Kimley-Horn values our longstanding relationship with District Two and we are extremely interested in continuing our very successful working relationship on this SR 331 resurfacing project. We are pleased to submit this letter of interest for professional engineering and plans production services for the resurfacing of SR 331 (SE 11th St) from east of US 441 to south of SR 26 (University Ave). We have assembled a highly skilled design team with proven arterial roadway resurfacing design expertise for District Two. In addition, Kimley-

Horn has a great deal of experience in the City of Gainesville having recently completed the SR 121 intersection improvement project and several FDOT lighting and signalization projects throughout the City. Over the last 15 years, Kimley-Horn has consistently delivered innovative, high-quality design services to District Two. A strong indication of our team’s commitment to District Two is demonstrated by the fact that the last three projects we completed for the District (SR 10, SR 5A, and SR 121) were all completed ahead of schedule, allowing the District to advance production and save time.

UNDERSTANDING Our team has a thorough understanding of the SR 331 corridor having completed several safety studies as well as the pushbutton construction plans for the signalized Gainesville-Hawthorne Trail crossing within this segment. It is this experience in the project corridor and our experience coordinating with the local agencies (City of Gainesville, Gainesville Regional Transit, and

Gainesville Regional Utilities) that gives our team unrivaled knowledge and understanding of what it will take to deliver this SR 331 project on or ahead of schedule, if needed. In anticipation of this project, our team conducted several site visits, and reviewed previous and ongoing project plans in the project limits. We also met with the Department’s Shortlist Designee (Will Lyons) and TRC members (Orlando Cordero, Aaron Kaster, and Alan Owens) to get a better understanding of the project’s objectives.

375-030-22

PROCUREMENT

PROJECT APPROACH/ISSUES The primary purpose of this project is to extend the service life of the existing SR 331 pavement through milling and resurfacing and to enhance the safety of the corridor. The milling and resurfacing will include mainline SR 331 pavement from the existing pavement seam just east of US 441 to the existing seam just south of SR 26. ADA features will be reviewed and required upgrades to current standards will be incorporated. Lighting for all existing crosswalks will be evaluated and where found to be non-compliant with current vertical illuminance standards, additional lighting will be included. As part of the RRR evaluation, we will review existing roadway and pedestrian facilities and compare them against current RRR criteria as defined in the FDOT Design Manual and provide cost-effective improvement recommendations for inclusion in the final contract documents. Some key issues to be addressed during the design phase include:

Coordination with Adjacent Projects Within the limits of this SR 331 resurfacing project, we understand the Department will be developing a concurrent signalization upgrade project (FPID 435890-1-32-01) for the SR 331 intersections with SE 2nd Ave and SE 4th Ave. Coordinating with the FDOT design project manager and consultant for these two signalized intersections will be important to enure there is no duplication/overlap of work and that each of these intersections are brought up to current ADA and FDOT lighting standards. Also, as part of a pushbutton construction project, Kimley-Horn is preparing midblock pedestrian signalization plans for the Gainesville/Hawthorne Trail crossing of SR 331 (MP 2.2) under FPID 447629-3-52-01. We will ensure early communication with all adjacent project representatives to ensure smooth coordination and efficient project delivery.

Safety Analysis A key element of all RRR design projects is the review and evaluation of existing crash data along with cost effective recommendations to mitigate high crash areas. During our field reviews, the Kimley-Horn team was approached by several residents in the northern portion of the project who expressed their concerns about excessive speeding. In this segment of SR 331, a total of 571 crashes have been reported within the last certified 5-year crash data period (2014-2018). Of these crashes, 220 resulted in serious injury—including 2 fatalities. Twenty-three percent of the crashes occurred under dark conditions and 17% occurred under wet pavement conditions. The predominant crash types were rear-end crashes (47%) followed by angle/left-turn crashes (20%). Of the total crashes, 13 involved pedestrians and bicyclists. The safety of all users is of utmost importance to us and will be prioritized in design.

Typical Section This segment of SR 331 is designated as an urban arterial with a Context Classification that ranges from C1-Rural to C4-Urban. The design speed established throughout the project limits is 45 mph and the posted speed varies from 45 mph for the southern half to 35 mph in the more developed northern half. This segment of SR 331 serves as a truck by-pass route around the east side of Gainesville and the consideration of truck traffic will be an important element of the RRR design evaluation and pavement design. The typical section is a four-lane urban typical section with 12-ft. travel lanes and 5-ft. buffered bike lanes along the outside.

The median is raised with type E curbing and an overall width of 19.5 ft. Pedestrians are accommodated via 5-ft. sidewalks. The sidewalk along the west side of the roadway is continuous throughout the project; however, along the east side, the sidewalk begins at SE 1st Street (north of Sweetwater Wetlands Park). We will address the connectivity of these sidewalks to ensure safe travel for pedestrians.

Transit Stop Access Our site review noted several bus transit stops along the west side of the corridor. These stops are officially designated Gainesville Regional Transit System (RTS) stops; however, they do not currently provide proper ADA access from the sidewalk to the roadside curb. As part of this project, we recommend that ADA-compliant landing areas be provided. In addition, as part of the design development, we will coordinate with RTS to establish temporary bus stop locations as needed during construction to ensure there is no interruption to bus service for the corridor.

Gravity Wall Repair During our site review, we confirmed the need to repair/replace a section of the existing back of sidewalk gravity wall system located along the west side of the project just south of SE 16th Ave. The extent of the wall cracking is evidenced in the adjacent site photo. Our field measurements confirm that approximately 50 ft. of the existing wall exhibits significant surface cracking and this same section of wall has also rotated from vertical. Based on our review of the old plans and R/W maps, there appears to be approximately 15 ft. of additional R/W behind the gravity wall that will allow for removal and replacement of the damaged wall section without the need for any additional R/W or temporary construction easements.

School Zone Signing & Pavement Markings A designated school zone for Abraham Lincoln Middle School exists between SE 12th Ave and SE 9th Ave. This school zone does not fully comply with the current standards. It does, however, provide the key elements of the current standard that Kimley-Horn developed for District Two as part of a past traffic operations study. As a cost savings initiative, we recommend that this existing school zone be allowed to remain with only minor sign panel upgrades, the addition of supplemental signing, and retention of the existing mast arm structures. Full compliance with the current standard at this location would require additional sign loading on the existing mast arm structures that they physically could not support. As a practical design approach, we would recommend a design variation for the school zone standard be approved thereby saving the Department more than $100,000 in replacement mast arm structure costs.

Damage to existing gravity wall

Intersection and Pedestrian Crosswalk Lighting Kimley-Horn’s lighting design engineers have extensive experience in intersection pedestrian lighting design retrofits—most recently on the SR 121 project (FPID 439488-1) in Gainesville. We have already designed new lighting for the future Gainesville-Hawthorne Trail crossing and have extensive experience coordinating lighting improvements with the local maintaining agency (GRU). Evaluating the current lighting at the five intersections where SR 331 pedestrian crossings are designated will be a key element of our Phase I RRR Report.

SIMILAR PROJECT EXPERIENCE The Kimley-Horn team has significant past design experience for District Two and most importantly, a proven record of delivering high-quality design plans on schedule.

Recent relevant projects our team has successfully completed (or are in the process of wrapping up) for the Department include:

▪ SR 121 (SW 34th St) from SR 26A to SR 26, FDOT District Two: Intersection operational and safety improvements including milling and resurfacing, signalization, specialized bicycle lane improvements, and pedestrian lighting.

▪ SR 5 (Philips Highway) from SR 154 to SR 109, FDOT District Two: Resurfacing of a 3-mile section of 4-lane urban arterial through heavy commercial/industrial land use. Project includes cross slope correction of substandard pavement sections and the reconstruction of three signalized intersections.

▪ SR 24 and SR 26 Pedestrian Lighting Retrofits, FDOT District Two: Retrofit lighting design/plans to bring existing signalized intersections in and around the University of Florida up to current FDOT illumination standards. Involved extensive coordination with Gainesville Regional Utilities to ensure lighting equipment specified would be maintained by GRU.

EXCEPTIONAL PROJECT TEAM We have assembled a highly qualified team of proven professionals with a record of delivering roadway design projects for District Two. Our team has extensive experience coordinating with the local agencies involved in this project (City of Gainesville, Regional Transit System and GRU). The City of Gainesville is typically very engaged in design and safety reviews; having a consultant who has a successful working history with the City will be key to delivering this project on time. The Kimley-Horn team is pre-qualified in all the required work groups and is available to begin work on this contract immediately. Key team members include Earl Wills, P.E. who will serve as Kimley-Horn’s project manager and the District’s primary point of contact. Earl has more than 30 years of FDOT roadway design experience—the last 20 years of which have been within District Two. Working with Earl as lead roadway design engineer will be Brandon Kern, P.E. Brandon and Earl have worked together most recently on the SR 121 project just constructed in Gainesville and the SR 5 Resurfacing project in Jacksonville. Brandon has extensive experience in similar roadway resurfacing design, as well as coordinating projects for FDOT within the City of Gainesville. Michelle Mecca, P.E., RSP1 will serve as task manager for all safety evaluation efforts. Michelle has unmatched safety experience having served as project manager on Districtwide Safety Study contracts in District Two for the past 16 years.

To complete our design team, we have partnered with subconsultants with whom we have a successfully working relationship and who have a thorough understanding of what it takes to efficiently complete design projects for District Two. Our proposed design support subconsultants along with their proposed roles are noted on the chart to the right. Kimley-Horn is committed to helping the Department meet its DBE goals, as evidenced by our DBE utilization grades of A and A+ for the past two years.

AVAILABILITY Kimley-Horn has only one active roadway design contract (SR 5) and needs this SR 331 project to keep our staff working for District Two. If needed, our team can commit to producing this project on an accelerated schedule. We are currently on schedule to complete the SR 5 project in Fall 2021, which makes our entire Jacksonville-based design team available to immediately begin work on this contract.

QUALITY ASSURANCE/QUALITY CONTROL (QA/QC) One of the key elements to Kimley-Horn’s success has been the incorporation of an exceptional QA/QC program. Quality assurance is initiated at the kick-off of every project. An independent QC team is established and led by a senior design professional. The success of our QA/QC program is reflected in the high grades received on recent projects we have delivered for District Two.

We look forward to presenting our qualifications in greater detail and to partnering with you to deliver another successful project.
