Attachment 2 Questions and Answers

Question 1: Regarding Statement of Work (SOW) Sections 3.1 D and 3.2D - can you provide facility dimensions so we can have an idea of what space is available? We will need length, width, and height of the room in which the devices are intended to be housed.

Answer 1: Entry Door dimensions: 70” Wide by 80” high. Room dimension to house both FTDs: 30’ by 60’

Question 2: Regarding SOW Section 3.1 D – Can you clarify what is intended by the phrase “Hi Definition visual flight display”? There are many options for direct view visual displays, both LCD/LED and projected, can you provide a better description of the requirement?

Answer 2: The intent is for a High Definition projected display, not a series of LCD screens arrayed around the cockpit.

Question 3: Regarding SOW Sections 3.1K and 3.2J - Level 5 FAA Certification requires several documents and effort from the Flight Training Device (FTD) sponsor/operator in addition to the documentation from the FTD Manufacturer. Can you confirm that the Government will meet the qualifications and requirements to be an FTD sponsor under FAR Part 60? This typically requires a 119, 141, or 142 FAA certificate. The reason for the question is that it is impossible for any Original Equipment Manufacturer (OEM) to provide “ALL the certification documents as required by applicable FAA regulations for the appropriate level of certification” – the sponsor must also bear some of the responsibility for meeting the requirements (including letters, communication, and documentation to the NSP) in order to achieve Level 5 certification of the FTDs.

Answer 3: The intent is for OA to sponsor the certification (we already sponsor a Level 3 C206 FTD that is being replaced). The intent of the verbiage is for the OEM to provide any and all documentation and effort that is typically provided by a manufacturer of a FTD to pursue the desired level of certification. The Government is aware that there is responsibility on our part for certain aspects of the certification process and are currently communicating with the NSP to facilitate and expedite this process. The Government expects the OEM to assist with their knowledge and experience in the certification process.

Question 4: Regarding SOW Section 6.0 (paragraph 2) - Can you clarify what software updates are to be provided by the contractor for a minimum of 12 months after delivery and installation?

There is software for the FTD itself (which may require recertification by the NSP), there can be Garmin updates, and there are also Jepp Nav Data updates (which only the FTD owner can purchase).

Answer 4: Any Nav Data updates will be the responsibility of the Government. The software referred to in SOW 6.0 is any software updates which do not affect the performance or flight characteristics of the FTD in accordance with FAR 60.23. In addition to the previous are any software updates under FAR 60.23 that correct identified issues/problems, the correction of which will result in a more stable, consistent, reliable operating FTD, even if those software updates require an update to the Statement of Qualification. The intent is to maintain the FTD in the most current market configuration during the 12 months.

Question 5: Regarding SOW Section 7.0(a) - Is FTD acceptance predicated on achieving Level 5 FAA certification or by an approval process by the Government Task Monitor? If it is by Government Task Monitor approval process, is there an Approval Test Plan (ATP) already established or should the contractor provide an ATP as part of the FTDs?

Answer 5: FAA Certification is the final milestone in the FTD Acceptance. While this is the case, an ATP may also be provided to assist the Government in the acceptance process.

Question 6: Are different payment terms other than Net 30 are possible for this contract?

Answer 6: The payment terms for this requirement are stated in the Statement of Work Section 7.0(a). The Government will consider negotiating different payment terms with the successful offeror in the event the successful offeror is a small business.
