DIVISION 13 – ENVIRONMENTAL QUALITY PROTECTION

DIVISION 1 – GENERAL REQUIREMENTS

A. CONTRACT REQUIREMENT:

Construct and complete Poudre Substation Stage 05, in accordance with the Construction Contract (Standard Form 1442); the Contract Clauses; Western’s Construction Standards, including Standard 1 – General Requirements (September 2013), Standard 2 – Sitework (September 2013), Standard 3 – Concrete (September 2013), Standard 4 – Substation Metalwork and Transmission Line Lattice Structures (September 2013), Standard 9 – Substation – Electrical (September 2013), Standard 13 – Environmental Quality Protection (September 2013), Standard 15 – Drawings (September 2013); Standard Drawings; and these Project Specifications and Drawings.

If a conflict occurs between the Project Specifications and the Construction Standards, the Project Specifications shall govern. The Project Specifications and the Drawings are used to take exceptions or provide additions to the Construction Standards. Some paragraphs in the Construction Standards will not apply to this job.

Western’s Construction Standards, Standard Drawings, and Electrical Equipment Standards are available at http://ww2.wapa.gov/sites/western/business/selling/Pages/buys.aspx .

Western Project Specifications and Construction Standards are explained in Standard 1 – General Requirements, Section 1.1.1, “Standards and Project Specifications”.

B. DESCRIPTION OF WORK:

The principal components of work at the Poudre Substation include the following:

1. DEMOLITION:

a. Remove and dispose of 115/69-kV transformer, 12.47-kV transformer, 115-kV circuit breaker, disconnect switches, coupling capacitor voltage transformer, and all 69-kV equipment.

b. Remove and dispose of foundations and steel structures as shown on the Drawings.

c. Remove electrical conduit, entire length of cable, bus work, and related items.

2. SITEWORK:

a. Furnish and install compact backfill, gravel fill, gravel surfacing, oil containment, and herbicide for the substation, and where additional material is required.

b. Excavate, remove, and dispose of all material not suitable of needed for compacted fills and repairing berms.

3. SUBSTATION CONCRETE:

a. Furnish and install foundations for substation steel structures, electrical equipment, and materials.

4. SUBSTATION METALWORK:

a. Furnish and install galvanized, steel structures as shown on Drawings.

5. SUBSTATION ELECTRICAL:

a. Install Tristate furnished transformer with LTC. (Relocated).

b. Install Government-furnished equipment (GFE) power circuit breakers.

c. Furnish and install electrical equipment per drawings and specifications including but not limited to disconnecting switches, coupling capacitor voltage transformers, current transformers, station power voltage transformer, high voltage bus, grounding system, conduit, insulated cables, terminal boxes, and safety switches.

d. Removing existing control boards and installing Government-furnished switchboard.

Paragraphs “Description of Bidding Schedule Items” in Divisions – 1, 2, 3, 4, 9, and 13 describe the work to be performed.

The work is located in Larimer County near Fort Collins, Colorado. As shown on Drawing

PD 0015.

C. DESCRIPTION OF BIDDING SCHEDULE ITEM:

1. Bidding Schedule item “Mobilization and preparatory work” includes the following:

a. Performing mobilization and preparatory work in accordance with Section H of the contract clauses.

b. Providing a Construction Program and Safety and Health Program.

D. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK:

1. COMMENCEMENT AND COMPLETION: Begin work within 10-calendar days after date of receipt of Notice to Proceed, and complete all work within 270-calendar days from the date of receipt of such notice by “NTP”.

2. SUBMITTAL APPROVAL TIME: Except as otherwise provided for specific submittals, Western will require 20-calendar days for review of drawings or data submitted for approval.

3. COMMENCEMENT OF CONTROL WORK: Do not perform any control board or outdoor equipment wiring until receipt of Government-furnished wiring diagrams. Western will furnish outdoor wiring and schematic diagrams no sooner than two weeks after switchboard delivery.

Include these restrictions in the Construction Program.

4. CONSTRUCTION SCHEDULE AND OUTAGE RESTRICTIONS: In addition to the restrictions listed in Construction Standard 1, the following construction schedule and outage restrictions shall apply:

a. Limit outages for Poudre 115KV main bus to 8 to 10 hours at any given time.

b. No concurrent main and transfer bus outages will be issued.

5. MAXIMUM AVAILABLE FAULT CURRENT: When protective ground leads are required, the protective ground leads shall be sized to carry the maximum available fault current in accordance with the Standard 1 – General Requirements, Section 1.4 “Safety and Health” and the following:

a. The maximum available fault current in the 115-kV area is 12,020 amps and the X/R ratio is 7.9 prior to completing construction and 12,020 amps and the X/R ratio is 7.9 after completing construction.

b. A minimum of one (1) 1/0 ground shall be used in the 115-kV area.

c. The maximum available fault current in the 12.47-kV area is 28,750 amps and the

X/R ratio is 33.5 prior to completing construction and 28,750 amps and the X/R ratio is

33.5 after completing construction.

d. A minimum of one 2/0 ground shall be used in the 12.47-kV area.

e. No protective ground leads shall be longer than 36-feet in length, unless approved by the

Contracting Office Representative (COR). Resistance values given in Personal Protective Ground Test Reports shall be less than or equal to those allowed is ASTM F 2249.

6. TYPICAL FOUNDATIONS FOR CONTRACTOR AND GOVERNMENT-FURNISHED

ELECTRICAL EQUIPMENT AND OIL DETENTION STRUCTURES: Typical foundations are shown in Drawings PD 2302 and PD 2303. Western will design these foundations after receipt of the seismic report and informational drawings and data, including the seismic report from the equipment manufacturer. Western will forward the revised Construction Drawings for these foundations no later than 45-days prior to the “NLT” delivery date listed in the, “Material” section. If the “NLT” delivery date is adjusted by Western, forwarding of revised Foundation Construction Drawings will be automatically adjusted in a like manner.

E. CONSTRUCTION PROGRAM:

1. SUBMITTAL TIME: Submit a Construction Program to the COR within 15-calendar days after date of Notice to Proceed.

2. FORMAT AND DETAIL: Dates for each item of Government-furnished material shall be provided. Do not program dates earlier than the estimated delivery dates shown in the “Material” paragraph.

F. MATERIAL: Furnish all material for completing the work, except material furnished by Western as listed below:

1. POINTS-OF-DELIVERY: Material furnished by Western will be delivered to Poudre Substation.

The Contractor is responsible for unloading of Western-furnished material. The Contractor shall inspect the equipment and report any damages to the COR.

G. GEOLOGIC INVESTIGATIONS:

Geologic logs of subsurface explorations included in the “Drawings” Division constitute the information and records of geologic investigations for the work. Locations of subsurface investigations are shown on the Drawings.

Samples and cores of recovered material were not retained. Bidders shall obtain their own samples and perform tests on the material to evaluate properties, which they believe to be significant.

Western does not guarantee that the geologic information and records show the conditions that will be encountered in performing the work, but only that the geologic information and records show conditions encountered at the particular point and time the information and records were obtained.

The geologic information may not indicate variations, such as those caused by seasonal fluctuations in rainfall and other factors, which may affect the water level. The Contractor shall determine the nature of material to be excavated, the difficulties of making and maintaining required excavations, and doing other work affected by geology and ground water elevations at the worksite.

H. ELECTRIC POWER FOR CONSTRUCTION PURPOSES:

The Contractor shall provide electricity needed for construction purposes. Several 120 VAC receptacles are available. Coordinate with the COR for establishing electric power service.

I. WATER FOR CONSTRUCTION PURPOSES:

Furnish water for construction purposes. Make arrangements for obtaining the water, and provide for conveying the water to the points of use.

J. EXPLOSIVES AND BLASTING:

Explosives shall not be used.

K. SUBMITTALS:

1. GENERAL: The Contractor shall furnish submittals via email as specified in the Construction

Standards and this Project Specification. Submittals via email shall be in standard PDF or Electronic CAD “*.dwg” (AutoCAD 2010) formats. All submittals shall include the Western contract number (DE-WA000XXXX), Western project title, and Bidding Schedule Contract Line Item Number (CLIN) and applicable division number. Multiple CLIN’s on a single submittal are not permitted. A cover transmittal letter in Microsoft Word or PDF format shall be included with each email. Email submittals shall be delivered to: RMR-J5600-CS@wapa.gov .

2. SUBMITTAL RESPONSE: Western will return all submittals electronically with an “Approved” or “Not Approved” status with comments as appropriate to the email address where the submittal originated.

3. APPROVAL TIME: Approval time for submittals shall be in accordance with the

"Commencement, Prosecution, and Completion of Work" paragraph.

DIVISION 2 – SITEWORK

A. DESCRIPTION OF BIDDING SCHEDULE ITEM:

1. Bidding Schedule item “Miscellaneous sitework” includes the following:

a. Replacing and protecting existing gravel surfacing.

2. Bidding Schedule item “Demolition” includes the following:

a. Completely removing concrete foundations designated on Existing Installation Drawings PD 2008, PD 2028, and PD 2029.

b. Removing the following structures:

(1) 115-kV Coupling Capacitor Support on Drawing PD 2016.

(2) 115-kV Switch Supports on Drawing PD 2014.

(3) Lightening arrestors

(4) Fencing around lightening arrestors.

Drawings are included showing typical structure details.

c. Removing and disposing of existing switchboard sections, CHA1 and CHA2. Existing end trim must be retained and reinstalled on new switchboard section, CHA2.

d. Removing and disposing of existing electrical equipment KY1A, KW1A, JY1A, VY1A, 69kV equipment and disconnect switches as shown on the drawings. Removing and disposing of associated conduit, control and power cables. If direct buried, the portion that is buried underground shall be abandoned.

e. The Contractor shall follow environmental disposal regulations as listed in Division 13.

3. Bidding Schedule Item “Oil Containment” includes furnishing and installing oil containment system for the transformer shown on Drawings PD 2301, completely with SorbWeb Plus absorptive liner system or equal, sump pump pit, and other accessories. SorbWeb Plus or equal is to be installed per manufacturer’s instructions.

4. Bidding Schedule does not contain separate items for the following. Include these items in applicable Bidding Schedule items.

a. Excavations for foundations, structures, and trenches.

b. Placing and compacting earth material and backfill.

c. Providing gravelfills under concrete foundations as shown on the Drawings.

d. Disposing of excavated material. The Contractor shall make arrangements required for disposal of waste material in an approved landfill.

DIVISION 3 – CONCRETE

A. GENERAL:

1. MATERIAL:

a. Cement: Type IIA cement in accordance with ASTM C 150 and ACI 318.

b. Compressive Strength: 4000 psi at 28-days for substation concrete.

c. Water-Cement Ratio: Net water-cement ratio, exclusive of water absorbed by the aggregates, shall not exceed 0.45 by weight.

d. Type A and D water-reducing and retarding admixtures may be used if approved by the

COR.

e. Use of fly ash is required in concrete, if readily available.

2. TEST FOR POTENTIAL REACTIVITY OF SAND AND COARSE AGGREGATE: Perform test for each source used. Perform tests for potential reactivity for the sand and coarse aggregate to be used by the Contractor. If the tests determine the aggregate(s) to be unsuitable as a concrete aggregate, a suitable source will be obtained by the Contractor.

3. CURING: Exposed, formed surfaces of concrete foundations shall be cured with water, resin-base curing compound without fugitive dye, or by covering with polyethylene film.

B. DESCRIPTION OF BIDDING SCHEDULE ITEMS:

1. Bidding Schedule item “Concrete foundations” includes the following:

a. Earthwork, formwork, reinforcement, material used in concrete, void forming material, drilling and grouting anchor bars, anchor bolts, curing, finishing, joints, and other related work and material needed to complete the concrete construction.

b. Concrete foundations for steel structures.

c. Concrete foundations for electrical equipment.

d. Unwatering foundation excavations, if required.

Measurement for quantities for concrete foundations will be made on the basis of concrete quantities shown on Drawing PD 2008. If separate quantities of formed and auger concrete for each type of foundation are shown on the Drawing, the concrete quantity shall be the total of the formed and auger concrete quantities. Regardless of the concrete quantities actually placed, payment will be based on the quantities of concrete shown on the Drawing.

DIVISION 4 – SUBSTATION METAL WORK

A. GENERAL:

1. GOVERNMENT-FURNISHED DRAWINGS: Except as listed below, existing shop drawings for steel structures are not available.

2. MEASUREMENT: Measurement for quantities for Bidding Schedule items “Steel structures, welded (galvanized) and “Relocating and Modifying Steel Structures” will be made on the basis of weights calculated in accordance with LRFD, “AISC Code of Standard Practice for Steel Buildings and Bridges”, except that weights for nonrectangular shapes and plates are to be based on actual detailed dimensions.

a. Steel structure weights, calculated as noted above, are shown on the Government-furnished shop drawings and shall be shown on the Contractor-furnished final shop drawings, and payment will be based thereon. Steel estimated weights are shown on the specifications drawings for the structures requiring approval drawings as noted in the Bidding Schedule items “Steel structures, welded (galvanized)” and “Relocating and Modifying steel structures”.

b. Exposed surfaces of galvanized steel aluminum shall be dulled. The reflectance shall not be greater than 20 percent.

1. Bidding Schedule item “Steel structures, welded (galvanized)” includes providing the following:

a. One (1) Type III Equipment Support.*

b. Two (2) Type I Bus Frames.*

c. One (1) Type I Tee Bus Pole.*

d. Seven (7) single-switch operating platforms, including grating (31 2045).

e. Equipment cabinet platforms as follows, including gratings:

(1) One (1) – Type I for the 115-kV Transformer (KY1A) (31 2044).

(2) Two (2) – Type II for the 115-kV and 72.5-kV Circuit Breakers (JY1A and JW1A)

(31 2044).

*Denotes structures requiring approval drawings.

The above material including connection bolts, nuts, washers, and lock nuts shall be galvanized and dulled.

2. Bidding Schedule item “Modifying steel structures” includes performing the following:

a. Modifying Steel Structures:

(1) Field modify top beam B-1 of the 69-kV Switch and Take-Off Structure as shown on

Drawing PD 2018 for disconnecting switches XW1A to be mounted on the underside of the beam as shown on PD 1116.

(2) Field modify lower beam B-2 of the 69-kV Switch and Take-Off Structure as shown on Drawing PD 2018 for disconnecting switches YW1A and YW1B to be mounted on either side of the beam as shown on PD 1113.

b. In order to use the existing “69-kV Switch and Take-Off Structure” to go overhead connecting to PVREA’s future structure, these design limitations must be met of the original structure (PD 2018):

(1) Approach Span: 200-feet, 10 degree line angle.

(2) Vertical loads:

(a) Conductor 300 pounds.

(b) Ground wires 200 pounds.

(3) Maximum horizontal tension at 3/4-inches ice, 6 pound wind, negative 30 degrees

Fahrenheit.

(a) Conductors 2,600 pounds.

(b) Ground wires 2,400 pounds.

DIVISION 9 – SUBSTATION – ELECTRICAL

A. GENERAL: Electrical equipment and material shall be as specified in Western’s “WAPA ES” Standard Equipment Specifications, as shown on Project Drawings, and in accordance with NEMA, ANSI, IEEE, ICEA, ASTM, NEC, NESC, UL, and Federal Specifications and Standards as applicable. Applicable requirements shall be met under the following service conditions:

1. Bidding Schedule for Government-furnished items (including associated supporting structures when furnished) require the Contractor to provide:

a. Unless otherwise indicated, unloading and inspecting Government-furnished items.

b. Installing Government-furnished items as shown on drawings.

c. Furnishing equipment and material not furnished by Western.

2. Bidding Schedule for items (not furnished by the Government) shall be furnished by the

Contractor and shall include the following:

a. Providing (furnishing and installing) bidding schedule items.

b. Furnishing equipment and material not furnished by Western.

c. Installing bidding schedule items as shown on drawings.

3. Unless otherwise specified, associated support structures provided for each electrical equipment rated above 7-kV shall be 102-inches in height and hot-dip galvanized, if made of steel. Instrument transformers that are seismically qualified shall be 96-inches in height. If tubular steel supports are furnished, they shall be galvanized internally and externally.

4. Installation and painting of electrical equipment and material shall be provided in accordance with Standards 9 and 12 respectively.

1. Bidding Schedule item “Power transformer, 115/12.47-kV, 7.5/9.3 MVA, three-phase (Relocated)” includes furnishing all equipment and material not furnished by Western and installing the Government-furnished power transformer, including the assembly of the transformer and filling it with oil.

a. The Contractor will move and unload the power transformer located at 7649 REA Parkway, Fort Collins, CO 80528. Contractor personnel shall inspect the power transformer for possible damage during shipment or transportation and report any damage to Western’s COR. The following test shall be performed prior to moving the transformer and after the transformer has been placed in its final position.

1) SFRA Test: Utilizing the Doble SFRA M-5100/M-5200 test equipment, duplicate measurements shall be made on each of the transformer windings and these results shall be compared to those values measured prior to the transformer being shipped. A paper copy of the SFRA traces and a CD with the data in Doble file format shall be submitted for review and acceptance by Western. The Contractor shall notify the COR 2-weeks prior to completing this test.

b. The Contractor shall install the transformer in accordance with the equipment manufacturer’s instruction books, the oil purification instruction book and manufacturer’s erection engineer. The manufacturer is Kuhlman. The Contractor is responsible for contacting the transformer manufacturer and complying with all their requirements for completing the vacuum filling process.

c. Spare parts furnished with each transformer bank may include but not be limited to the following:

(1) Spare bushings.

(2) One (1) complete set of gaskets.

(3) One (1) complete extra relay and contactor of each type and size.

(4) One (1) air cell, if a constant pressure system is used.

(5) One (1) cooling fan and motor assembly for cooling unit (if transformers with forced-air cooling are furnished).

(6) One (1) complete oil pump and motor assembly for one (1) cooling unit

(if transformers with forced-oil cooling are furnished).

The Contractor shall deliver the spare parts listed above to Western’s onsite representative.

The equipment supplier will unload the power circuit breakers from the truck, and Contractor personnel shall inspect the power circuit breakers for possible damage during shipment or transportation and report any damage to Western’s COR.

a. One (1) set of spare parts furnished with each voltage class of power circuit breaker will include two (2) trip coils and two (2) close coils.

b. Special tools and appliances will be furnished with each power circuit breaker. Included are one (1) SF6 gas breaker filling connection assembly (i.e., including hose, pressure gauge, and the hose connections to the breaker and SF6 gas cylinder).

The Contractor shall deliver the spare parts and special tools to Western’s onsite representative.

9. Bidding Schedule item “Associated electrical equipment and material” includes providing equipment, material, and services required to complete the following substation installations as shown on the Drawings:

a. Substation Grounding System: Complete and test the substation grounding system.

Unless otherwise specified on Drawings, splices, connections, and other fittings shall be compression type (DMC Power’s Swage or equal). Due to the ongoing copper theft problems, all new exposed ground wire shall be copper clad steel. NOTE: That the included drawings and standards have not been revised to show this new requirement.

b. Electrical Conduit System: Electrical conduit system including embedded and exposed conduit shall be as shown on Drawing 31 1006. All conduits shall have sealing compound installed at both ends.

c. Outdoor Bus System: Outdoor strain and jumper buses, rigid buses, and overhead ground wires. Unless otherwise specified on the Drawings, splices, elbows, pad type terminal connectors, and other fittings used on rigid or cable buses – shall be compression type (DMC Power’s Bus and Cable Connectors and Swage System or equal). Post insulators for new structures shall use industry standard 3-, 5-, or 7-inch base cap bolt circles in lieu of WAPA Standard 9.3.1.1.3.2 and Drawing 31 1081. Replacement insulators shall match existing bolt circles. Insulators shall be ANSI 70 gray.

d. Insulated Conductors: Insulated conductors and cables except 5/c and 12/c No. 10 AWG control cables which are covered under separate bid item.

e. Terminal Boxes: Terminal boxes’ internal components arrangements shown on Drawings 31 1085 and 31 1086 are typical and the Contractor shall provide internal components for Option 1 Type A, F, and J terminal box configuration. Actual internal arrangements will be determined by the COR.

f. Providing gas cart receptacles with switched enclosure similar to Hubbell Switched Twist-

Lock enclosure, catalog number SETL3 with NEMA L10-30R locking receptacle, 30 amp, 3-pole, 125/250 V, 3-wire without ground.

g. Phase Identification Signs (31 1000):

(1) One (1) on each phase at both ends of main and transfer buses, at each high voltage circuit terminating structure, and on each phase of an instrument transformer or single-phase transformer:

The Contractor shall install the cables in the duct bank and cable trench between the outdoor equipment and the control panels according to Drawings PD T600, PD 0010, and PD 4004. All control cables shall be labeled according to Drawing PD T600 and Standard 9 – Substation Electrical, paragraph 9.2.3.4.(10), shall reach the farthest point in the control room, and shall be left coiled in the trench. At the outdoor equipment cabinets, the control cables shall reach the farthest point in the cabinet. The Contractor shall terminate at the outdoor equipment only.

12. Bidding Schedule item “Duplex switchboard section (1) CHA2 (Government-furnished)” includes furnishing material not furnished by Western and performing work required to pick up, load, transport, unload, and install the Government-furnished duplex switchboard section CHA2 in the Service Building in the location shown on Drawing PD 4004. The Contractor shall pick up the switchboard from Western’s Loveland warehouse located at 5555 East Crossroads Blvd., Loveland, CO 80538-8986. The Contractor shall remove the existing end trim from existing switchboard section, CHA1, install the new switchboard section, CHA2, and reinstall the end trim.
