About this file
This is a Small Business Participation Plan (SBPP) submission form for the Public Transit Department of the City of Phoenix, Arizona, required under the Disadvantaged Business Enterprise - Neutral (DBE-N) program as mandated by the United States Department of Transportation (USDOT) under 49 CFR Part 26. The SBPP must be submitted annually on the anniversary date of contract execution and applies to the Vactor Services Requirements Contract, which has a five-year term with no extension options. The contract becomes effective upon final signature and recording by the City Clerk's department, with the commencement date occurring upon Phoenix City Council approval or the effective date, whichever is later. The solicitation is available through the City's Procurement Portal, and interested offerors should contact the procurement officer listed for solicitation-related inquiries.
The contractor must demonstrate good faith efforts to promote small business participation through multiple mechanisms, including contacting the PTD Compliance Specialist, identifying verified small business suppliers, conducting proactive outreach to small businesses, sending solicitation letters with documented tracking of responses, and making reasonable efforts to contract with small businesses for goods and services. The contractor is required to track and report all small business participation monthly through the City of Phoenix Certification and Compliance System at phoenix.gob2g.com, including participation through subcontractors, joint venture partners, suppliers, and other business arrangements. The plan requires identification of current small businesses in use with amounts paid, identification of future opportunities with estimated timeframes, and designation of a contract liaison responsible for annual SBPP submission and related reporting to the contracting agency.
