Welcome Welcome to the FBMS Baseline Review for FY14/FY15 Some milestones with this session:
Will be the first DBR held for work to be implemented after all bureaus have been deployed First deployment with focus on optimizing FBMS functionality per user requests The shift in focus from a bureau deployment perspective to a sustainment perspective has resulted in changes in processes. As we move forward, the Program Management Office (PMO)/Business Integration Office (BIO) will continue to work with the bureaus to simplify and institute these new practices. Today, we’ll be reviewing the FY14/FY15 plan for moving forward The majority of the information being discussed today has been covered during previous meetings with the bureaus and System Owners but this meeting provides an opportunity for additional input from all stakeholders.
Today’s DBR Objectives
Review detailed scope for FY14 and preliminary scope for FY15 Identify any current or new potential risks/current issues DOI discussion of the FY14 DBR with the Project Sponsor Was an accurate understanding of scope presented?
Does the defined scope understanding fit within the available budget?
Was an understanding of known risks, risk mitigation, and recommended acceptable levels of risk presented?
FBMS Project Sponsor’s decision to approve/disapprove the FY14 DBR
FY14/FY15 Overview
FY14 – FY15 Scope Review As previously discussed, scope definition will now be on a 2 year cycle to account for all of the new work occurring in a given fiscal year- both current year development work and subsequent year planning.
Between DBR and PDR in December, scope will be finalized based on blueprinting results and fall capacity assessment. CDR has been eliminated since are no new critical business processes to be added.
The PMO has worked closely with the System Sponsor, System Owners and the FSALT at various points in the FY14/FY15 scope definition process.
In particular, significant effort on the part of the bureaus and the PMO went into reviewing, clarifying and ranking optimization items to determine those items of consideration in FY14.
We will be reviewing the different categories of scope for each FY- mandatory and additional- definitions are shown in reference material at end of deck.
Strategic Topics – FY14/FY15 Scope
Scope Terminology Mandatory scope is required PMO/BIO resource support or a system change:
Necessary to maintain system currency such as software or infrastructure upgrades, Administrative directives provided by a outside third party (ex. OMB or Treasury) or the FBMS System Sponsor and Owners Activities directed by System Sponsor and Owners related to new initiatives such as roadmapping Optimization to FBMS based on bureau priorities and PMO/BIO capacity Additional scope includes efforts that:
May be required to improve internal PMO/BIO processes to gain efficiencies in support Planning for future new work Or other non-mandatory system changes that may be completed if PMO/BIO capacity allows

DBR Risks
FY 14 Risks FBMS00090963: Insufficient System Admin resources for Tech Refresh 3 Initial capacity assessment reflects shortages in BASIS and Stress and Volume resources for supporting the Tech Refresh 3 work Additional resources are required or impacts may occur to O&M and other development work FBMS00090965: Uncertainty in PMO/BIO Capacity FY14 planning and capacity assessment are based on anticipated staffing level but FY14 budget is not yet finalized If budget is finalized at a lower level, development work will be affected FBMS00090968: Impacts of System Change Mandates Third party mandated changes divert development resources from planned work Contingency set-aside required to avoid impacts to planned scope
FY 14 Risks FBMS00090996: Loss of institutional project knowledge With the end of the System Integrator engagement and the upcoming re-compete of the PMO Support contract, there is a risk of loss of institutional knowledge within the PMO/BIO.
May require additional requirements clarification sessions post-blueprinting to assist with knowledge transfer.
Transitional activities would require PMO/BIO resource support, diverting resources from development FBMS00090997: Tool Migration for Quality Processes Implementation planning remains to be completed for the Solution Manager project which leaves an uncertainty on tool availability If the tools to be used for Change Management, Risk Management, and Test Management are not clearly defined, then work-arounds or use of existing tools/processes may be required Level of resource support required for implementation also uncertain at this time

FY14 Post-Blueprinting Actions and PDR Preparation Although all work selected for FY14 exceeds current budgeted resources, the PMO/BIO wants to identify a realistic list to take to DBR and subsequent blueprinting. This would allow the PMO to make rapid additions to FY14 workload if additional resources became available or teams have more capacity By fall, some unknowns will be better clarified : SAP Enhancement Pack 7 release notes available in August; more detailed LOEs available from blueprinting; O&M ticket support can be reevaluated with an additional 6 months of data; proposed FY14 budget may be clearer; FY15 preliminary scope can be better defined for estimating LOEs PMO/BIO capacity will be reanalyzed and final scope determinations and release assignment will be completed this fall prior to PDR in December Based on testing requirements and resource leveling, release assignment of optimize items may be shifted from D9 to mid-year release PDR in December will finalize FY14 scope and preliminary FY15 proposed scope image2.jpeg image5.emf image6.emf image7.emf image1.jpeg image4.jpeg
