About this file

This is a Question & Answer Amendment document from the South Carolina Department of Transportation (SCDOT) for an Invitation for Bid (IFB) solicitation numbered 5400030094. The procurement seeks a drop-deck 50-ton lowboy trailer. The solicitation was issued on September 9, 2026, with a question submission deadline of September 8, 2026 at 10:00 AM and an offer submission deadline of September 28, 2026 at 2:30 PM. The award is scheduled to be posted on November 13, 2026. Offerors must submit their bids online at http://www.procurement.sc.gov and are required to hold their offers open for a minimum of 90 calendar days after the opening date. There is no pre-bid conference or site visit required.

The amendment clarifies three key specifications through Q&A responses: the trailer shall include a solid platform above the wheel area rather than an open boom trough; the trailer shall be reinforced to accommodate the possibility of a future fourth axle; and any manufacturer, brand, model, or basis-of-design unit meeting or exceeding all specifications is acceptable. No preferred manufacturer is required. The file does not specify pricing, contract value, set-asides, incumbent information, or funding sources. Interested offerors must reference the original Invitation for Bid for complete specifications and terms, and should contact Procurement Officer Jeffrey Schwalk at (803) 737-1018 or SchwalkJC@scdot.gov with any questions or clarifications needed.
