About this file

This document is a Vendor Questions and Answers file for the State of Delaware Department of Human Resources, specifically for the DHR25008-HDW Health Data Warehouse procurement. The Request for Proposal (RFP) seeks a new health data warehouse vendor to replace the incumbent Merative (formerly IBM), with a contract effective date of July 1, 2026. The implementation is expected to occur over 4-6 months, with a critical requirement for the decision support tool to go live by the State's annual open enrollment on May 6, 2026. The contract will cover data warehouse services for approximately 75,000 state employees, including active employees, non-Medicare pensioners, and employees of the Delaware Transit Corporation, with a focus on comprehensive data integration, analytics, and reporting.

The procurement involves integrating multiple data sources, including medical and pharmacy claims, health management program participation, and potentially biometric and clinical data. The State requires a dedicated full-time analytic resource who will work onsite at least three days per week, with a pre-paid bank of 10 days of consulting time. The current vendor stores 48 months of paid claims and 51 months of incurred claims data for over 135,000 members. Pricing will be per employee per month (PEPM), with implementation fees and ongoing service costs. The State is particularly interested in a decision support tool that provides personalized health plan recommendations using historical claims data, supports healthcare consumerism, and offers competitive benchmarking capabilities. In the most recent fiscal year, the State paid the incumbent vendor $658,000, which included monthly fees and the decision support tool.

Attachment 19; Page

Does Delaware have any concerns about personnel and subcontractors outside the United States accessing state data remotely?

If so, is there scoring preference for a provider who can offer to have all data, support, and access (including subcontractors) reside in the United States?

Page 31 of the RFP, 21. Vendor Activity states “No activity is to be executed in an offshore facility, either by a subcontracted firm or a foreign office or division of the vendor. The vendor must attest to the fact that no activity will take place outside of the United States in its transmittal letter. Failure to adhere to this requirement is cause for elimination from future consideration”.

Additionally, bidders are required to adhere to all provisions within Attachment 19 as this is a minimum requirement as noted in Section III.A.4., on page 7 of the RFP. Scoring criteria is outlined in Section IV.C.2, on pages 19 and 20 of the RFP.

This is not a requirement however the incumbent’s decision support tool is available to State employees via SSO in the State’s Oracle HR/payroll system.

14 9/19/2025 RFP Attachment 21 of Services Questionnaire), Section 4 (Service Delivery) p.99

Can the State please clarify whether the solution requires decision support for non-medical benefits (e.g., vision benefits, etc.)?

No, the decision support tool is limited to the State’s non-Medicare health plans.

15 9/19/2025 RFP Attachment 21 (Response to Scope of Services Questionnaire), Section 4 (Service Delivery) p.99

Can the State please clarify whether multiple languages are required for the Decision Support tool? If so, what languages?

No, this is not a requirement.

16 9/19/2025 RFP Attachment 21 (Response to Scope of Services Questionnaire), Section 4 (Service Delivery) p.99

Claims data is uploaded annually for use in the current decision support tool.

18 9/19/2025 RFP Attachment 21 (Response to Scope of Services Questionnaire), Section 4 (Service Delivery) p.99

Can the State please clarify whether all groups (e.g., state agency employees, participating group employees, Department of Education employees, non-Medicare pensioners pre-65 retirees) will have access to the decision support tool?

The decision support tool would be available to active State employees and State non-Medicare pensioners. The tool is also available to DE Transit Corporation active employees (DTC is a participating group).

19 9/19/2025 RFP Attachment 21 (Response to Scope of Services Questionnaire), Section 4 (Service Delivery) p.99

Can the State please clarify whether the decision support tool must show specific rates for each individual group within these categories (e.g., all groups, just state agency employees, participating group employees, Department of Education employees, and/or non-Medicare pensioners pre-65 retirees), OR can the tool instead provide all employees with the rate for state agency employees?

The rates in the tool should be specific to the member (i.e. the rates provided to DTC active employees would be different than the rates for State employees).

20 9/19/2025 RFP Attachment 21 (Response to Scope of Services Questionnaire), Section 4 (Service Delivery) p.99

Is the State comfortable with a decision support tool that lets users self-select their type of group (e.g., state retiree, Department of Education employee, non-Medicare pensioners pre-65 retirees) in order to show their appropriate rates/benefits based on the selected group?

The State would prefer that the tool provide the member with a personalized experience based on their current group (vs. allowing them to select a group). Member enrollment would be provided to the vendor along with a historical claims file.

21 9/19/2025 RFP Attachment 21 (Response to Scope of Services Questionnaire), Section 4 (Service Delivery) p.99

Can the State please confirm the required go-live date for the decision support tool?

The decision support tool would need to go live in conjunction with the State’s annual open enrollment on May 6, 2026.

Question Response

36 9/19/2025 Attachment 21 / Section 4, Question 11 / Page 98

The RFP requests vendors to confirm the provision of consulting retainer hours beginning July 1, 2026, and specifies that unused hours will carry over into subsequent years. However, because the RFP does not identify a minimum or standard number of consulting hours that all vendors must include, each vendor is left to independently define their own allocation. This introduces potential inconsistency in scoring and pricing, and could inadvertently disadvantage vendors who take a more conservative approach versus those who inflate hours without a cost basis. In alignment with the State’s fiduciary responsibility to ensure fair, apples-to-apples evaluation and transparency in pricing, will the State consider establishing a baseline number of consulting retainer hours that all vendors must include, so responses can be evaluated equitably?

A pre-paid bank of 10-days consulting time for additional ad hoc services to assist Client with such activities as the analysis of Health Insights reports, studies and research, and design of report formats is included. Unused consulting retainer in any year can be carried over to the next year and any remaining analytic hours at the end of this contract term be rolled into the optional year, should the State elect to renew.

37 9/19/2025 Attachment 21 / Section 4, Question 13 / Page 98

Will the State please provide examples of competitive benchmarking that would be desired, as well as examples that are currently provided in the solution today?

Competitive benchmarking would encompass book of business, public sector, geography, or industry data to use as a benchmark when comparing State of Delaware specific data. Benchmarking is often used in our dashboards found on the Facts and Figures webpage – https://dhr.delaware.gov/benefits/facts-figures/index.shtml.

38 9/19/2025 Attachment 21 / Section 12, Question 13 / Page 107

40 9/19/2025 Attachment 21 / Section 12, Question 13 / Page 107

The RFP references provider attribution, which can serve multiple purposes in population health and program evaluation.

To better understand the State’s expectations, can you describe the primary use cases for provider attribution today (e.g., cost and quality reporting, benchmarking, member outreach, provider performance evaluation) and any additional use cases the State would ideally like to support in the future?

Provider attribution is not regularly reported, however has been requested on an ad-hoc basis when reviewing billing practices of certain providers or practices. This information should be available at the request of the State or the SEBC.

41 9/19/2025 General What estimated or actual dollars were paid last year, last month, or last quarter to any incumbent(s)?

In FY25, the State paid Merative $658,000.00, which includes the monthly fee and the decision support tool.

42 9/19/2025 General How are fees currently being billed by any incumbent(s), by Category, and at what rates?

See above response.
