Additional Service 1
The following Scope of Services and Fee Proposal is for civil engineering and landscape architecture services to be provided to Florida Fish and Wildlife Conservation Commission (FWC - the Client) by
Harris Civil Engineers, LLC (HCE). This Additional Services 1 is to continue the project efforts under the initial Task Assignment.
SCOPE OF SERVICES
HCE proposes to provide site/civil and landscape architecture design services (Perry Becker Design) for a conceptual master site and utility plan. The conceptual master site plan would provide planning for the trailhead development, located off Cyrils Drive roadway. The intent of the initial planning would include parking for vehicles and equestrian trailers, location of new signage, a short accessible ADA trail, and connectivity pathways from the trailhead to the existing trails.
Further, FWC is exploring the possibility of constructing a future educational facility at the planned trailhead. As part of this work, the HCE/PBD team will provide for the conceptual layout of this building and planning intent to coincide with the initial trail layouts.
We understand there is a planned expressway that will separate a portion of the Wildlife and
Environmental Area (WEA), and that connectivity is necessary for pedestrians, equestrians, and animals with the remainder of the conservation preserve. FWC is coordinating separately with CFX and their designers. FWC will provide latest expressway documents to HCE to coordinate with our trailhead planning.
HCE proposes to provide the following professional services:

TASK 1 - Conceptual Master Planning
Deliverable – PDFs of two (2) Initial Phase Conceptual Master Site Plans
Due Date – Monday, November 3, 2025
Total Cost of Subtask - $15,704.00
Task Scope of Work:
HCE will work with the Landscape Architect to develop two (2) initial conceptual master site plans per
FWC direction. The first site plan will consolidate all parking and trailer parking into a single lot configuration. The second site plan will create separated parking and horse trailer parking areas to help relieve cross access circulation patterning and reduce conflicts. The second version will also align all horse trailer circulation to enter and exit at the aligned signalized entry. Both layouts will incorporate handicapped accessible stalls and equestrian parking, a new wheelchair accessible trail, and location for a trailhead kiosk board/signage.
Additionally, our team will look at connectivity of the trailhead and proposed trails with the existing trails that are to be separated by the planned expressway through Split Oak. FWC shall provide HCE with the agreed expressway design to coordinate connection of the trails with the proposed underpasses and/or bridges of the roadway. Conceptual routing of new trail systems will be developed to show interconnected footpath trails and equestrian trails with the proposed trailhead development and the existing WEA.
We will produce two (2) Initial Phase Conceptual Master Site Plan drawings showing feasible site layouts maximizing the parking functionality. This task’s scope of services includes the following:
A. Send the Client two (2) Initial Phase Conceptual Master Site Plan drawings for comment.
• PDFs will be sent ahead of a coordination call to provide time for review.
B. Hold a 1-hour coordination meeting with the Client.
• It is assumed that a meeting will be held virtually and/or via Teams.
• Review comments and/or concerns from the Client to the conceptual master site planning during the meeting call.
• Discuss recommended solutions to address necessary revisions and/or desired changes from the Client.
C. As applicable, HCE will revise the two (2) Initial Phase Conceptual Master Site Plan drawings per the comments received and reissue to FWC.
• Upon reissuance to the Client, HCE will move into the next Task.

During this phase, conceptual utility routing will be developed. From our Due Diligence efforts under the initial Task Assignment, there is an existing sanitary force main within Cyrils Drive right-of-way.
The project would require a lift station design to serve the project’s sanitary sewer needs. There is additionally an existing water main within Cyrils Drive and may serve the project’s potable water needs.
It would be HCE’s preference to connect to municipal mains, in lieu of septic and groundwater wells.
The team will develop one (1) Future Phase Conceptual Master Site Plan. This task’s scope of services includes the following:
A. Hold up to two (2) - 1-hour coordination meetings with the Client to review the future planning desires.
• It is assumed that the meeting will be held either virtually and/or via Teams.
• Review and discuss the two (2) above-mentioned potential versions of the future information center structure.
