About this file

This is a Competition Impracticable (CI) Procurement Authorization form from the Arizona State Procurement Office, specifically for the Arizona Game and Fish Department. The document involves multiple RideNow PowerSports locations as suppliers, including C & W MOTORS, RIDENOW POWER SPORTS TUCSON, JJB PROPERTIES LLC, YSA MOTORSPORTS LLC, and TOP CAT ENTERPRISE LLC. The form is a request for authorization to procure services through a non-competitive procurement process under Arizona Administrative Code R2-7-E303.

The procurement is for OHV (Off-Highway Vehicle) maintenance, repair, and overhaul services. The requesting department seeks authorization through fiscal year 26 with an estimated cost of $350,000.00. The justification indicates that only two statewide contracted suppliers exist for Polaris OHV services, and RideNow PowerSports has 8 locations around the state. The procurement is deemed competition impracticable due to the specialized nature of Polaris vehicle maintenance, with specific requirements such as using authorized service providers to maintain warranties. The previous fiscal year's RideNow PowerSports service spend was $237,398.90, and the procurement emphasizes the need to use authorized Polaris service providers to ensure proper maintenance and warranty compliance.

Text9: Through FY26
Text10: $350.000.00
Text11: AZGFD owns multiple Polaris OHV's located throughout the State and by multiple programs within the Department. One AZGFD program owns more than 15 Polaris OHV's.

Our understanding is that only 2 of the statewide contracted suppliers (the GoAZ locations in Cottonwood and Flagstaff) are authorized Polaris service providers. The statewide contract holder, ADOT, has confirmed that AZGFD Department internal protocol's should be followed to ensure that AZGFD personnel needing Polaris service are adequately accommodated. IV0000010096 - C & W MOTORS dba RideNow PowerSports elected not to respond to solicitations BPM005245 (ADOT) or BPM003413 (AZGFD).

If the maintenance, repair, or overhaul (MRO) work is covered by a Polaris warranty, the work MUST be completed by a Polaris authorized service provider. This requires AZGFD personnel to travel long distances to have their Polaris OHV serviced by an authorized Polaris service provider. For instance, for AZGFD personnel located in Safford, AZ, the closest Polaris authorized service provider is located in Cottonwood, AZ, which is a 464 mile round-trip, or 4 hours, 16 minutes. Additionally, this trip has to be made twice, once for drop-off, and once for pick-up.

Text12: Polaris authorized service providers are more likely to have parts in stock, are more likely to be able to complete the required work in a timely manner, and are authorized to complete warranty work without voiding the warranty. MRO work completed by service providers which are not Polaris authorized results in higher costs, because service providers who are not Polaris authorized are required to purchase parts in kits, not just the parts they may need to make a repair, and the kits may include parts that are not needed. It can also result in prolonged OHV down-time due to longer wait times for parts. Polaris authorized service providers take priority which can result in longer wait times for parts at other providers.

RideNow PowerSports has 8 locations located around the state all of which are authorized Polaris service providers. AZGFD FY23 RideNow spend was $237,398.90.
