About this file

This Amendment #1 Questions & Answers document pertains to a South Carolina Department of Transportation (SCDOT) Invitation for Bid (IFB) for a drop-deck 50-ton lowboy trailer. The solicitation, issued September 20, 2026, requires offerors to submit bids online at http://www.procurement.sc.gov by September 28, 2026 at 2:30 PM. Questions from offerors must be received by September 8, 2026 at 10:00 AM. No pre-bid conference or site visit is required. Award notification is scheduled for November 13, 2026. Offerors must maintain their bids open for a minimum of 90 calendar days following the opening date. The procurement is being conducted by SCDOT Procurement Office, with Jeffery Schwalk serving as the procurement officer (803-737-1018; SchwalkJC@scdot.gov).

The amendment addresses three questions submitted by prospective bidders regarding trailer specifications. SCDOT clarified that the trailer shall include a solid platform above the wheel area rather than an open boom trough, shall be reinforced to accommodate a potential fourth axle in addition to the standard three axles, and that any manufacturer, brand, or model is acceptable provided the unit meets or exceeds all stated specifications. No preferred manufacturer or basis-of-design unit is mandated. The document does not specify pricing information, set-asides, incumbent contractor details, or funding sources. All other terms, conditions, bidding instructions, and specifications from the original IFB remain unchanged.
