About this file
This document is an Interagency Service Agreement (ISA) Amendment between the Arizona Department of Health Services (ADHS) and Arizona State University (ASU), specifically the Arizona Biomedical Research Centre (ABRC). The amendment is the fourth modification to the original contract (CTR058310) and focuses on the ABRC Educational Initiative with ASU for the year 2026.
The contract outlines ASU's commitment to host four core event categories: the Arizona Cord Blood Conference in April, the Arizona Business & Health Summit in Fall, the Doing Research in Indigenous Communities (DIRC) Conference in Fall, and additional programming through an open application process. ASU will receive a total annual budget not to exceed $286,000, broken down into line items including $10,000 for personnel services, $50,000 for professional services, $15,000 for supplies, $185,000 for other expenses, and $26,000 for indirect costs (at a 10% rate). The university is required to submit quarterly expenditure reports, provide detailed event reports within 30 days of each event, and can transfer up to 50% between budget line items with written approval.

1. Background
1.1. In 2025, Arizona State University (ASU) is excited to continue our valued partnership with the Arizona Department of Health Services (AZDHS) through the ABRC Research Education Program, building on the success of our collaboration since 2018. ASU has consistently delivered impactful programming, including successfully adapting events during the pandemic in 2021 and expanding efforts in 2022 with the Arizona Cord Blood Conference- now in its eleventh (11th) year! A highlight of our programming remains the annual Doing Research in Indigenous Communities (DIRC) Conference, which brings together researchers, community leaders, and policymakers to foster meaningful dialogue and collaboration. In addition, the Arizona Business & Health Summit, held in collaboration with the W.P. Carey School of Business, has expanded the conference’s scope and significance. ASU remains dedicated to advancing research and education that serve Arizona and its diverse communities, and we look forward to deepening this impactful partnership in 2026.
1.2. ASU shall provide four (4) core event categories to be funded in 2026. This reflects the changing landscape of events at ASU and the Phoenix Biomedical community.
2. Objective

As a continuation of its previous successes, the summit shall serve as a dynamic forum for cross-sector dialogue, knowledge exchange, and the formation of collaborative partnerships aimed at addressing the state’s most pressing public health and economic challenges. Planned as a multi-day, in-person gathering at Arizona State University’s Tempe campus, the event shall feature a robust program that includes keynote addresses, expert panel discussions, and interactive breakout sessions.
