CONTINUING SERVICES FOR SOUTH FLORIDA EAST COAST CORRIDOR

COMMUTER RAIL

Contract No.: CAU92

FDOT FM# 454345-1-22-01

Scope of Work – Task Work Order # 3

Palm Beach County Refresh

Background:

The most recent significant FEC commuter rail corridor planning work for Palm Beach County was completed in 2014 as part of ‘Phase 3’ of the Tri-Rail Coastal Link Study.

This study included 85 miles of the FEC Corridor that covered Miami Dade, Broward and Palm Beach Counties. Since the study was completed there have been significant developments along the corridor as well as additional studies. These include the introduction of the Brightline Intercity train service and acquisition of the passenger rail rights for the corridor, Miami Dade and Broward County completing and gaining approval for two separate NEPA studies and both projects are currently in the FTA’s New Starts program at different stages (MD is in Engineering and BC is in Project Development).

Palm Beach County has shown a desire to move forward with Commuter Rail as well and had a preliminary report done in 2023 to help them assess Commuter Rail in Palm Beach County along the FEC as well as extending Tri-Rail in various fashions. As a result of the southern counties’ work, knowledge gained and coordination with FTA, Brightline, SFRTA and FECR there are significant developments that will need to be considered in re-assessing Commuter Rail options in Palm Beach County.

PURPOSE OF TASK WORK ORDER

The purpose of this Task Work Order is to provide continuing technical support for new and existing planning and design efforts for commuter rail along the FEC tracks in Palm Beach County to support the Florida Department of Transportation, District Four, Office of Modal Development (OMD) staff in collaboration with the Palm Beach County TPO.

This Task Work Order will provide an overview of potential commuter rail transit in Palm Beach County, to include updated characteristics and assumptions, station analysis, capital costs, and operations and maintenance cost.

This assessment report will evaluate the previously proposed 8 station locations and will not evaluate new general station locations. If through the coordination efforts as well as the results of this report additional locations need to be assessed and developed that would be done under a future scope and work order. This report also will not assume or address the access fees that the county will need to address with Brightline and FECR or identify additional lease fees that may be needed with options that will also utilize the

SFRC or maintenance facilities. In addition, the Transit-Oriented Development Concept Plan will not be updated at this time.

Task Work Order # 03 - Scope of Work:

Task 1: Review Existing Reports and Data Work efforts conducted during this task will be to review past reports on the corridor, including but not limited to FDOT Tri-Rail Coastal Link data and reports, Palm Beach County TPO reports, Broward Commuter Rail South/Miami Dade Northeast Corridor data and reports, PalmTran and Tri-Rail reports and data, FECR/Brightline Track Charts, previous reports outlining station locations and other relevant studies. The effort will also include researching existing data from GIS and other sources that will be needed in the assessment and verification of information that includes street networks, current existing and future land use and demographics, parcel information, zoning and transit routes as well as other significant developments.

Work Product: Draft and Final Technical Memorandum documenting results of Task 1.

Timeline: Draft Memorandum 4 weeks after receipt of data, Final Memorandum 1 week after receipt of FDOT comments.

Task 2: Field Review, Update and Develop Assumptions Based on the results of Task 1 as well as interaction with the County and FDOT staff, work conducted during this task will include a field review, as well as verification of the existing track infrastructure. This field review as well as the review of existing data will assist in the development of study assumptions.

These include, but are not limited to the following:

Station Locations. Regarding Stations, the Consultant will perform a field review and validate proposed sites from the previous Tri Rail Coastal Link Station Refinement Report 2013/2014. If sites are no longer available, the Consultant will identify potential new locations. The validated/updated plan will be presented like the aerial graphics in the original study. This task will include the desktop mapping to assist in the field review.

Parking Locations. Previous studies outlined various locations for parking.

Based on the previous Tri-Rail Coastal Link 2035 ridership projections, parking space requirements will be estimated, and locations suggested for consideration in conjunction with the station locations.

Operating Scenarios. At the outset, it is envisioned that up to three different operating scenarios will be developed for capital and O&M costing.

These include:

o A continuation of commuter rail north of the Broward County line to Jupiter along the FEC corridor;

o A Jupiter to downtown West Palm Beach starter line along the FEC corridor; and o A Jupiter to Boca Raton starter line that accesses the SFRC via the Northwood crossover between the FEC and SFRC.

Task 2.

Timeline: Draft Memorandum 12 weeks after NTP, Final Memorandum 1 week after receipt of FDOT comments.

Task 3: Station Analysis For thirteen station locations in Palm Beach County, update documentation and analysis from the previous study including:

Context o Overview narrative.

o Future Land Use map and narrative description of land use patterns including new development, approved but unbuilt development, and proposed but not approved development.

o Transit map and narrative description of transit network within the station area.

Station Location and Platform Analysis o Current aerial and basemap with parcels and key nearby sites.

o Platform location and parking analysis with respect to land use and

TOD opportunities, mobility, engineering feasibility, municipal input, and parking.

Station Area Plan o Up-to-date map overview of ½ mile station area identifying important proximate land uses and development opportunities.

o Narrative description of influencing plans and policies, land use and urban form, and infrastructure.

Task 3.

Timeline: Draft Memorandum 16 weeks after NTP, Final Memorandum 1 week

Task 4: Update Capital Costs Work efforts for this task would include developing estimated capital costs for the above three operating scenarios. These costs would be provided in summary form in the Federal Transit Administration SCC format and would be provided in current year (2025) cost. These costs would be based upon prototypical station and corresponding track layouts from the BCR/NEC project to the south; the up-to-date Palm Beach County station locations, parking locations and supply; and the anticipated track geometry based on the proposed operating scenarios.

Task 4.

Timeline: Draft Memorandum 18 weeks after NTP, Final Memorandum 1 week

Task 5: Update Operations and Maintenance Costs Based upon the three operating scenarios developed in the previous task, the estimated Operations and Maintenance (O&M) cost would be developed using assuming a 30-minute peak/60-minute base for the continuation of the commuter rail line and proposed schedule north of Broward County. For the two starter line scenarios, the costs will be estimated using both a 30-minute peak/60-minute base as well as a 60 minute all day headway. Costs will be reported in 2025 dollars. In addition, each scenario will be assessed for an estimated number of train sets and cars and the likely storage and maintenance areas that may be available and the estimated costs for the improvements needed to house and maintain at the yard(s).

Task 5.

Timeline: Draft Memorandum 18 weeks after NTP, Final Memorandum 1 week

Task 6: Technical Report Development For this task, there will be a detailed project technical report. This report will provide:

Project Introduction, History and Purpose Summary of data collection and reference materials Summary of station location analysis Introduction/Summary of operating scenarios Summary of capital and operating cost analysis Recommendations for next steps

Work Product: Draft and Final Technical Report documenting results of Study.

Timeline: Draft Report 22 weeks after NTP, Final Report 2 weeks after receipt of FDOT comments.

Task 7: Meetings and Presentations Based upon conversations with the FDOT Project Manager and the Palm Beach TPA, it is anticipated that 12 meetings will be required initially for this Task Work Order.
