About this file
This document is a contract amendment from the Arizona Department of Transportation (ADOT) for a Grant Writing On-Call contract with High Street Consulting Group LLC. The amendment is numbered 3 and involves a statewide contract for professional consulting services. The contract includes provisions for price increases and labor rate adjustments, with involvement from ADOT's Procurement division.
The amendment approves new pricing effective November 5, 2023, for 12 different labor categories, ranging from Admin/Financial Support at $116.60 per hour to Technical Expert at $286.20 per hour. The contract is mutually extended from November 5, 2023, through November 4, 2024, with a maximum 6% total labor rate increase from the original base year rates. The price increase is supported by national salary data from sources like PayScale and the U.S. Bureau of Labor Statistics, which showed compensation cost increases between 4.4% and 5.1% for professional and management occupations. The amendment allows for a structured approach to rate adjustments, with the department retaining the right to review and approve price increase requests.

Additionally, the Consumer Price Index went up 3.7% and 13.0% respectively for this same period.
Price increase was reviewed and determined fair and reasonable based on the U.S Bureau of Labor Statistics data. Per the contract, a 6% increase is allowed during the renewal of the contract and is computed against the original contract price. It is in the State’s best interest to approve the 6% maximum increase allowed by the contracts second renewal period. The price increase granted for each hourly rate item does not exceed the 6% allowed in the contract.

Straight-time wage and salary rates are total earnings before payroll deductions, excluding premium pay for overtime, work on weekends and holidays, and shift differentials.
Production bonuses, incentive earnings, commission payments, and cost-of-living adjustments are included in straight-time earnings, whereas nonproduction bonuses or those not directly tied to production (such as end-of-year and profit-sharing bonuses) are excluded. Also excluded are such items as payments-in-kind, free room and board, and tips.

Consumer Price Index, Phoenix area — August 2023 Area prices were up 0.1 percent over the past two months, up 3.7 percent from a year ago
Prices in the Phoenix area, as measured by the Consumer Price Index for All Urban Consumers (CPI-U), increased 0.1 percent for the two months ending in August 2023, the U.S. Bureau of Labor Statistics reported today. (See table A.) Regional Commissioner Chris Rosenlund noted that the August increase was influenced by higher prices for food and apparel. (Data in this report are not seasonally adjusted. Accordingly, bi-monthly changes may reflect seasonal influences.)
Over the last 12 months, the CPI-U advanced 3.7 percent. (See chart 1 and table A.) Food prices increased 4.9 percent. Energy prices increased 4.5 percent, largely the result of an increase in the price of electricity. The index for all items less food and energy rose 3.5 percent over the year. (See table 1.)
Food Food prices increased 1.7 percent for the two months ending in August. (See table 1.) Prices for food at home rose 1.9 percent, influenced by higher prices for other food at home (3.0 percent) and meats, poultry, fish, and eggs (1.9 percent). Overall, prices rose in all six grocery categories. Prices for food away from home increased 1.4 percent for the same period.
Over the year, food prices increased 4.9 percent. Prices for food at home rose 2.5 percent since a year ago, led by higher prices for cereals and bakery products (10.9 percent).
Overall, prices rose in five of the six grocery categories. Prices for food away from home advanced 8.6 percent.
Energy The energy index fell 0.2 percent for the two months ending in August. The decrease was mainly due to lower prices for gasoline (-2.6 percent). Prices for natural gas service rose 5.9 percent, and prices for electricity increased 2.4 percent for the same period.
Energy prices increased 4.5 percent over the year, largely due to higher prices for electricity (5.2 percent). Prices paid for natural gas service increased 16.2 percent, and prices for gasoline increased 3.2 percent during the past year.
All items less food and energy The index for all items less food and energy fell 0.2 percent in the latest two-month period. Lower prices for medical care (-2.3 percent) and shelter (-0.7 percent) were partially offset by higher prices for apparel (4.9 percent) and recreation (2.6 percent).
Over the year, the index for all items less food and energy rose 3.5 percent. Components contributing to the increase included shelter (7.5 percent) and household furnishings and operations (3.3 percent). Partly offsetting the increases were price decreases in used cars and trucks (-7.7 percent) and medical care (-0.2 percent).

The October 2023 Consumer Price Index for the Phoenix area is scheduled to be released on November 14, 2023.
Technical Note The Consumer Price Index (CPI) is a measures of the average change in prices over time in a fixed market basket of goods and services. The Bureau of Labor Statistics publishes CPIs for two population groups: (1) a CPI for All Urban Consumers (CPI-U) which covers approximately 93 percent of the total U.S. population and (2) a CPI for Urban Wage Earners and Clerical Workers (CPI-W) which covers approximately 29 percent of the total U.S. population. The CPI-U includes, in addition to wage earners and clerical workers, groups such as professional, managerial, and technical workers, the self-employed, short-term workers, the unemployed, and retirees and others not in the labor force.
The CPI is based on prices of food, clothing, shelter, and fuels, transportation fares, charges for doctors' and dentists' services, drugs, and the other goods and services that people buy for day-to-day living. Each month, prices are collected in 75 urban areas across the country from about 6,000 housing units and approximately 22,000 retail establishments—department stores, supermarkets, hospitals, filling stations, and other types of stores and service establishments. All taxes directly associated with the purchase and use of items are included in the index.
The index measures price changes from a designated reference date; for most of the CPI-U the reference base is 1982-84 equals 100. An increase of 7 percent from the reference base, for example, is shown as 107.000. Alternatively, that relationship can also be expressed as the price of a base period market basket of goods and services rising from $100 to $107. For further details see the CPI home page on the internet at www.bls.gov/cpi and the CPI section of the BLS Handbook of Methods available on the internet at www.bls.gov/opub/hom/cpi/.
In calculating the index, price changes for the various items in each location are averaged together with weights that represent their importance in the spending of the appropriate population group. Local data are then combined to obtain a U.S. city average. Because the sample size of a local area is smaller, the local area index is subject to substantially more sampling and other measurement error than the national index. In addition, local indexes are not adjusted for seasonal influences. As a result, local area indexes show greater volatility than the national index, although their long-term trends are quite similar. NOTE: Area indexes do not measure differences in the level of prices between cities; they only measure the average change in prices for each area since the base period.

RE: Request for Renewal Year Labor Rate Increase CTR057886 Grant Writing On Call; effective November 5, 2021
Ms. Greene:
For the above reference on call contract, High Street respectfully requests to increase the maximum labor rates in the labor categories shown in the table below. High Street missed the deadline in 2022 to request a labor rate increase for the first renewal year of the contract (11/4/2022-11/3/2023). At this time, we are requesting the maximum contract labor rates be increased to the rates shown in the column labeled Renewal 2 in the table below.
