About this file

This file is a pre-bid meeting presentation prepared by the City of Kissimmee, Florida in coordination with the TOHO Water Authority for the Columbia Avenue Complete Street project. The presentation outlines a comprehensive multimodal infrastructure improvement initiative spanning 2.3 miles of roadway from North Hoagland Boulevard to North Central Avenue, with potential extensions up to 500 feet on adjacent roadways. The project scope encompasses roadway design, pedestrian and bicycle infrastructure, drainage systems, lighting, utilities coordination, landscape design, and traffic signal improvements to address ADA deficiencies, enhance connectivity, and improve safety within the Vine Street District. The project will be implemented through a phased construction approach based on logical segmentation, funding availability, and constructability considerations. The Request for Qualifications (RFQ) requires submission by January 20, 2026 at 2:00 PM and seeks one FDOT pre-qualified consulting engineering firm to provide complete design services including planning studies, design documents at 30%, 60%, 90%, and 100% completion phases, public outreach, and post-design services. The procurement evaluation criteria allocate 40 points initially and 50 points during interviews to work task qualification and project approach, 40 points initially and 30 points during interviews to experience and capability, and 20 points for personnel background. Project closeout is scheduled for June 30, 2027, with mandatory FDOT design reviews at 60%, 90%, 100%, and final submission stages.

The estimated design cost is $2.9 million, with total construction budget of $50 million across all phases. Funding sources include local City of Kissimmee funds, state appropriations totaling $500,000 administered through the FDOT Local Agency Program (LAP) Office, and grant funds available for fiscal year 2026, with an Interlocal Agreement between the City and TOHO Water Authority supporting project costs. The funding allocation structure designates 30 percent toward design and 70 percent toward construction. Proposers must maintain FDOT pre-qualification status and have at least two professional engineers registered with the Florida State Board of Professional Engineers with civil engineering proficiency and minimum two years post-registration experience. The project requires coordination with multiple agencies including Osceola County, Kissimmee Utility Authority, LYNX transit, South Florida Water Management District, Florida Department of Environmental Protection, and FDOT. Design standards and guidelines reference FDOT Standard Plans, FDOT Design Manual, ADA Standards, Florida Greenbook, MUTCD, AASHTO Guide for Development of Bicycle Facilities, Build America Buy America requirements, and applicable federal and state environmental policies including NEPA compliance.

Background

City will lead the design and construction phases and TOHO will join with an ILA.

Design cost is mostly covered by City, TOHO and grant funds that are available for FY26.

Due to the high construction cost, we are implementing a construction phased approach based on logical segmentation, constructability, funding considerations, and anticipated implementation timelines that will be established through the planning study.

Once the design is finalized and full plan sets are available, we will apply for grants to support construction funding.

Design will be treated as a LAP funded project.

Design and Construction Approach

Planning study- Multimodal design
Public Involvement- Surveying and ROW Mapping
Cost Estimates- Geotechnical/Environmental
Roadway design- Landscape/Hardscape design
