Number Question Government Response

Are there defined labor qualifications associated with the labor categories? We see the Tasks, under 4.0, but are there specific qualifications as well?

The resume shall address specific criteria outline in Section

4.0 of the SOW.

What is the 3 page summary within Phase I referring to?

The summary pages are provided for whatever you deem fit to include. The three page summary includes your coversheet

Resumes – Please clarify whether or not the Administrative Assistant resume is due upon submission of Volume A. Statement of Work section 3.0 Scope states, “Upon the Administrative Assistant function being required, the Government will provide the

Contractor 30 days notice to identify candidates and submit resumes to the

Government. “ Section M, Evaluation

Criteria states that both resumes will be evaluated during Phase 1 The Administrative Assistant position resume is due upon receipt of proposal. See updated Statement of Work Section

3.0

It’s unclear what the Volume A three page summary should contain and how will be evaluated. Please provide section L instructions and/or Section M criteria which address the three page summary identified as part of Volume A.

See question #2.

The Evaluation Criteria Factor 1, Color

Coded Narrative Rating “Blue” states, “The proposed approach clearly exceeds requirements and clearly demonstrates the Offeror’s superior capability to deliver exceptional performance.” It is unclear how this evaluation rating relates to the provided evaluation criteria. Request the

Government clarifies how it will evaluate that Offeror’s capability to deliver exceptional performance based on a provided resume. As described in Section

L and M, Volume A does not appear to include an Offeror’s “approach.” Request the government elaborate on how it will evaluates the Offeror’s proposed approach based on a provided resume. Does the government anticipate receiving non-resume technical approach information in

Volume A?

The Narrative rating for "Blue" has been revised to state

"The proposal clearly exceeds requirements and clearly demonstrates the Offeror's superior capability to deliver exceptional performance." Ability to deliver exceptional performance will be evaluated by the merits of the resume provided and how it exceeds the requirments.

4. Attachment J -- Phase 1 Validation

Checklist

a. Item 3 “Proposals in American

Currency.” Request the Government confirms whether pricing data is requested and/or excluded from Volume A in accordance with Item 13 “Cost or pricing data not included in Volume A?”

b. Item 5 “Exceptions, Assumptions, and

Deviations are included in the Volume A”

i. Request the Government confirm whether Exceptions, Assumptions, and

Deviations should be included in Volume A.

Typically, these items are detailed in the cost-volume.

ii. If they are to be included in Volume A, how will these items be evaluated?

iii. Recommend that item 5 should not be included without the accompanying price data. In order to be effectively evaluated, this data is most effective when considered in conjunction with the relevant price information.

Validation Checklist - Phase 1 has been updated to remove item #3 and renumber. a. The statement "Cost or pricing data not included in Volume A" is intended to ensure no price information is included in any

Volume other than the Price Volume E."

b. Any assumptions, deviations and exceptions to the RFP are to be included in Volume A. If not ADE's are taken, then state no ADE's taken. For Phase 1, there should be not price

ADE's. c. All ADE's in response to the RFP submission of Phase I only are to be included in Volume A.

Does the Government consider this contract to be a Personal Services

Contract? No.

Request the Government clarify the proposal submissions can be delivered by mail to the address in Clarksburg, West

Virginia?

See the end of page 40, start of page 41 in the RFP for the delivery address.

Will the Government clarify whether

Phase 1 proposals are due at 10:00

A.M. EDT or 10:00 A.M. EST on July 11, 2014? 10:00 A.M. Eastern Time.

Will the Phase 2 selectees be allowed to propose different resumes than those submitted in Phase 1, if in the opinion of the Contractor a resume/candidate is available that is more suitable and provides a better value to the Government? No.

What time period after the Phase 1 submissions are provided to the

Government will the successful offerors be invited to participate in

Phase 2? See schedule attached to solicitation.

How long will offerors have to respond to Phase 2 of the procurement? See schedule attached to solicitation.

Will there be an opportunity for questions once the final Phase 2 procurement is released to the successful Phase 1 offerors?

Q&A is addressed prior to phase 1. Questions may be submitted after phase 1 is completed. The Government reserves the right to respond.

Must responses for Phase 1 (Acquisition

Management Services) be hand delivered to the West Virginia office, or may they be mailed ATTN: Andrew Stickley?

Proposals shall be mailed to the address located in Section L, titled proposal organization, at the end of page 40/start of page 41.

The Statement of Work (SOW) states that the Acquisition SME is required to begin work immediately while the admin assistant's start date is to be determined after contract award. The SOW also says that the selected contractor would have 30 days to find suitable candidates for the position. This seems to be in conflict with pg 46, Evaluation Criteria, Phase 1 which states "The Administrative Assistant resume shall provide a detailed description of experiences with tasks outline in the

SOW, Section C of this Solicitation, Section

4.2 -- Administrative Assistant." Can you please clarify? Are offerors to submit an

Aquisition SME resume AND an

Administrative Assistant resume as part of

Phase 1? See answer to question # 3.

The Instructions to Offerors states that

Volume A is to be comprised of a Summary

(3 page limit) and resumes. Is the purpose of the summary to provide an overall description of the Offeror's capabilities to include its management approach or is the summary simply a highlight of the relevant experience on the resume(s)? See answer to question # 2.

Is an active facility clearance required at time of proposal submission? Yes.
