About this file
This file is a pre-bid meeting presentation for the Columbia Avenue Complete Street project, a collaborative effort between the City of Kissimmee Public Works and Engineering, Planning Department, Community Redevelopment Agency, and TOHO Water Authority. The project involves comprehensive design services for a 2.3-mile multimodal street improvement project extending from North Hoagland Boulevard to North Central Avenue, with potential extensions up to 500 feet on adjacent corridors. The scope of services encompasses planning studies, multimodal design, public involvement and surveying, right-of-way mapping, cost estimates, geotechnical and environmental assessments, roadway and landscape design, stormwater management, utilities design, traffic engineering, and permitting coordination with multiple state agencies including FDOT, SFWMD, and FDEP. The project will follow a phased construction approach based on logical segmentation, constructability, and funding considerations, with design costs largely covered by the City, TOHO, and available grant funds for FY26.
The design phase will be treated as a LAP-funded project and must comply with comprehensive standards including FDOT Standard Plans and Design Manual, ADA accessibility standards, Florida Greenbook, AASHTO guidelines, and federal requirements such as NEPA and Build America, Buy America (BABA). Funding sources include local and state contributions supplemented by an Interlocal Agreement (ILA) with TOHO Water Authority. The project prioritizes safety, connectivity, infrastructure improvements, ADA compliance, and aesthetic enhancements within the existing right-of-way constraints. Key stakeholders include Osceola County, Kissimmee Utility Authority, LYNX transit, and multiple state environmental and transportation agencies. The City of Kissimmee will lead both design and construction phases, with the consultant required to be a Florida Department of Transportation pre-qualified engineering firm under work type 3.2.

Background
City will lead the design and construction phases and TOHO will join with an ILA.
Design cost is mostly covered by City, TOHO and grant funds that are available for FY26.
Due to the high construction cost, we are implementing a construction phased approach based on logical segmentation, constructability, funding considerations, and anticipated implementation timelines that will be established through the planning study.
Once the design is finalized and full plan sets are available, we will apply for grants to support construction funding.
Design will be treated as a LAP funded project.
