The proposal must address each of the following factors in sufficient detail.
For each factor, the offerors shall identify any risks associated with the proposed approach and actions taken by the offeror to mitigate the identified risk. If no risks/mitigations are identified in the offeror’s proposal, it indicates the offeror does not consider there to be any risks associated with their proposed approach. The Government will determine a proposal to be compliant and acceptable when it meets the specifications identified in A-A-59888B. The government will evaluate the factors in each proposal as follow: Each offeror's written technical proposal shall be evaluated, based on the subfactors below, to determine if the offeror provides a sound, compliant approach that meets the requirements of the SOW and CID, and demonstrates a thorough knowledge and understanding of those requirements. The technical proposal addresses each of the following subfactors in sufficient detail.
Subfactor One: Proof of Concept. This factor is met when the drawings provided clearly show all views of the vehicle and, at a minimum, meet the requirements given below. The drawings shall depict the vehicle platform’s ability to mate with all aircraft required and the clearances as mandated by A-A-59888B in each of the following paragraph(s):
2.1.2 Aircraft compatibility
2.8.2 Clearances
2.12.1 Aircraft interface
2.12.1.1 Aircraft mating
The offeror has provided a technical explanation, data sheets, dimensioned drawings, dimensioned pictures, videos, analysis, certifications and test results, where applicable, that meet the requirements within 2.1.2, 2.8.2, 2.12.1 and 2.12.1.1. Each offeror has ensured that the explanations, drawings and data, where applicable, are clear, legible, easy to follow and appropriately labeled.
Subfactor Two: Finish. This factor is met when the offeror provides specifications and data on corrosion control and finishing products used on vehicle, to include preparation and priming procedures for metal, meet the requirements mandated by A-A-59888B in each of the following paragraphs:
2.2.1.1 Protective coatings
2.2.1.3 Finish
The offeror has provided detailed methods on the preparation and priming procedures for the metal used to build the vehicle. The offeror has provided documentation, certifications, test results, and data or specification sheets, where applicable, of the coatings and finishes to show compliance with each requirement. Each offeror has ensured the explanations, drawings and data, where applicable, are clear, legible, easy to follow and appropriately labeled.
Subfactor Three: Export Engine. This factor is met when the contractor can provide specifications and data on the chassis and export engine being used to build vehicle to meet the requirements as mandated by A-A-59888B in each of the following paragraphs:
2.7.1 Chassis
2.9 Engine and related equipment
2.9.1 Export engine
Where applicable, each offeror has provided documentation, certifications, or test results proving the engine and chassis meet the requirements 2.7.1, 2.9 and 2.9.1
Subfactor Four: Air Transportability. This factor is met when the offeror clearly shows the dimensions of the vehicle to demonstrate how it will fit inside each aircraft given in the CID and has provided the tie down locations on the vehicle and corresponding ratings on engineering drawings. Additionally, the offeror shall provide supporting technical explanation demonstrating how the vehicle meets the air transportability requirements as mandated by A-A-59888B in each of the following paragraphs:

Each offeror has ensured that the explanations, drawings and data, where applicable, are clear, legible, easy to follow, and appropriately labeled.
(b) The technical rating reflects the evaluation of the acceptability of the offeror’s technical solution for meeting the Government’s requirement. The technical risk associated with the offeror’s proposed technical approach will also be considered as part of the technical acceptability decision. Technical risk, which is manifested by the identification of weaknesses, assesses the degree to which an offeror’s proposed approach for the requirements of the solicitation may cause disruption of schedule, degraded performance, the need for increased government oversight, and the likelihood of unsuccessful contract performance. The evaluation shall address the Evaluation Team’s identification of any weakness as well as the offeror’s identified risks and proposed mitigation (if applicable) and document why that is or is not acceptable. The Evaluation Team may independently identify risks associated with the offeror’s proposed technical approach not identified by the offeror and assess its impact to successful performance of the contract.
Should the Evaluation Team determine that any risks identified by either the offeror or the Evaluation Team poses too great a risk to the program and does not address suitable mitigation, the Government may consider the proposal technically unacceptable.
(c) Based on the results of the written technical proposal evaluations, the Government will assign one of the following two ratings to each technical subfactor. In order to be considered awardable, there must be an “acceptable” rating in every subfactor.
Acceptable: The proposal meets the minimum requirements of the solicitation.
Unacceptable: The proposal does not meet the minimum requirements of the solicitation.
(d) The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise any option under FAR 52.217-8.
(e) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of Provision)
