About this file

This document is a Pricing Workbook (Revision 6) for a UI Benefits Modernization contract (CTR063562/BPM003908) between Geographic Solutions and the Arizona Department of Economic Security (ADES). The contract involves the implementation and ongoing maintenance of a modernized unemployment insurance benefits system, with detailed pricing and project implementation strategies.

The contract is structured as a 10-year agreement with an estimated total cost of $38,766,964, divided into implementation costs of $8,035,624 and ongoing costs of $30,731,340. Implementation costs are spread across six project phases (Planning, Analysis, Design, Development, Testing, and Implementation), with specific milestone percentages. The pricing includes unlimited software licensing, hosting infrastructure, operations and maintenance, and system support. Key assumptions include an 18-month implementation schedule, virtual staff training, data conversion from legacy systems, and scalable system capabilities with no additional user fees. The contract allows for change control at a rate of $160 per hour and includes provisions for hosting through Geographic Solutions, with optional cloud hosting available.

CTR063562 / BPM003908 UI Benefits Modernization
Pricing Workbook Rev. 6: Key Assumptions and Normalization Explanations
#CategoryOfferor AssumptionsEstimated Impact/Comments
1Total Costs SummaryCost represents the Annual Software License of the GUS system. We are not proposing to build the system from scratch/license cost- it is firm-fixed regardless of the number of users.
2Total Costs SummaryPricing is based on an 18-month system implementation scheduleAdditional costs due to change in scope will be billed at a $160/hr rate for all positions.
3Implementation ServicesImplementation fees on tab 2 reflect the requirements set forth in BPM003908Changes will be vetted through change control process, outlining time, budget and scope.
4Implementation ServicesThere will be adequate staff available from ADES and Geographic Solutions to define the vision/scope and requirements and to design, develop, test and deploy the application.Lack of adequate resources may impact project schedule and cost.
5Implementation ServicesImplementation cost assumes Geographic Solutions will complete the project using tools and techniques prescribed by the Rapid Implementation and Development MethodologyGeographic Solutions uses Rapid Implementation Development Methodology
6Implementation ServicesGeographic Solutions will be responsible for conversion of data from legacy system in the Arizona Unemployment Benefits Solution database structure.Geographic Solutions will follow Section 8.6 in Scope of Work (Data Conversion).
7Implementation ServicesGeographic Solutions will be responsible for developing interfaces between the Arizona Unemployment Benefits Solution and current legacy systems.Geographic Solutions will implement interfaces in Section 8.7 (Exhibit C) in Scope of Work.
Implementation ServicesCost of implementation of external fraud products includedLicenses and services fees from fraud prevention vendors are not included
8Implementation ServicesStaff training costs assume 42 days of staff training in person, or virtually. If in person, pricing assumes training facility will be provided by ADES.Training requirements in SOW 8.11 will be provided virtually to ADES.
9License PricingPricing is for an unlimited use license for all system user types.Software license is a firm-fixed cost regardless of the number of users. Geographic Solutions will accommodate maximum scalability as described in 3.2.5 with no additional cost.
10License PricingPricing assumes hosting through Geographic SolutionsCost for hosting through Geographic Solutions has been outlined in costs. System can be hosted in the cloud for an additional fee, with a DES preferred cloud hosting provider.
11License PricingSystem will scale to accommodate increased traffic with no additional fees to ADESSystem will scale to meet expectations of SOW 3.2.5

Pricing Workbook Rev. 6: Summary and Instructions
General Instructions for Offerors
1. RFP Solicitation Requirements, Exhibit A. Detailed Requirements, provides a detailed list of mandatory requirements that the Solution must adhere to. Offerors must include the cost of all mandatory requirements in this Pricing Workbook. Any "Optional" requirements provided in the Offeror's response as a "Meets" must also be included in the Pricing Workbook, or otherwise specified if there is an additional cost.

2. All costs shall be entered in US dollars.

3. There are four (4) tabs in addition to the Summary and Instructions tab. Offeror is to complete each tab per the Completion Instructions.

4. For each tab, information should be entered into the green cells only. Do not enter any information into the blue cells.

5. For each tab, fill in only the cells that are applicable to your proposal. If needed, insert lines for additional costs, but do not delete any lines.

Tab #Tab NameCompletion Instructions
1Total Costs SummaryThis tab must reflect the total cost of the Offeror's solution for the entire Scope of Work annually, providing the Total Cost cumulatively. Offerors are responsible for ensuring that all totals from the other tabs are correctly transferred to the corresponding spaces on the Total Costs Summary tab, and that all totals on the Total Costs Summary tab are mathematically accurate.
2Implementation CostsThis tab must reflect all implementation costs through the completion of the project, including all project deliverables specifying the Project Phase Milestone for each deliverable as provided in RFP Solicitation Requirements, SOW Section 15.2.2. Project Phase Milestones.

Each Project Phase Milestone shall meet the specified percentage of the Total System Cost as follows:

1. Planning Phase is 5% of Total System Cost

2. Analysis Phase is 10% of Total System Cost

3. Design Phase is 10% of Total System Cost

4. Development Phase is 40% of Total System Cost

5. Test Phase is 15% of Total System Cost

6. Implementation Phase is 10% of Total System Cost

7. Post-Implementation Phase is 10% of Total System Cost

Offerors are responsible for ensuring that all totals are mathematically accurate.

+ "Implementation Services and Deliverables" includes the project deliverables and professional services costs associated with project management, installation, configuration, customization, documentation, data migration, data conversion, economic research, system interfaces, testing, and training of the proposed solution.

+ "License Pricing" includes all application software licenses required to satisfy the Scope of Work. One-time, up-front costs for software licenses, including any SaaS costs must be captured here.

+ "Hosting/Infrastructure Pricing" includes all hosting infrastructure required to satisfy the Scope of Work. One-time, up-front costs associated with hosting and infrastructure must be captured here.

3Ongoing CostsThis tab must reflect all costs extending beyond the completion of the implementation project. Ongoing costs encompass recurring Operations and Maintenance Costs, recurring License Pricing (including SaaS), and recurring Hosting/Infrastructure Pricing. Offerors are responsible for ensuring that all totals are mathematically accurate.
4Key AssumptionsOfferors must indicate all assumptions upon which the pricing proposal is based. Please also include any additional comments to help contextualize the assumptions, and how changes to the assumptions may impact pricing.
