GPI GEOSPATIAL, INC. (GEO) is pleased to submit this Letter of Response (LOR) to the Florida Department of Transportation (FDOT), District 4 (D4). GEO embodies the definition of teamwork and partnership, and we pride ourselves on our continued support of D4. For over 50 years, we have provided conventional surveys, remote sensing-based design surveys, and mapping services for thousands of miles of FDOT roadways. We have developed an excellent reputation within the transportation community for our use of innovative technology to deliver superior 3D design surveys, Right of Way (R/W) mapping, and Subsurface Utility Engineering (SUE) services safely and efficiently for a wide range of transportation projects. GEO is prequalified in all FDOT surveying and mapping major work groups (8.1, 8.2, 8.4) and minor work groups (8.3). Over the past five years, GEO has proudly managed a similar contract for D4. We understand that the GEO team is an extension of D4 resources; based on this experience, we have assembled a team of surveying firms that capitalizes on the strengths, expertise, project history, redundancy of resources, and geographic location to support all D4’s needs for this contract as listed in the scope of services. We have selected team members to provide Task Work Order (TWO) solutions that are cost-efficient and schedule-conscious, delivering high-quality Surveying and Mapping Services to meet the demands of multiple simultaneous assignments in an aggressive work program. PROJECT APPROACH AND UNDERSTANDING OF CRITCAL ISSUES: The successful execution of this contract will be achieved by ensuring that each TWO is organized, managed, and executed to meet the District’s aggressive delivery schedules. This level of responsiveness and performance will be achieved through proactive communication, hands-on project management, and well-documented QA/QC procedures. Our approach will focus on minimizing the involvement of the District’s Project Manager (PM) and their staff. We anticipate that TWO assignments for this contract will vary in scope and complexity for each survey, R/W mapping, or

PROCUREMENT
SUE element. We have identified the following critical issues:
Communication, Responsiveness & Coordination: We understand that this is an all-encompassing multi-year contract that requires responsiveness, clear and consistent communication, and coordination from the selected consultant.
GEO is committed to providing D4 with the ultimate client service experience. Mr. Frank Paruas, PSM, Project Manager has a well-established reputation for his responsiveness and availability. For over 14 years as a PM for D4 continuing service contracts (CSC) and districtwide contracts, Mr. Paruas has maintained professional communication with D4 staff and team members. In the event he is unavailable, Ms. Iarelis Hall, PSM, Deputy PM and QA/QC Manager, will respond within 4-6 hours.
GEO will maintain a project log with all correspondence and a database of surveying and mapping files. Mr. Paruas will provide periodic reports to the District for all active projects. As a provider of specialty survey services and with extensive experience managing large and complex projects, GEO has the Knowledge to select the Best Survey Approach based on project needs. GEO, a unique provider of aerial lidar and imagery for 3D Design Transportation Projects, enables D4 to complete projects that would otherwise require extensive field efforts, offering both scheduling and budget benefits. Schedule:
Resourcing and availability will be key factors in meeting all project schedules. Streamlined internal team coordination, combined with Mr. Paruas’ familiarity with the D4 staff, will allow the team to promptly mobilize to any project site. GEO has the proven capabilities of simultaneously handling several large 3D-design projects. Internally, GEO has several designated aerial and terrestrial lidar extraction teams, all with D4 experience, who will be assigned to different projects to expedite the 3D Survey submittal process. Over the last five years, GEO has completed more than 20 complete 3D design projects for D4.
Safety: The GEO team understands the importance of safety and is committed to following best practices in the field to minimize potential risks to both workers and the traveling public.
All field activities will involve Temporary Traffic Control (TTC) certified personnel. All TWO assignments will include a site-specific safety meeting to review potential hazards and guidelines within the District’s facilities. For the duration of this contract, GEO field crews will be TTC intermediate certified and maintain certification to work within CSX/SFRTA and FEC R/W.
Our team will ensure at least one OSHA and confined space-certified crew is available. Quality Assurance (QA) & Quality Control (QC): Ms. Hall, PSM, will serve as the Survey QA/QC Manager and provide quality control and risk management guidance for all assignments. For every project, GEO will prepare a project-specific QA/QC plan, including subcontractors, to be submitted to the District Surveyor for review and acceptance upon receipt of the Notice to Proceed (NTP). Each team member will follow the requirements established in the approved QA/QC plan. We will ensure all work complies with the manuals, handbooks, guidelines, and standards listed in the scope of services. We will also follow D4 submittal standards, checklists, and Surveying and Mapping Guidelines, including the Survey Reports Checklist and the Central Office’s recently established Project Primary Control (PPC) Intake Checklist. Project Approach: GEO has been working on the Continuing Services for Survey Mapping & SUE, CA714 for the past 4 and a half years and the previous contracts. We are aware of the requirements and technical intricacies that D4 requires processed and deliverable files and formats. Immediately upon receipt of a TWO request, Mr.
Paruas will thoroughly review the scope of services and communicate with the District Surveyor to confirm project requirements and schedule. This information will then be used to develop the project approach and identify resources needed for all survey, R/W, or SUE-related tasks. GEO will consider the location, scope requirements, previous work in the area, available resources, and required specialty services. We will contact team members to review and determine their potential roles and the best survey approach. Each team member will prepare a written project scope and staff hour estimates with a clearly defined completion schedule, and a project-specific QA/QC, and safety plan. Prior to starting any work, GEO and the designated team members will attend required kick-off meetings with District staff. Upon receiving a TWO, we will hold an internal kick-off meeting with all participating team members to review the scope of services, approach, schedule, safety requirements, and implementation of the QA/QC plan. GEO will contact the District to research the existing PCPs and prepare and submit the project Network Design Plan for D4 review. Work will begin within two working days of the NTP. GEO will submit the results of the Project Network Control, including Leica Infinity Network Adjustment Reports. GEO will select the best approach to collect the project 3D features for design efforts, combining the use of terrestrial/aerial lidar with traditional surveys to generate a 3D surface within the project limits.
Additionally, drainage structures will be investigated. If the project requires underground utility investigation, GEO will designate the utilities (ASCE/CI 38-02 Quality Level B), and if conflicts are identified, we will conduct vacuum excavation test holes (Quality Level A) including providing underwater locating capabilities. Recovery of Historical Baseline (BL) of Survey:
Defining the Baseline of Survey and R/W lines is critical to any design project. While the 3D survey is being performed, we will research FDOT and county records for the existing R/W, plats, and deeds. Field searches of existing R/W monumentation will be conducted, then the results will be compared with recorded data. Once a satisfactory solution for the Baseline of Survey is determined, we will prepare the baseline of survey approval letter, detailing the findings and justifications for the solution.
GEO will work with the District to schedule the baseline review meeting and will provide timely responses to any comments from the review process. As part of this process, GEO will prepare and submit the project worksheet with all survey calculations, including section lines, subdivisions, and potential encroachments. We will work with the D4 reviewer and the Title and Documents group to promptly request title searches via the D4 Abstracting Services (D4 ABS) website for parcels that could be impacted by proposed improvements. GEO will review the title searches and provide the District with red-marked reports, adding comments to facilitate the review process. If needed, we will assist the District in acquiring additional R/W by preparing and submitting an R/W Maintenance Map. If the project includes an R/W phase, GEO is experienced in the D4 R/W mapping process, including the preparation of R/W control surveys, boundary surveys, sketch and legal descriptions, and R/W maps. We are familiar with CADD file standards, D4 GEOPAK “hard-calc” requirements, legal description formatting, text files for TAB sheets, and R/W mapping procedures. Relevant Contract Project Experience: GEO has been fortunate to provide D4 with similar services under a CSC that will expire in early 2025. Additionally, GEO provides similar services under multiple FDOT contracts. GEO brings a proven record of large contract program management experience and has demonstrated the ability to perform multiple assignments of varying size, scope, and complexity simultaneously. List of Contracts to follow; D4 Continuing Services for Survey Mapping & SUE, CA714; FDOT 6 Districtwide Aerial Photography, CA783; FDOT Central Office State Topographic Mapping Support (CAF30), as a subconsultant for D4 CSC for project design, contracts CAE78 and CAM59, and subconsultant for D4 CSC Surveying and Mapping and SUE, CAM29. OUR TEAM:
GEO and our team, Bowman Consulting Group, Ltd., Inc.
(BOW), CTS Engineering, Inc. (CTS) , DRMP, Inc. (DRMP), Keith and Associates, Inc. (KEITH) providing Landscape Architect services, Ritzel-Mason, Inc. (RM), WGI, Inc., (WGI), and Zeman Consulting Group, LLC. (ZEM), provide highly qualified staff with extensive D4 experience and is an exceptional, robust team that understands the District’s needs.

We have worked with every member of our team, most of them under GEO’s D4, expiring Surveying and Mapping and SUE Continuing Services Contract; each team member is committed to providing a high level of communication and responsiveness to D4. We will mobilize at least two survey and/or SUE crews within 24 hours of the NTP with a third crew available within 48 hours, along with sufficient experienced office staff to support the contract. All work will be coordinated with the District Surveyor and subject to review. We have included Bob’s Barricades to provide complex TTC support and assistance with closures.
