About this file

This is a Contract Amendment (Amendment No. 6) issued by the Arizona Department of Transportation (ADOT) Procurement Division for a contract with High Street Consulting Group LLC, specifically for a Grant Writing On-Call service with contract number CTR057886. The amendment was processed and approved on September 23, 2025, by Matthew Martinez, Senior Procurement Specialist, and subsequently approved by the Procurement Manager on September 24, 2025.

The amendment includes a comprehensive price increase for 12 different service line items, with rates increasing by approximately 3% across various professional roles such as Admin/Financial Support, Analyst, Consultant, Economist, Engineer, Graphic Designer, Planner, Principal, Project Manager, Quality Control, Technical Writer, and Technical Expert. The price increase is justified by market data from the US Bureau of Labor Statistics showing compensation cost increases for civilian workers, with the contractor providing national salary data to support the request. The contract is mutually extended from November 5, 2025, through November 4, 2026, with all other terms and conditions remaining unchanged. The procurement determination notes that the 3% increase is considered fair, reasonable, and in the best interest of the State of Arizona.

3) Provide justification:

High Street Consulting Group LLC submitted a price increase request due to increased cost of labor. High Street Consulting Group

LLC provided National Data via Payscale for 2025-2026, High Street Consulting Data annual increase in salary by position, and the

US Bureau of Labor Statistics requesting a 3% increase. This increase is lower than the salary and compensation increases for similarly skilled workers over the past several months as demonstrated by the following national data sources. US Bureau of Labor statistics (https://www.bls.gov/eci/home.htm) BLS News Release; Employment Cost Index June 2025 Compensation costs for civilian workers increased 4.1% for the 12-month period ending in June 2025. Wages and salaries increased 4.2% for the 12-month period ending in June 2025. Wages for the management, professional, and related occupational group increased 4.1% for the 12-month period ending in June 2025.

After review of the submitted documentation, the increased percentage is fair and reasonable supported by market prices. To ensure continuity of services, a price increase of 3% is in the best interest of the State of Arizona.
