The Government anticipates that the majority of this effort may be performed under NAICS code 541519, Other Computer Related Services. The size standard for this code is $25,500,000.00. However, in order to provide a total solution to complete all the requirements, other appropriate NAICS codes may apply. If you are interested in competing for this effort, you may participate by submitting your comments, responses and/or proposal in accordance with the following procedures.

The offeror shall identify four (4) recent contracts/orders for the prime contractor and two (2) recent contracts/orders for each proposed subcontractor on previous or current projects/tasks that are of a similar size, scope, and complexity of work identified in the Performance Work Statement (PWS). An Offeror with less than four (4) relevant Past Performance contract references may submit fewer than four (4) contracts. Each reference may apply to one or more Contract scope areas. Recent is defined as within the last five years. Relevant is defined as work similar in complexity and magnitude of the work described in the Performance Work Statement. Performance references may include active contracts. The Government will not consider contracts recent when the contract is newly awarded without a performance history or when the effort concluded more than five years prior to the release of this solicitation.
Each Offeror shall submit a past and present performance volume with its proposal, containing past performance information in accordance with the format contained in paragraph 4.7.2.1. The offeror shall submit the information for themselves and any sub-contractor’s, and/or teaming partners used on similar contracts and/or subcontracts completed within the last five (5) years, and related contracts and subcontracts currently in process (if any). This may include a discussion of past efforts to identify and manage program risk. The Offeror is required to clearly demonstrate management actions employed in overcoming problems and the effects of those actions, in terms of improvements achieved or problems rectified (if applicable). Submittal of quality performance indicators or other management indicators that clearly support that an Offeror has overcome past problems is required (if applicable).

Classified contract references or information provided on classified contracts cannot be verified by the Government and may limit the amount of data available to perform the performance risk evaluation.
The choice of the Reference project/client and designated point-of-contact is critical to accurate evaluation of the Offeror’s Past Performance. Accordingly, Offerors are encouraged to carefully select an informed and objective point-of-contact for each Reference. Before including any person as a point-of-contact, verify the accuracy, currency, and completeness of the point-of-contact’s mailing address, e-mail address, and telephone number, and that the point-of-contact is willing to cooperate in this evaluation effort. The inability to reach any of an Offeror’s point-of-contacts or their unwillingness to provide the requested information may adversely affect the Government’s evaluation of the Offeror’s performance.
4.7.2.2. Past Performance Diversity Requirements
Offerors are encouraged to provide specific and diverse references demonstrating their Past and Present Performance with various customer organizations and in various roles. Selection of Past and Present Performance references should consider the diversity requirements described below. The quantities stated are goals and an Offeror who is unable to meet these goals will not be excluded from the competition. However, the Government’s assessment of performance risk will consider attainment of these goals.
1. Of the four (4) references for the prime contractor, a minimum of two (2) should be from U.S. Federal Government clients; and
2. Of the two (2) references for each subcontractor, a minimum of one should be from a U.S. Federal Government client.
4.7.2.3. Additional Sources Of Past Performance Information
The Government reserves the right to obtain information from other than the sources submitted by the offeror, to assess Offeror’s performance risk. The Government may consider positive and negative information not mentioned by the Offeror, but found during the course of assessing relevant Past and Present Performance.
Information obtained will be used for both the responsibility determination and the best value decision. The Government may use past performance information contained in the Federal Past Performance Information Retrieval System (PPIRS.Gov) in addition to any other sources including the references provided by the offeror.
Additional sources of past performance information will include, but not be limited to, the Contractor Performance Assessment Reporting Systems (CPARS), Dun & Bradstreet, similar systems of other Government departments and agencies, questionnaires tailored to the circumstances of this acquisition, available information from previous source selections or contractor capability assessments, interviews with program managers and contracting officers, Fee Determining Officials, and other sources known to the Government, including commercial sources.
4.7.3. Chapter 3: Past Performance Questionnaire Responses
Questionnaire responses shall be sent directly to the Government. This Chapter shall be a placeholder for the Government to insert the completed questionnaires it receives. The Government will utilize the Past Performance Questionnaire in Attachment 25 as one (1) of multiple sources of Past Performance information. The instructions for submitting the questionnaire are below.
a. Offerors shall provide no more than one (1) Past Performance Questionnaire for every Past Performance reference provided.
b. The Past Performance Questionnaire in Attachment 25 shall be utilized as a means of gathering Past Performance information from the supplied references. The Offeror shall supply a copy of the questionnaire to the designated Rater for each reference.
c. The Offeror shall complete Sections 1 before sending the questionnaire to the appropriate Rater.
d. The Offeror shall request that the Raters return the completed questionnaires directly to the Government email address or fax number cited on the questionnaire on or before the due date.
e. The questionnaires shall be sent directly to the Government email address or fax number, not to the Offeror for forwarding to the Government. Respondents may either email it to Shannon_griffin@ibc.doi.gov and corey_gerst@ibc.doi.gov or fax the completed questionnaire to the Contracting Office to the attention of Shannon Griffin, fax number: (703) 964-8490. In accordance with FAR 15.306(e) (4), Government personnel shall not reveal the names of individuals providing reference information about an Offeror’s past performance.
f. It is the responsibility of the Offeror to assure that the Raters return the questionnaires by the due date. The Contracting Office is not responsible for responses that are not received for any reason.
g. It is imperative that the Offeror provide valid, knowledgeable Rater references that will complete the questionnaire and return it to the Government by the due date. Please ensure the phone numbers and email addresses of the Rater references are current and correct.
4.7.4. Chapter 4: Subcontractor and Teaming Partner Disclosure Consent Past Performance information concerning Subcontractors and/or Teaming Partners cannot be disclosed to the Prime Offeror without the Subcontractor’s or Teaming Partner’s consent. Consequently, the Government will require such consent before disclosing Subcontractor and/or Teaming Partner Past Performance information to the Prime Offeror during Discussions, should Discussions be required.
The Offeror shall include a letter of consent, completed by each Subcontractor and Teaming Partner identified in the proposal. If such authorization is not provided, the Government will not disclose to the Offeror Past Performance information relating to a Subcontractor or Teaming Partner.
4.7.5. Chapter 5: Identification of Termination for Default or Termination for Cause The offeror (prime contractor) shall notify the Government of any efforts in which it was terminated for default or terminated for cause. The offeror shall include the title of the effort, a brief description, and the contract and/or order number for the effort.
4.8. VOLUME 3: COST/PRICE
Do not submit data beyond that required by this instruction, unless you consider it essential to document or support your cost/price position. All information relating to the proposed cost/price, including all required supporting documentation must be included in the section of the proposal designated as the Cost/Price Volume. Under no circumstances shall this information and documentation be included elsewhere in the proposal.
These instructions are to assist the Offeror in submitting information other than cost or pricing data that is required for the Government to properly assess the reasonableness (including completeness and accuracy) and realism of the Offeror's Cost/Price for the three initial task orders. Proper presentation and adequate supporting documentation shall ensure the cost/price volume is fairly evaluated and the Government is able to understand all assumptions concerning the costs within the proposal. The burden of proof for credibility of proposed costs/prices rests with the Offeror.
Compliance with these instructions is mandatory and failure to comply may result in rejection of the Offeror's Cost/Price volume. If the Contracting Specialist requests revised or additional information, the Offeror will specifically point out how the update impacts the Offeror's proposal. The Offeror is cautioned to submit other than cost/pricing information that is fully responsive to the contract requirements.
Adequate price competition, as defined in FAR 15.403-1 (c) (1), is anticipated. In accordance with FAR 15.403-1(b) and 15.403-3(a), information other than certified cost or pricing data is required to support price reasonableness. The Offeror must provide the required information per FAR 15.403-5(b)(2). This information is not considered cost or pricing data and thus certification is not required in accordance with FAR 15.406-2.
Unrealistically low or high proposed costs or prices may be grounds for eliminating a proposal from competition either on the basis that the Offeror does not understand the requirement or has made an unrealistic proposal. Offerors are cautioned against submitting a materially unbalanced offer. An offer is mathematically unbalanced if it is based on prices that are significantly less than the cost for some contract tasks and significantly overstated in relation to cost for others. An offer is materially unbalanced if it is mathematically unbalanced, and if:
· There is a reasonable doubt that the offer would result in the lowest overall cost to the Government, even though it is the lowest evaluated offer; or
· The offer is so grossly unbalanced that its acceptance could result in the Government initially overpaying for a portion of the work performed.
4.8.1.1. Chapter 1: Cost/Price Volume Assumptions, Conditions, or Exceptions Reference paragraph 4.5 Assumptions, Conditions, or Exceptions for instructions.
4.8.1.2. Chapter 2: Labor Rates for ID/IQ Contract

4.8.1.2.1. Contract types for Task Orders:
Firm fixed price, Time and Materials and Labor Hour Task Orders may be awarded against this ID/IQ contract, however, the Government will consider other contract types (i.e. incentive contract types) as proposed by offerors.
Note - Cost type contracts are prohibited for this commercial requirement
4.8.1.3. Chapter 3 - 6: Total Price for three initial Task Orders The cost quote is to be submitted as a Time-and-Materials proposal using the MS Excel spreadsheet cost/price templates provided as Attachments 26-29. There are four MS Excel spreadsheet templates that each offeror shall complete:
· Attachment 26: Cost/Price Offeror Template – BIO Task Order
· Attachment 27: Cost/Price Offeror Template – BSEE Task Order
· Attachment 28: Cost/Price Offeror Template – AQD Task Order; and

The task order templates are organized by current BIO organization divisions and match to the 2.6 Staffing Requirements in the PWS. Offerors are to enter their labor category and cost information into this template within the appropriate PWS Staffing Requirement category line item. Offerors may insert as many rows as needed in the spreadsheet within each PWS Staffing Requirement category if they are proposing multiple combinations of labor categories, companies, locations, or labor rates. Offerors are encouraged to discount their labor rates. The summary MS Excel spreadsheet template (Attachment 29) provides a summary total of all of the initial task orders and is self explanatory. Please see the example cost/price template spreadsheet (Attachment 30) where the first two labor sections (2.6.2.1 and 2.6.2.2) are filled in with sample data.
