About this file

This is a pre-bid meeting presentation for the Columbia Avenue Complete Street project prepared by the City of Kissimmee, Florida, in coordination with TOHO Water Authority and multiple state and local agencies. The project seeks to design a 2.3-mile complete streets corridor from North Hoagland Boulevard to North Central Avenue, with potential extensions of up to 500 feet on adjacent roadways. The scope of services encompasses roadway design, multimodal network improvements, drainage, pedestrian infrastructure, lighting, utilities coordination, landscape design, and traffic signals to address ADA deficiencies and enhance connectivity and safety within the Vine Street District. Key deliverables include planning studies, design documents at 30%, 60%, 90%, and 100% completion phases, public outreach components, cost estimates, geotechnical and environmental assessments, permitting coordination with FDOT, SFWMD, and FDEP, and post-design services. The project will follow a phased construction approach based on logical segmentation and funding availability, with mandatory design reviews by FDOT at 60%, 90%, and 100% completion stages, each requiring approximately two weeks. Project closeout is expected by June 30, 2027.

The estimated design cost is $2.9 million with a total construction budget of $50 million distributed across all project phases. Funding sources include local City of Kissimmee funds, state appropriation, a $500,000 state grant administered through the FDOT Local Agency Program, and an Interlocal Agreement with TOHO Water Authority supporting infrastructure improvements. The procurement is structured as a Request for Qualifications for one FDOT pre-qualified consulting engineering firm under work type 3.2, with evaluation criteria allocating 40 points initially and 50 points during interviews for work task qualification and project approach, 40 points initially and 30 points during interviews for experience and capability, and 20 points for personnel background information. Proposers must have at least two professional engineers registered with the Florida State Board of Professional Engineers with civil engineering proficiency and minimum two years post-registration experience. The project requires DBE program participation reporting and coordination with Osceola County, Kissimmee Utility Authority, LYNX transit, and state environmental and transportation agencies. Design will be treated as LAP-funded and must comply with FDOT standards, ADA requirements, AASHTO guidelines, and NEPA provisions.

- Not conducted yet.

Background

City will lead the design and construction phases and TOHO will join with an ILA.

Design cost is mostly covered by City, TOHO and grant funds that are available for FY26.

Due to the high construction cost, we are implementing a construction phased approach based on logical segmentation, constructability, funding considerations, and anticipated implementation timelines that will be established through the planning study.

Once the design is finalized and full plan sets are available, we will apply for grants to support construction funding.

Design will be treated as a LAP funded project.

Design and Construction Approach

Planning study- Multimodal design
Public Involvement- Surveying and ROW Mapping
Cost Estimates- Geotechnical/Environmental
Roadway design- Landscape/Hardscape design
Stormwater design- Permitting (FDOT, SFWMD, FDEP, etc.)
Utilities design- Design and construction phasing
Traffic engineering- Post Design Services
