This document is a proposal letter from the Salt River Wild Horse Management Group (SRWHMG), an Arizona-based nonprofit organization, submitted to the Arizona Department of Agriculture in response to Solicitation No. ADSPO18-00683862 for Salt River Horse Management services. The proposal is addressed to Mr. Doug Marsh, the Laboratory Director and Chief Procurement Officer, and is dated April 27, 2018. SRWHMG is collaborating with the American Wild Horse Campaign, described as the country's largest wild horse organization, to provide management services.

The proposal outlines a comprehensive management plan for approximately 400 Salt River horses, encompassing six key components: Range and Wild Horse Documentation and Data Collection, Range/Herd Management, Emergency Response, Public Education, and Fertility Control. SRWHMG will provide services including monitoring, rescue, veterinary care for injured horses, removing dead horses, and supplying supplemental feed and water. The organization, led by President Simone Netherlands, emphasizes their extensive experience with the Salt River horses and their team of over 100 experienced volunteers. The proposal aims to continue and expand their existing partnership with the Arizona Department of Agriculture to manage and protect these horses.
