About this file
This document is a Central Management Services Procurement Justification Form from the Department of Central and Emergency Operations (DCEO), specifically for P-74190 and P-7366 bureaus. The form represents a sole source procurement method for a Constant Contact contract subscription.
The procurement objective is to acquire a communications platform with capabilities to send updates to over 80,000 stakeholders simultaneously, including functions like maintaining extensive email contact lists, designing email blasts, sending to thousands of recipients quickly, customizing emails, and enabling subscriber unsubscribe options. The initial contract term is 12 months, with an estimated procurement value of $9,427.80. The document indicates that the platform has been previously used by two DCEO bureaus, with OCI and OE3 having invested significant effort in building email stakeholder lists and designs that would be lost without continuing the procurement. The procurement method is marked as "SP w Sole Source" and has been vetted by the Department of Information Technology (DoIT) as the most cost-effective solution.
