Geotechnical Exploration Report Summary

This is a geotechnical engineering report prepared by GeoCon Engineering & Materials Testing, Inc. for JADE Consulting, LLC concerning proposed roadway improvements to Windmill Ridge Road and West 4th Street in Gulf Shores, Alabama. The report documents subsurface conditions identified through 30 manual hand auger borings conducted to depths of approximately 4 feet below existing ground surface, supplemented by laboratory testing including grain-size analysis and moisture content determination. Field exploration revealed existing asphalt pavement ranging from 3 to 5.5 inches in thickness over base material of 8 to 12 inches, underlain by sand, silty sand, and sand with silt soils. Groundwater was encountered at depths of 1 to 4 feet below existing surface, with boring B-18 encountering peat material requiring stabilization. The project scope encompasses approximately 6,740 linear feet of roadway improvements, new parking areas, and a multi-use path with portions designed as boardwalk, all to include asphalt pavement construction. The exploration was completed by March 1, 2024.

The report recommends site grading and subgrade preparation extending at least 2 feet beyond pavement areas, utilizing low ground pressure track-mounted equipment to prevent rutting and soil degradation. Structural fill must meet SP classification per ASTM D-2487 Unified Soil Classification System with maximum 5 percent fines passing the No. 200 sieve, non-plastic characteristics, and compaction to 98 percent ASTM D-698 standard density in 8-inch lifts. Two asphalt pavement build-up sections are specified: light-duty for multi-use paths (2 inches wearing surface over 6 inches base) and medium-duty for roadway reconstruction areas based on 2.4 E+05 ESALs (1 inch wearing surface, 2 inches binder, and 6 inches base material). Areas with peat material require geogrid reinforcement with Tensar NX750 extended 20 feet beyond affected zones. The report identifies areas suitable for milling and overlaying as cost-saving alternatives where 1 inch minimum overlay thickness would be applied. The geotechnical engineer recommends retention for construction observation and materials testing to confirm recommendations and address conditions varying from those identified during exploration.

1.0 Project Information

The project subject to this report is the improvements to Windmill Ridge Road and West 4th Street in Gulf Shores, Alabama. The location of the subject site is shown on the attached Site Location Map (Figure 1).

The provided information indicated that the project includes about 6,740 linear feet of roadway. We also understand that the project includes new parking areas and a multi-use path. The roadway, parking, and multi-use path areas will include asphalt pavement.

However, portions of the multi-use path will include a boardwalk. Elevations along portions of the existing roadway will be adjusted and will require reconstruction of the roadway. We anticipate that the remaining portions of the roadway are planned to be milled and overlayed.

Note: If our understanding of the above project information differs from the actual project plans and specifications or if revisions to the project plans are made after this report, we should be contacted for analysis and comment as needed.

2.0 Geotechnical Exploration

Soil conditions along the roadway alignment were investigated by sampling soil from fifteen

(15) manual hand auger borings to depths of about 4 feet below the existing ground surface.

To provide access to the underlying soils, the existing asphalt pavement was cored at each test location. In addition, fifteen (15) manual hand auger borings were performed in the proposed parking and multi-use path areas to depths of about 4 feet below the existing ground surface. The test borings were located in the field by GeoCon personnel who used the provided plans and existing site features as reference. The general locations of the borings are indicated on the attached Test Location Plan (Figure 2).

The hand auger borings included dynamic cone penetration (DCP) soundings to evaluate soil density/consistency characteristics. A 1½-inch diameter cone is seated to penetrate any loose cuttings, then driven in 1¾-inch increments with blows from a 15-pound weight falling 20 inches. The number of blows required to drive the cone the 1¾-inch increments is an index to soil strength and compressibility.

3.0 Asphalt Cores and Subgrade Soils

The hand auger borings located in the existing roadway alignment initially encountered about 3 to 5½ inches of asphalt pavement followed by about 8 to 12 inches of base material. The remaining borings generally encountered about 4 to 12 inches of organic topsoil material.

Below the base material and organic topsoil material, the borings generally encountered sand, sand with silt, and silty sand soils to boring termination at depths of about 4 feet below the existing ground surface. Please note that boring B-18 encountered peat material to boring refusal at a depth of about 4 feet below the existing ground surface. The table below shows the asphalt and base thicknesses/type at each boring along the existing roadway.

4.0 Groundwater Conditions Encountered

Groundwater was encountered at depths of about 1 to 4 feet below the existing ground surface at the time of the field exploration. Groundwater conditions are subject to seasonal variations and are expected to fluctuate in response to local variations in precipitation and drainage conditions. Considering the relatively short time frame of the field exploration, groundwater levels may not have had sufficient time to stabilize. Therefore, actual depths to groundwater may vary.

Based on the sounding data, we do not anticipate that groundwater will be encountered during subgrade preparation. However, if groundwater is encountered, the use of well points, tail ditches, etc. may be required to manage groundwater seepage.

Windmill Ridge Road and West 4th Street Gulf Shores, Alabama March 1, 2024

5.0 Laboratory Testing

The soil samples taken from the hand auger sampler were visually classified in general accordance with the guidelines of ASTM D-2487 Standard Classification of Soils for Engineering Purposes (Unified Soil Classification System). The quantity and type of laboratory tests performed for this geotechnical study were determined and adjusted by GeoCon engineering personnel based on the uniformity and characteristics of the subsurface soil conditions encountered and our experience and knowledge of local soil conditions.

Laboratory soil tests were performed to aid in the classification of the soils and to help in the evaluation of engineering characteristics of the soils. Representative soil samples recovered from the soil test borings were selected for grain-size analysis (9 tests) and moisture content determination (1 test). The results of these tests are shown on the attached data sheets.

6.0 Roadway Subgrade Preparation Recommendations

Site grading and subgrade preparation in the proposed pavement areas (roadway, parking, and multi-use path) should include below and at least 2 feet beyond the pavement areas. The initial phase in site grading should include the removal of existing asphalt (where existing roadway is being rebuilt), surface vegetation and/or organic topsoil, unsuitable soils, buried debris, old foundation systems, utilities, etc.

The subgrade soils at the site are prone to rutting and displacing following asphalt and topsoil removal and cutting to grade, especially if wet weather conditions persist during site preparation. We recommend that low ground pressure track mounted equipment be used during subgrade preparation. The use of heavy rubber tire equipment will deteriorate the subgrade soil conditions and increase the risk for excessive rutting and displacing.

We understand that portions of the existing roadway will be demolished and rebuilt. We also understand that the remainder of the roadway is planned to be milled and overlayed.

However, a majority of the existing asphalt roadway exhibited significant cracking and related distress. Therefore, we recommend that consideration be given to removing the in-place asphalt pavement and placing a new asphalt pavement buildup.

Following the initial phase in site grading, we recommend that the exposed subgrade be static rolled with a smooth drum roller. The exposed subgrade should be reviewed by a GeoCon earthwork technician. Subgrade soils that are determined to be unsuitable should be processed or undercut in accordance with the recommendations of the project Geotechnical Engineer.

Areas Requiring Subgrade Stabilization: Boring B-18 encountered peat material to boring refusal at a depth of about 4 feet below the existing ground surface. To provide a stable and uniform subgrade to support the proposed multi-use path, we recommend that a layer of Tensar NX750 geogrid be placed on the exposed subgrade (prior to separation fabric and base placement). Prior to the placement of the geogrid, the exposed subgrade should be reviewed by a GeoCon earthwork technician. We recommend that the geogrid reinforced

Windmill Ridge Road and West 4th Street Gulf Shores, Alabama March 1, 2024 subgrade be extended at least 20 feet beyond areas including peat material (in both directions along the multi-use path alignment). We also recommend that supplemental hand auger borings be performed to determine the extent of the peat material. Please note that we understand that portions of the multi-use path will include a boardwalk design. Consideration could be given to installing a boardwalk style multi-use path in the areas surrounding boring B-18 to in lieu of a geogrid stabilized subgrade to support typical asphalt pavement.

Areas Where Milling Could be Considered: If milling and overlaying is desired in lieu of reconstructing the entire roadway alignment (as a cost saving measure), Figure 3 illustrates areas where milling and overlaying could be considered. However, it should be noted that additional future maintenance should be expected in these areas if they are overlayed. Once station numbers are available, GeoCon should be contacted to provide further delineation of areas where milling and overlaying could be considered. At a minimum, we recommend that the existing asphalt be milled to allow for the below asphalt thickness:

Recommended Minimum Overlay Thickness

1½" ALDOT Section 424A, Bituminous Wearing Surface (165 lb/sy) ½ " Maximum Aggregate Size Mix

- ALDOT Section 405 Tack Coat

Please note that the weather conditions and amount of rainfall the site receives prior to the initial phase of site grading will have a direct impact on the amount of subgrade preparation required. GeoCon should be contacted before the site grading operations begin to review and compare the current weather conditions to those at the time of our site exploration. If weather conditions during the initial phase of site grading vary significantly from those during our site exploration, the recommendations presented in this report should be re-evaluated.

7.0 Structural Fill

The fill required to achieve final subgrade elevations should consist of structural fill. Structural fill should originate from an approved off-site borrow source, and meet applicable city/county requirements and the following minimum requirements:

1) Exhibit SP classification according to the Unified Soil Classification System

2) Have a maximum of 5% soil fines passing the No. 200 sieve

3) Have a maximum Liquid Limit (LL) of 20

4) Have a Plasticity Index (PI) less than 0 (Non-Plastic)

5) Have a minimum standard Proctor (ASTM D-698) maximum dry density of 100 pcf

Structural fill required to achieve final subgrade elevations should be placed in 8-inch loose lifts and compacted to 98% ASTM D-698 standard density at moisture contents within +/- 3% of the material’s optimal moisture content. Once the surface of each lift of structural fill is ready for the next lift, the exposed soil should be maintained at the placed moisture content

Windmill Ridge Road and West 4th Street Gulf Shores, Alabama March 1, 2024 until the next lift of fill is placed. Fill soils exposed to excessive moisture should be re-processed, dried, and re-compacted.

Please note that following proper compaction and testing, the subgrade soils should be protected from disturbance. If compacted subgrade soils are left exposed for more than 72 hours or if exposed to inclement weather conditions, freeze/thaw cycles, etc., the exposed subgrade soils should be re-tested to determine if the subgrade meets the recommended moisture condition and compaction criteria.

8.0 Site Drainage During Construction

The roadway "controlled areas" should be maintained in a drained condition that will promote the continual removal of surface water that may flow over the construction areas. This drainage is critical for the subgrade soils that predominate the site. Saturation of the subgrade soils can result in substantial time delays in the construction and significant decreases in soil strengths. During construction, the contractor should exercise caution during inclement weather to ensure the subgrade and structural fill courses are not degraded by construction traffic. Areas graded and left undeveloped for an extended period of time should be crowned or sloped to deter the ponding of rainwater on prepared subgrades. Prepared subgrades subject to ponded water could require undercutting of saturated areas and reprocessing.

9.0 Unit Costs

Soils are not uniform in nature and variations in soil conditions should be expected.

Therefore, we highly recommend that the contract documents establish a unit cost (per cubic yard) for undercutting and replacing unsuitable soils. In addition, we recommend that a unit cost be established for the installation of Tensar NX750 geogrid (per square yard).

10.0 Weather Considerations

Weather conditions at the time of site preparation will directly impact earthmoving activities.

Exposed subgrade soils can be expected to degrade during seasonal wet weather conditions.

Additional soil processing and drying efforts are typically required during wet weather conditions. Commencing site preparation during wet weather conditions would likely result in construction delays and possible additional site work costs.

11.0 Asphalt Pavement Build-Up

The recommended site grading outlined in this report should be followed in the pavement areas. Prior to base placements, subgrade improvements should also include moisture conditioning and compacting the top 6 inches of exposed soil throughout and 2 feet beyond the pavement areas to 100% ASTM D-698 standard density. Drainage improvements at subgrade levels should include slopes, 2% minimum, which are designed to discharge water (which may tend to pond over the subgrade) toward low collection points which are provided with positive relief to side drainage ditches. Areas which exhibit unsuitable materials, or which

Windmill Ridge Road and West 4th Street Gulf Shores, Alabama March 1, 2024 fail to compact properly should be corrected as per the geotechnical consultant’s recommendations.

The following light-duty asphalt pavement build-up could be used in the multi-use path area:

Light-Duty Asphalt Pavement Section

2” ALDOT Section 424A, Bituminous Wearing Surface (220 lb/sy – ½ inch max aggregate size mix)

6" ALDOT Section 825 Crushed Aggregate Base Material (100% standard density)

- Non-woven Separation Fabric (Mirafi 160N or approved equivalent)

- Approved Subgrade (top 6 inches compacted to 100% standard density)

Please note that a layer of Tensar NX750 should be placed on the exposed subgrade prior to the placement of the separation fabric and base in the areas surrounding B-18 (see Section

5.0 of this report).

The following medium-duty pavement build-up should be used in roadway reconstruction areas (based on an anticipated 2.4 E+05 ESAL’s):

Medium-Duty Asphalt Pavement Section

1½" ALDOT Section 424A, Bituminous Wearing Surface (165 lb/sy) ½ " Maximum Aggregate Size Mix, ESAL Range C/D

- ALDOT Section 405 Tack Coat 2" ALDOT Section 424B, Bituminous Upper Binder (220 Ib/sy)

1" Maximum Aggregate Size Mix, ESAL Range C/D 6" ALDOT Section 825B Crushed Aggregate Base (100% standard density)

- Non-woven Separation Fabric (Mirafi 160N or approved equivalent)

- Approved Subgrade (top 6 inches compacted to 100% standard density)

12.0 Closure and Limitations

This report has been prepared for the exclusive use of JADE Consulting, LLC for specific application to the above referenced project in accordance with generally accepted current standards of geotechnical engineering practices common to the local area.

The comments and recommendations of this report provide manageable and reasonable solutions to the advancement of the project based on the collected test data and the provided design information. Significant changes in site conditions or project design may result in alternative solutions to the design required or may permit more manageable and economical construction techniques. Should such significant changes occur, we will be available to offer supplemental comments.

Windmill Ridge Road and West 4th Street Gulf Shores, Alabama March 1, 2024

The comments and recommendations of this report are based upon our interpretation of the information supplied by the client, the data collected at the thirty (30) borings and the site conditions observed at the time of testing. A significant amount of interpolation was necessary. Because it is not possible to know or predict detailed conditions hidden beneath the ground surface, our comments and recommendations are presented as opinions and judgements, as opposed to statements of fact.

Improper site preparation, extremes in climatic conditions, significant changes in grade, time, etc., can affect the groundwater, surface, and subsurface conditions. If conditions are encountered as the construction advances which vary significantly from those described by this report, we should be contacted for additional comment.

We have not intended to reflect specific volumes of subsurface conditions at the site.

Volumetric estimates often require a large number of borings placed on a close grid with the collected data associated with civil engineering cross-sections. If volume estimates are required of us for the design/development of this project to advance, please contact us for further comment.

Again, we appreciate the opportunity to provide our geotechnical engineering services for this project. We recommend that the owner retain GeoCon, Inc. to provide construction observation and construction materials testing for the project.

Geotechnical-Engineering Report Important Information about This

Subsurface problems are a principal cause of construction delays, cost overruns, claims, and disputes.

While you cannot eliminate all such risks, you can manage them. The following information is provided to help.

The Geoprofessional Business Association (GBA) has prepared this advisory to help you – assumedly a client representative – interpret and apply this geotechnical-engineering report as effectively as possible. In that way, you can benefit from a lowered exposure to problems associated with subsurface conditions at project sites and development of them that, for decades, have been a principal cause of construction delays, cost overruns, claims, and disputes. If you have questions or want more information about any of the issues discussed herein, contact your GBA-member geotechnical engineer.

Active engagement in GBA exposes geotechnical engineers to a wide array of risk-confrontation techniques that can be of genuine benefit for everyone involved with a construction project.

Understand the Geotechnical-Engineering Services Provided for this Report Geotechnical-engineering services typically include the planning, collection, interpretation, and analysis of exploratory data from widely spaced borings and/or test pits. Field data are combined with results from laboratory tests of soil and rock samples obtained from field exploration (if applicable), observations made during site reconnaissance, and historical information to form one or more models of the expected subsurface conditions beneath the site. Local geology and alterations of the site surface and subsurface by previous and proposed construction are also important considerations. Geotechnical engineers apply their engineering training, experience, and judgment to adapt the requirements of the prospective project to the subsurface model(s). Estimates are made of the subsurface conditions that will likely be exposed during construction as well as the expected performance of foundations and other structures being planned and/or affected by construction activities.

The culmination of these geotechnical-engineering services is typically a geotechnical-engineering report providing the data obtained, a discussion of the subsurface model(s), the engineering and geologic engineering…
