The Kimley-Horn (KH) team is excited to submit our qualifications to serve as your consultant for this contract. We have a proven history of being a dependable partner to the District Planning Office.

A small sample of our completed accomplishments include:

• 500+ ROW reviews from systems planning perspective.

• Presented results for five before and after lane repurposing

(LR) studies to District Four (D4), local agency, statewide, and national audiences.

• Created of a spreadsheet tool for estimating LOS year of failure for arterial corridors.

• Developed a methodology for access management adherence assessment.

KH understands this TWO-based contract can be used for any of the 24+ service types listed in the scope to support the functions of District Planning Office. We have assembled a multidisciplinary team, with clearly defined roles and overlapping skillsets, to deliver the range of services needed.

Project Team Ravi Wijesundera, PE, RSP, is our proposed project manager. He has successfully managed a similar contract for the District Planning Office. We have partnered with AECOM, ASHA Planning Consultancy (DBE/SB), INSIGHT Transportation (DBE/SB), MARLIN Engineering, and VIA Planning (DBE/SB) to offer a team of experts in multimodal transportation planning, traffic safety and operations, concept development, and policy reviews. We have collaborated with key staff of each partner firm and are confident that we are offering the best resources for this contract.

Approach to Key Tasks and Relevant Experience LR/Context Sensitive Solutions (CSS)/ Complete Streets (CS) Local agencies submit LR applications for implementing CS solutions and improving safety for all road users. Ravi, along with Thuha Nguyen PE, PTOE (VIA), bring extensive experience assisting D4 with LR application reviews, facilitating D4’s review coordination meetings, identifying improvements to the LR application process, and coordinating with the Central Office. We

375-030-22

PROCUREMENT

are thoroughly familiar with the FDOT’s Statewide LR Guidebook and D4’s LR Review and Approval Process Summary. KH provided technical support for the high-profile reevaluation of the Dixie Highway LR request in West Palm Beach, which resulted in rescinding the previous approval. Our LR before and after studies for five completed LR projects in D4 resulted in a wealth of lessons learned and suggestions for LR process refinement from planning to design to implementation, and we helped to present the results to FDOT and stakeholder agencies. As a result of 2024 Florida HB 1301/SB 1226, LR requests will be subjected to additional requirements. Our team is already assisting D4 with compliance review of two previously approved LR applications per the new guidelines. LR for transit projects is another area where our team is ready to support D4.

The KH team, led by Stewart Robertson, PE, has performed numerous CS studies such as the Palm Beach County US-1 Multimodal Corridor Study and Broward County’s Complete Streets Guidelines, and we have been assisting D4 to establish context classification and target speeds for projects in the Work Program.

Development Review/Site Impact Analysis While growth management legislation changes over the years have limited the FDOT’s focus to “transportation resources and facilities of state importance,” it has the responsibility of reviewing development proposals to identify potential adverse impacts on the SHS. KH and ASHA staff partnered to review numerous Comprehensive Plan Amendments (CPAs) for D4, including the Fort Lauderdale and Delray Beach CPAs, and provided technical assistance comments.

VIA staff will support with site impact analysis reviews, as they have done with the review of Pompano Live! Casino. KH has completed over 500 ROW reviews for D4 since 2018 to determine impacts of surplus, lease, and donation requests from the SHS perspective.

Access Management KH developed a methodology for D4 to assess if a corridor is in compliance with the access spacing standards, per the criteria in F.A.C. Rule Chapter 14-97. This methodology can be used as a decision support system for access request reviews and provide input for safety studies and PD&E studies. Ashok Sampath (MARLIN) brings experience as the D4 in-house access management consultant facilitating the pre-application meetings for access permits.

Project Traffic Forecasts It is critical to document the analysis process, assumptions, data used, and validate models. Ashu Kumar (INSIGHT) assisted with the development of the forecast accuracy database and uncertainty tool to aid in traffic forecasting and identify the “risks.” Our local experts understand the traffic characteristics and development trends in D4; hence, we can readily recognize inconsistent forecasts. VIA staff has reviewed over 100 design traffic reports, whereas Ashu led traffic forecasts for a 71-mile stretch of I-95 in the Treasure Coast region that included 15 interchanges and over 50 intersections. KH and AECOM’s PD&E staff further strengthens our team.

Travel Demand and Transit Model Applications Both SERPM and TCRPM regional travel demand models used in D4 are being transitioned to a new activity-based model platform as well as being converted to VISUM software. INSIGHT is already applying the new SERPM9 for the 2050 Palm Beach LRTP update. Our team is ready to assist D4 review potential LR for transit applications associated with Broward County PREMO and Palm Beach County’s 561 transit plans. We will review travel demand and transit models (e.g., FTA’s STOPS) for ridership and mode shift in the premium transit to understand the impacts of LR on other modes.

Interchange Access Document Development and Review Interchange Access Request (IAR) reviews require a thorough understanding of State and Federal requirements. Each IAR is unique and must be evaluated by careful consideration of factors such as the need, reasonableness, operation, safety, design, land uses, environmental impacts, etc. KH has reviewed IAR proposals across the State for FDOT Central Office. Ian Rairden, PE, (KH), who has presented IOARs and IMRs to the District Interchange Review Committee, will lead this task. Thuha Nguyen PE, PTOE (VIA) was involved in the development of the I-95/SR 60 IOAR and I-95/Oslo Road IJR. With the new process, LR requests through an interchange area may require additional analysis, including an IAR.

Concept Development, Cost Estimates, Benefit-Cost (B/C) Analysis KH developed interchange master plans with concepts, cost estimates, and B/C for 17 interchanges along I-95 in Palm Beach County and six interchanges in Broward County. The KH team of roadway designers will be led by Gin Ng, PE. Betsy Jeffers, PE, (MARLIN) will support planning staff to develop implementable solutions and identify potential ROW, environmental, and community impacts.

Safety Analysis We are excited to support the FDOT’s mission to provide a safe transportation system and the Target Zero statewide initiative. Our team routinely performs safety analyses as part of planning studies and LR applications. During LR before and after studies for D4, we applied HSM Predictive Method to assess project benefits. KH and AECOM have been the D4’s safety studies consultants for many years and developed hundreds of multimodal safety solutions and concepts. ASHA has been assisting FDOT Central Office with pedestrian/bicycle root cause analysis to identify countermeasures, and potential design criteria and policy changes.

The Martin County Vision Zero Plan is one of the many examples of our safety planning efforts for local agencies.

Performance Measurement The KH Team offers experts in the application of roadway, transit, bicycle, and pedestrian LOS and LTS methodologies, as well as travel time, crash reduction, and emission-based performance measures. We use both traditional (e.g., counts, crash data) and non-traditional (e.g., RITIS, near-miss analytics) data sources for performance measurements. We are thoroughly familiar with traffic analysis software used for performance assessment. KH developed VISSIM models for the Bus Queue Jump Lane Pilot Project at SR 7 and Prospect Road, which was the first application of this concept in South Florida.

Areawide and Corridor Studies The Palm Beach County Roadway Network Connectivity Study, by KH in 2021, identified potential new roadway connections to accommodate future growth and reduce impacts on the existing SHS. Based on a systematic screening and prioritization process, we identified multiple roadway connectivity opportunities for further consideration. KH developed an LOS year-of-failure tool for D4 to estimate when AADT of an arterial is expected to exceed its context classification-based target LOS threshold. This methodology was applied to select corridors for preliminary diagnosis of segments approaching LOS failure.

Data Collection and Analysis MARLIN brings expertise as the FDOT Statewide Transportation Data and Analytics consultant.

They supported KH’s LR before and after studies with counts performed using an innovative high-resolution video detection technology to visualize pedestrian and bicycle trajectories.

Metropolitan Transportation Planning Process Support KH developed the 2045 LRTP Updates for Palm Beach and Indian River Counties and maintain excellent relationships with many local partner agencies in D4. The KH team, led by William Roll, AICP will develop and review transportation plans. He will be assisted by Poorna Bhattacharya, AICP (ASHA).

Technology Feasibility Assessments The sheer volume of data and emerging technologies in the industry can be overwhelming.

Our experts who work with innovative technology to develop cutting-edge transportation solutions are ready to assist D4. KH developed PublicCoordinate, an online public engagement tool to share project information through an interactive map-based platform and gather feedback. AECOM’s AV Readi is an interactive tool which measures the feasibility and technical readiness of a corridor to accept automated vehicles.

Other Tasks KH’s Derek d’Adesky, PE and Saurabh Basnet, EI (VIA) are available to serve as extensions of D4 staff. Our planners, led by William Roll, AICP, are ready to assist with legislative and policy analysis and interpretation. We can assist with visioning and scenario planning, public and stakeholder coordination, and special studies such as traffic and revenue forecasts.

Project Team Roles and Key Staff Ravi will lead LR application reviews and safety studies. He will be assisted by a KH team with diverse skills, including Ian Rairden, PE (traffic forecasting and interchange access reviews), Stewart Robertson, PE (multimodal studies and CSS), Yue Liu, PE, PTOE (ROW reviews), Jill Capelli, PE (technology applications), Gin Ng, PE (concept development), William Roll, AICP (performance measures, policy interpretation, and transportation plan development), Kelly Klepper, AICP (comprehensive plan reviews), and Amber Crane (GIS). Thuha Nguyen, PE, PTOE (VIA), with 15 years of experience assisting the District Planning Office, will provide depth with reviews of LR applications, site impact analysis, interchange access documents, and project traffic forecasting. Jeff Weidner (MARLIN), a former District Office of Modal Development project manager, will support with multimodal studies, access management, freight planning, SIS and policy planning, and innovative data collection. With former District Safety Engineer, Vivek Reddy, PE, and Naresh Kotari, AICP, as the leads, AECOM will support concept development, safety studies, travel demand models, environmental reviews, and technology applications. Ashu Kumar (INSIGHT) brings traffic forecasting, travel demand and transit model expertise. Poorna Bhattacharya, AICP, and Rohan Sadhai, AICP (ASHA) will assist with growth management reviews, safety studies, and GIS applications.

(3) Just prior to the start of the Interview, each Consultant team shall be given the prepared questions to review for five (5) minutes. The Consultant is not permitted to bring in prepared diagrams or drawings to display on the Department-supplied flip chart or white board. Procurement will discard the flip chart pages at the completion of the interview. Flip charts and/or white board illustrations will not be given to TRC for evaluation after the interview.
