

5.3.2 Task 2: Tree Trimming

On a quarterly basis the Contractor will be expected to:

• Trim up all the tree rows adjacent to (parallel) and inside the fence lines to allow for mowing. The Contractor will be expected to maintain the fence lines free of over-hanging vegetation within six feet of all fences,
