Mr. Taylor Kroll, P.E., Engineer III Florida Fish and Wildlife Conservation Commission Division of Habitat and Species Conservation
Re: Graham Springs Bank Stabilization Project, Columbia County, Florida
Dear Taylor:
Thank you for the opportunity to provide a proposal for the proposed Graham Springs Bank Stabilization Project in Columbia County Florida. It is Environmental Consulting & Technology, Inc.’s (ECT’s) understanding the Florida Fish and Wildlife Conservation Commission (FWC) is looking to restore the stream banks along Graham Springs where it connects to the Santa Fe River.
This area was recently purchased by the Alachua Conservation Trust. Prior to the purchase, the land and spring had been in private ownership, and, at one point in time, the previous landowner reinforced the northern section of the steep bank with a retaining wall immediately adjacent to the spring run and built a house on it, which has since burned down. The southern bank of the spring run and adjacent to the Santa Fe River has also experienced some erosion and represent unstable conditions as compared to the surrounding natural banks. The goal of the project is to restore both the north and south banks to a more natural and stabilized bank section.
ECT’s proposed scope of services is outlined herein, along with a schedule, costs, and assumptions based on the area illustrated in Figure 1 (attached) as interpreted by ECT during the field visit with FWC staff on August 24,2021.
SCOPE OF SERVICES
Task 1—Wetland Delineation ($3,850)
ECT will delineate (via flagging and staking) the jurisdictional extent of wetlands and surface waters based on state and federal wetland delineation methodology and will field-locate each wetland flag/stake with a global positioning system (GPS) unit. ECT will coordinate with the project surveyors and engineer to make sure wetland limits are depicted on the construction plans accurately. Based on the proximity of the project to the Santa Fe River and the work that is expected to be conducted within the mean high-water line of the river, both federal and state wetland permitting will be required. ECT will complete Uniform Mitigation Assessment Methodology (UMAM) forms for each wetland feature identified to support state and federal permitting efforts.
Task 2—Threatened and Endangered Species Survey ($5,500)
ECT will conduct a review of available database for threatened and endangered species (Federal and State) that may occur on the site. ECT will request a form consultation with U.S. Fish and Wildlife Service (USFWS). through the IPAC program as part of this task.
ectinc.com
Following the desktop review, ECT will conduct a general wildlife survey to evaluate the area for listed species designated as threatened or endangered by FWC and/or the USFWS. The survey will focus on listed species that are known to occur on or near the site based on the review of public databases and previous knowledge of this site. The survey will also include a 15-percent coverage evaluation to locate any potentially occupied gopher tortoise (Gopherus polyphemus) burrows within or near the restoration/stabilization area. ECT will inspect all structures and trees surrounding the site for potential Big Cypress fox squirrel (Sciurus niger avicennia) nests and the Florida bonneted bat (Eumops floridanus) roosts or cavities.
Listed freshwater mussels, oval pigtoe (Pleurobema pyriforme) and Suwannee moccasinshell (Medionidus walker), are known to occur within the Santa Fe River near the project site. The project is within a designated critical habitat of both species. The current scope does not include any in-water surveys for the species. ECT reached out to USFWS regarding the need for a mussel survey. USFWS indicated they would not require a survey. As part of this scope, ECT will request an official communication from USFWS support this position. If it is determined at a later date that a survey is needed, due to new information that wasn’t available at the time of this proposal, ECT will provide a cost estimate in the form of a change order request to complete the required consultation, field studies, and permit applications, as appropriate.
Following completion of this evaluation, ECT will provide to the client a map with locations of any listed species findings, if observed. This transmittal will include recommendations to the client for any additional formal surveys, minimization, or permitting needs that may be warranted for the project based on results of the general field survey. Listed species permitting (e.g., an FWC gopher tortoise relocation permit) is not included in this task.
Task 3—Cultural Resources ($10,085)
For Task3, ECT will undertake the following efforts to complete a Phase I Cultural Resources Assessment Survey (CRAS):
Performance of a cultural resources field assessment Preparation of a CRAS report
Task 3.1—Cultural Resources Field Assessment
ECT will prepare a Phase I cultural resources field survey to identify any previously recorded and potentially unrecorded cultural resources (historic resources and archaeological sites) within the proposed project footprint, potential laydown area, and access to the site from the laydown area.
Historic resources are defined as those resources 50 years or older by the anticipated time of project construction. The results of the field survey will be used in support of the CRAS report described in Task 3.2.
Task 3.2—CRAS Report
ECT will prepare a Phase I CRAS report pursuant to Section 106 of the National Historic Preservation Act of 1966 (as amended) implemented by the Code of Federal Regulations (CFR), Title 36, Part 800, and the provisions in Chapter 267 of the Florida Statutes (F.S). The CRAS will be prepared in accordance with the Florida Division of Historical Resources Cultural Resource Management Standards and Operation Manual, Module Three: Guidelines for Use by Historic Preservation Professionals, as established by the provisions in Chapter 1A-46 Florida Administrative Code (F.A.C).
All fieldwork will be carried out by professionals meeting the Secretary of Interior’s Professional Qualification Standards per Volume 48, Page 44716, of the Florida Register.
The draft CRAS report will be delivered to the client approximately 3 months from receipt of the notice to proceed from the client. Upon review and approval of the report, ECT will submit the document to the State Historic Preservation Officer (SHPO) and Tribal Historic Preservation Officer (THPO) for review and concurrence. Each agency has at least 30 days for review (this review period may be longer dependent on the complexity of the proposed project). Copies of the Phase I CRAS report will also be provided to the U.S. Army Corps of Engineers (USACE) and Florida Department of Environmental Protection (FDEP) as part of the environmental resource permit (ERP) and 404 permit coordination services.
Task 3 as described includes the following assumptions:
ECT will be granted reasonable access to the property.
The Client will be responsible for securing all work sites.
ECT will not be responsible for any acts or damages due to vandalism, theft, wildfire, adverse weather conditions, or acts of nature.
The services outlined in this scope apply to the Graham Springs Restoration Project in Columbia County, Florida.
A CRAS report with field survey will be prepared to identify, evaluate, and assess cultural resources (historic resources and archaeological sites) within the project area, if present.
Should ECT find any historic resources or archaeological sites on the property that warrant additional field investigation, studies, or agency coordination (with SHPO or THPO) beyond the original Phase I CRAS, this will be conducted as additional services.
Task 4—Geotechnical Engineering ($5,800)
ECT’s subconsultant, Universal Engineering Sciences, will perform two soil borings in the proposed location of the north bank stabilization area. Based on the results of the soil borings, a technical engineering report will be prepared to classify and stratify the various soil strata, recommend anticipated groundwater levels, and provide soil design parameters and slope stability analysis.
Task 5—Specific Purpose Survey ($5,250)
ECT’s subconsultant, Stonecypher Surveying, Inc., will prepare a specific purpose survey of the area based on the extents shown in Figure 1 (attached). The survey will include the following:
Spot elevations sufficient to develop 1-foot contours of the area Location of existing structures and utilities Location of wetland lines Boring locations, if completed Location of all trees and inclusion of the diameter and species Setting of two benchmarks and show flood zone
ECT staff will review the survey to confirm data necessary to complete the design has been obtained and will submit written comments for corrections.
Task 6—Engineering Design ($34,775)
Once the topographic survey is complete, ECT will conduct a site visit to review the project area and confirm the accuracy of the survey. ECT will prepare a concept plan for FWC’s review and comment.
The conceptual plan set will include a preliminary plan view and two typical cross-sections. ECT will incorporate any comments from the client and will prepare 60-percent plans. The 60-percent plans will include a demolition/clearing plan, plan views for each stabilization area, cross-sections, appropriate details, construction sequencing, preliminary specifications, and a cost estimate. ECT proposes to use the 60-percent plans for permitting upon incorporation of the client’s comments.
When permitting is close to final ECT will prepare final plans for construction.
Task 7—State 404 Permit Application and ERP ($5,500)
Under the State 404 Program (following FDEP assumption of the Federal 404 Clean Water Act permitting in the state of Florida) the project may qualify for State 404 Program Rule No. 62-331-225 General Permit (GP) for Aquatic Habitat Restoration, Enhancement, and Creation Activities. ECT will prepare the ERP and State 404 GP applications for the project on behalf of FWC following discussions with FDEP as to the applicability of such an application. For the purposes of this scope of services, ECT has assumes an individual permit will not be required. The current scope does not include any related permitting fees that may be required.
