QUESTION: Section 3.17, page 3-37 “Deliverable 5 Transition Plan (IAW 3.15) / Due Date: 30 days prior to contract award” The RFP states that a Transition Plan is due to the Government 30 days prior to contract award. Section 8.1 Factor 2 – Technical Approach on page 8-2 states that "The Offeror shall demonstrate (i) the ability to organize and manage its project personnel and resources to satisfy all performance requirements in a timely manner including transition activities…." These two statements would appear to indicate that a Transition Plan should be submitted with the proposal in order for the Government to evaluate the offeror's approach to transition and the associated risk with that approach. If so, we request that the Transition Plan be considered an attachment within the proposal and excluded from page count.
ANSWER: No, the Transition Plan shall be a deliverable within 30 days of contract award. Section 8.1 Factor 2 is asking for the offeror’s methodology to assume 100% responsibility to commence services on January 1, 2016 in accordance with objectives in section 3.15.1 of the solicitation and transition out in accordance with 3.15.2, (ii).
