ILLINOIS DEPARTMENT OF NATURAL RESOURCES
PROJECT SCOPE & BID REQUIREMENTS
Date: December , 2018 File # 4-17-024
LOCATION: Kaskaskia River State Fish and Wildlife Area
PROJECT TITLE: Construct New Vault Toilet at Day Use Area
PROJECT COORDINATES: N: 38° 11’ 39”

PROJECT NARRATIVE:
The Illinois Department of Natural Resources, hereinafter referred to as IDNR, is seeking bids to construct new Double Vault Toilet at the Day Use Area, Baldwin Lake / Kaskaskia River State Fish and Wildlife Area. The project will improve the facility for visitors by providing an ADA accessible restroom.
PROJECT SCOPE OF WORK: (note any quantities shown are to be verified by contractor)
The project consists of the following summary of work items:
1. New Vault Toilet: The restroom building borrows design elements originally developed by the United States Forest Service. Principally, this involves using a convection ventilation system that draws fresh air from a sidewall vent near ground level that is drawn into the building, down the riser and then out of the vault tank through the exterior vent pipe. A key component of this design is that the interior of the building remains cooler than the exterior vent pipe. Therefore, the building uses an insulated ceiling and there are no gable vents. The new restroom building is built using concrete masonry walls on top of the new pre-cast concrete vaults. The masonry units will have a split face exterior face with a smooth interior wall. The color of the units must be approved by IDNR prior to ordering by the contractor. The interior of the restrooms will have a painted finish on all walls and ceiling (white) in color. The interior floors are the sealed tops of the vault tanks. A tubed skylight provides interior lighting. Note: Skylight tube in the interior ceiling must not be located directly over the riser.
2. New paved sidewalk: This pathway will provide access from the existing paved parking areas to the proposed vault toilet entryway. Approximately twenty-five (25) feet length by five (5) feet wide of concrete sidewalk will need to be formed, furnished and installed. This sidewalk shall be placed over a properly compacted aggregate base.
SPECIFICATIONS: Refer to attached Specifications
SPECIAL PROVISIONS:
The area where this construction will take place is open to the public. The contractor is responsible to install any temporary barricades as needed to prevent the pubic from venturing into the construction zone. Access to the site is via local roadways. Contractor must comply with all load limits (if any) that local jurisdictions might have in place during the time of construction.
The contractor will be required to abide to all site regulation and work with the Site Superintendent, Mic Middleton at 618-785-2555, and site staff regarding working hours, staging areas and securing the work site. The restroom will not be open to the public until the contractor is completely finished with the project. Once all of the construction is complete the contractor is required to clean-up his work site and legally depose of all construction debris off-site.
Warranty information and shop drawings covering all installed products will be required prior to construction.
