SCOPE OF WORK
1. Statement of Need
1.1. Pursuant to the Arizona Procurement Code, A.R.S. §41-2501 et seq., the State of Arizona Department of Transportation (Department), has a requirement for has a requirement for a Contractor to be the official sponsor of the Arizona Transportation Asset Sponsorship Program.
2. Introduction and Background
2.1. The Arizona Department of Transportation (ADOT) is a prominent multi-modal transportation agency serving one of the nation's rapidly growing regions. Central to our operations is the Incident Response Unit (IRU), tasked with ensuring the safety and efficiency of transportation along the Maricopa Association of Governments (MAG) ADOT routes.
2.2. The Incident Response Unit (IRU) assumes a pivotal role in efficiently managing and promptly resolving incidents that disrupt traffic flow of an area covering approximately 4,500 lane miles.
Since its inception in 2019, the IRU has witnessed a remarkable 364% increase in its annual response rate; now averaging 11,000 incidents annually, up from 2,500 calls for service initially.
2.3. These incidents encompass a wide range of tasks, including debris clearance, traffic control for collisions, and the removal of obstructions from travel lanes. Beyond the immediate safety concerns, these disruptions adversely affect the smooth movement of the traveling public, impacting commuters, commercial industries, and associated business activities. Furthermore, timely incident assessment positively influences environmental conditions within affected communities.
2.4. This substantial increase in incident response underscores the IRU's indispensable role in safeguarding public safety and maintaining the efficiency of our transportation infrastructure.
ADOT/IRU currently operates with fourteen (14) vehicles deployed in the field, staffed by dedicated employees with a schedule tailored to cover calls for service seven (7) days a week, 365 days a year.
2.5. AZ511 is the Traveler Information System launched by the Department in 2002. The system is comprised of a website (www.az511.gov), a 511 phone line (accessible within the state via 5-1-1 and toll-free at 1-888-411-ROAD), and the mobile app "Arizona 511” that all provide accessibility to travel data. In 2023 alone, the phone line recorded 471,000 calls, while the system boasted 1.7 million users and 3.8 million sessions. Notably, the AZ511 app stands out as the most downloaded among similar apps in over a dozen U.S. states and Canadian provinces. Arizonans rely on ADOT for accurate travel and traffic information, and the agency consistently meets this expectation through innovative solutions and transparent data access.
