4.4.1.1 Evidence-based research validates that Survivors are the experts in their own lives and utilize programs and services in order to meet their own unique needs. While safety will always be an important component of services, it may not be the Survivor’s first or immediate need. Therefore, the service delivery system developed within the State of
Solicitation Requirements Available Online at https://app.az.gov Page 6 of 59
Arizona needs to start with asking Survivors what they need. While Shelter will remain a critical component of the service delivery model, there is clear evidence that suggests Survivors need advocacy services beyond Shelter. Additionally, the needs assessment reflected the need for Contractors to collaborate with other community resources in order to facilitate meeting as many client-defined needs as possible.
4.4.1.2 In 2022, ADES published a RFI in the Arizona Procurement Portal. The RFI requested information for planning purposes from the vendor community regarding the needs of Survivors. The responses validated the need for emergency shelter, lay legal advocacy, flexible funding to assist Survivors, and staff retention.
4.4.1.3 In 2022, a research group was contracted to conduct a Needs Assessment. The research group conducted virtual interviews with Survivors of interpersonal violence, including Domestic Violence. The results indicated Survivors need the following: i) personal/emotional support, ii) information on available services and resources, and iii) physical safety.
