Re: Five times per week janitorial services and supplies at J0918, 401 Industrial Dr, Effingham / Community Support Systems

Dear Martha Blackwell:

Per your request, the above contract between CMS and Community Support Systems was presented to the State Use Committee for an authorization vote.

The Committee voted to authorize your agency to contract with Community Support Systems without advertising or calling for bids, effective 02/01/2026 and ending 01/31/2032 with No renewal option, in the total amount of $550,914.28. The contract will provide 9 persons with disabilities employment and job training.

In order to increase the overall transparency of the State Use Program and procurement in general, State Agencies under the jurisdiction of the CPO-GS are now required to post notice of each State Use contract on BidBuy. CPO notice 2014.09 outlines the CPO-GS’s process for approval of the State Use Contract.

Please work with your CPO to post the award notice on BidBuy, if over the small purchase threshold.

This letter serves as your notice that the Committee has reviewed the Agency’s price for the proposed agreement in accordance with 30 ILCS 500/45-35 and determined the price submitted is fair and reasonable. The Committee’s authorization is not an authorization for the selected vendor to begin providing supplies or services in the absence of a contract that has been reduced to writing and signed by all necessary parties, nor may it serve as a substitute for other required Chief Procurement Office or internal Agency approvals. Please coordinate with your Agency Purchasing Officer and State Purchasing Officer to ensure your procurement has obtained all required approvals prior to contract execution.

Upon completion of an executed contract, signed by both parties, please forward a copy to this office for our files.

If the above information is incorrect, or if you have questions, please contact the program at CMS.BOSS.StateUse@illinois.gov. Thank you for your continued participation in the State Use Program.

Sincerely, Ron Wilson, Deputy Director State Use Program
