SCOPE OF WORK

1. Statement of Need

1.1. Pursuant to the Arizona Procurement Code, A.R.S. §41-2501 et seq., the State of Arizona Department of Transportation (Department), has a requirement for a qualified firm, (herein referred to as the Contractor) to provide, implement, and operate (for up to ten (10) years) a new Cloud-based Software as a Service (SaaS) Capital Project Delivery System (CPDS) that supports preconstruction management, construction management, and materials testing. Additionally, the Department may require an option for a Maintenance Management System (MMS), and an option for the extension of CPDS functionality to support the following Department business processes:

planning to programming (P2P) which support capital project identification and prioritization;

transportation programming; project financial management; consultant contract management and general project management system functionality for the Department’s transportation projects.

2. Introduction and Background

2.1. The Department is the multi-modal state-level agency responsible for providing safe and efficient transportation of goods and people within Arizona. The Department handles planning, designing, constructing, and maintaining the state highway system in Arizona, operating the Grand Canyon airport, and providing pass-through grant funding to small transit agencies within the State. In addition, the Department’s Motor Vehicle Division (MVD) provides vehicle title and registration and driver-license services statewide for the citizens of Arizona.

2.2. A key element of the Department’s mission is managing its highway construction program, including the letting and award of highway construction projects, the management and oversight of the work of construction contractors during the construction phase of this work, and the testing of materials being used on construction projects. The Department currently utilizes a set of legacy systems to manage these business processes. The new Capital Project Delivery System (CPDS) shall replace these legacy systems. Some of these systems are almost 30 years old and written in technologies which are increasingly difficult to support. There is also limited integration between the existing systems, necessitating redundant entry into various systems.

2.3. Another key element of the Department’s mission is operating and maintaining transportation infrastructure. Currently multiple non-integrated systems are utilized to track the asset inventory, asset condition and plan and manage the work performed on Department infrastructure assets.

These existing systems include the Performance Controlled System (PeCoS), the Feature Inventory System (FIS), the Level of Service (LOS) application and the Needs Based Budget (NBB) workbook.

2.4. The Department plans to implement various digital delivery initiatives with a goal of more effectively sharing and exchanging information digitally throughout the capital project delivery process. The Department sees the opportunity of replacing its capital project delivery systems and its asset inventory and maintenance management systems at the same time as a significant opportunity to enhance the digital exchange of information across these next generation systems, thus increasing the digital footprint in terms of the Department’s project delivery and asset management lifecycles.

3. General Requirements

3.1. The Contractor shall provide, implement, and support, for up to ten (10) years, a new Cloud-based

Software as a Service (SaaS) Digital Project Delivery solution consisting of a Capital Project Delivery System (CPDS) and as a Department option a new Maintenance Management System (MMS).

3.2. The new Digital Project Delivery solution shall be implemented in three (3) phases:

3.2.1. Phase 1 shall be the deployment of a Capital Project Delivery System (CPDS) to support preconstruction management, construction management and materials testing functionality.

3.2.2. Phase 2 shall be the optional implementation of a new MMS, at the discretion of the Department.

3.2.3. Phase 3 shall be the optional implementation of additional CPDS functionality to support the Department’s planning to programming (P2P) process, transportation programming processes, project finance, consultant contract management, and general project management capabilities for Department transportation projects. This shall be implemented at the discretion of the Department.

3.3. For planning purposes, the following is an approximate user count per system function:

3.3.1. Phase 1 CPDS: 300 total (approximate), 21 for preconstruction management, 275 for construction management and 88 for materials testing.

3.3.2. Phase 2, MMS: 800 users (approximate).

3.3.3. Phase 3, CPDS extension: 200 additional users (approximate) across all Phase 3 functions.

4. Specific Requirements

4.1. Phase 1 – Capital Project Delivery System (CPDS)

4.1.1. In Phase 1, the Contractor shall design, configure, test, and deploy a CPDS solution which supports the Department’s capital project delivery lifecycle from the preparation of specifications, through project letting and contract award, management of the construction phase of work and the construction contract(s), tracking of the testing of materials used on construction projects and management of the construction hand-over process.

4.1.2. Phase 1 shall be deployed in three (3) releases, with Pre-construction Management deployed as Release 1, followed by Construction Management as Release 2 and Materials Testing as Release 3.

4.1.3. The Contractor shall implement Release 1 (Pre-construction Management) within 14 months of Notice to Proceed (NTP) for Phase 1 and Release 2 (Construction Management) implemented within 18 months of NTP for Phase 1.
