About this file
This document is a Contract Amendment (Amendment Number 8) for a Site Licensing Agreement between the State of North Dakota and XAP Corporation. The state parties include the Bank of North Dakota, State Procurement Office, Department of Public Instruction, and Department of Career and Technical Education, collectively representing the STATE, with XAP Corporation serving as the CONTRACTOR.
The amendment extends the contract's expiration to June 30, 2022, and adds a new scope of work involving SAML SSO (Single Sign-On) implementation for RUReady.ND.gov. This enhancement will allow secondary student users to authenticate from ND's EdPortal and access RUReady.ND.gov seamlessly. The project includes implementing SAML SSO 2.0 with existing statewide auto-account creation data services, using the State Student ID as a unique identifier. A one-time implementation fee of $9,500.00 is included for this service, with the project timeline spanning approximately 27.44 days from June 7, 2021, to July 14, 2021. The amendment specifies that elementary, middle school, professional, adult learner, and parent accounts are not currently within the scope of this implementation.

CONTRACT AMENDMENT
CONTRACT NAME AND NUMBER: SITE LICENSING AGREEMENT FOR XAP CORPORATION
SUBSCRIPTION SERVICES, STATE CONTRACT 416
AMENDMENT NUMBER: 8
This amendment is made to the Site Licensing Agreement for Bridges Transitions Subscription Services, (Contract) between the State of North Dakota, acting through its Bank of North Dakota, State Procurement Office, Department of Public Instruction, and Department of Career and Technical Education (STATE), and XAP Corporation (CONTRACTOR).
The parties agree to the following terms and conditions and expressly agree that if any of the following terms and conditions conflict with any of the terms and conditions of the Contract, then, notwithstanding any term in the Contract, the following terms and conditions govern and control the rights and obligations of the parties.
The parties agree to amend the Contract as follows:
Term of Contract:
Contract Amendment 5 renegotiated additional term, including three (3) renewal options for one (1) year each. Two renewal options were utilized, with a current Contract expiration of June 30, 2021.
The parties have agreed to renew the Contract for an additional year; therefore, the Contract is amended to change the expiration date to June 30, 2022. No renewal option remains; however, the Contract includes a renegotiation clause.
Additional Scope of Work:
The parties have agreed to add SAML SSO for RUReady.ND.gov. This will allow authentication of student users from ND’s EdPortal to securely and seamlessly access RUReady.ND.gov without separate login.
The following outlines the project requirements and assumptions for successful project completion:
1. The RUReady.ND.gov SSO badge will be launched from the EdPortal and STS, ND’s proprietary authentication service, will be used as the identity provider.
2. The SSO will be implemented for secondary student accounts only.
o Elementary and middle school students do not currently have access to the
EdPortal; however, these users will be able to utilize the SSO once access to the EdPortal is established by ND’s IT team.
o Professional, adult learners and parent accounts will not be included in scope.
3. SAML SSO 2.0 will be implemented in conjunction with the existing statewide auto-account creation data services. ND’s IT team will pass State Student ID as the unique user identifier to use to match existing auto-created accounts.
4. Prior to or at project initiation, ND’s IT team will provide XAP with a student test account (and open up firewall access, if necessary) and also provide the sign-on service URL.
Upon completion of each item above, the parties shall follow the Review, Approval, and Acceptance Process and the Integrated Change Control Process as defined in Contract Amendment 1.
